I run a cross-border e-commerce import business and have just obtained the general taxpayer qualification in Shanghai. Recently I plan to purchase a batch of maternal and infant skincare products and niche household cleaning supplies from Europe. Previously I only used overseas warehouse direct delivery services and have no experience in independent customs clearance.
I heard that the 2026 customs rules for traceability of imported cosmetic ingredients are much stricter than before. I am afraid that incomplete document preparation will cause my goods to be detained, and I will have to pay high liquidated damages to suppliers.
I also worry that lack of familiarity with relevant rules will generate extra port demurrage and container detention fees. I want to know the full customs clearance process from before the cargo arrives at the port to final pick-up, what documents must be prepared in advance, and how to legally and compliantly control taxes and extra expenses.

The 2026 integrated customs clearance declaration system has completed a new round of upgrading. The declared data will be automatically compared with the commodity classification, valuation and traceability information in the customs big database. Once any logical inconsistency is detected, the declaration will be directly suspended without manual review. In case of suspended declaration, do not delete the declaration and resubmit it directly. First check the abnormal prompt in the system.
For classification disputes, submit product manuals, functional parameters and industry classification basis to apply for advance ruling. The result will be issued within 3 working days, which saves at least 7 days compared with deleting and resubmitting the declaration. For valuation disputes, do not accept the customs valuation directly. Submit complete foreign exchange payment receipts, brand ex-factory price certificates and import declaration records of the same batch at other ports to access the simplified valuation channel, which can complete the valuation verification in as fast as 1 working day, without generating extra port demurrage fees.

Confirm the free storage period and free detention period policies of the shipping company before the international segment transportation. For the Europe to Shanghai route, apply for at least 14 days of free storage period and 7 days of free detention period, prioritize direct sailing vessels, and avoid transshipment ports with high frequent space shortage such as Singapore and Busan to prevent container rolling. Complete the document exchange procedure 3 days before the cargo arrives at the port, do not operate until you receive the port arrival notification from the shipping company.
Confirm whether there is a need to modify the manifest during document exchange, to avoid inconsistency between manifest and declaration data that affects the declaration. If container detention fees have already been generated, do not pay directly, apply for fee reduction from the shipping company first by providing official proof of customs clearance abnormality, up to 80% of the container detention fee can be reduced.

Prioritize the VAT deferral policy during import customs clearance. You do not need to pay import VAT at the customs clearance stage, and can defer the payment to the quarterly tax declaration, which allows you to occupy the capital flow for 3 months, with an annualized capital return of over 3.5%. As long as the domestic consignee is a general taxpayer with no abnormal tax records, you are eligible for this policy.
Related party transaction pricing shall comply with the arm's length principle, the fluctuation of cargo value shall not exceed 10% of the average market price of similar commodities in the same period, to avoid triggering anti-tax avoidance investigation by tax authorities which will result in extra supplementary tax and late payment surcharges. Eligible small and medium-sized enterprises can also apply for import tax reduction and exemption, with up to 10% reduction of import tariff.

Prioritize the CIPS RMB cross-border payment channel for foreign exchange payment, which arrives more than 24 hours faster than the SWIFT channel, and saves up to 0.15% on exchange rate spread. The payment data will be automatically synchronized to the systems of customs and the State Administration of Foreign Exchange, no additional documents for verification are required.
When settling foreign exchange, choose the limit order settlement mode, set the target exchange rate, and the transaction will be completed automatically when the target rate is reached, which earns an average extra 0.03 to 0.05 RMB per USD compared with spot settlement. As long as the error between the payment amount and the declared cargo value is no more than 5%, the bookkeeping will be completed automatically without manual review, and no abnormal warning of receipt and payment of foreign exchange will be triggered.

After receiving the customs inspection notice, first confirm the inspection type, whether it is a routine inspection or key inspection. For routine inspection, you can apply for priority scanning inspection without devanning, which can be completed in as fast as 2 hours.
For devanning inspection, arrange staff to be present at the scene in advance to accompany the customs officers to open the container. In case of queries on product ingredients or specifications, submit supporting documents such as test reports and product manuals on site, try to avoid sending samples for laboratory test which takes at least 7 days, will generate extra warehousing costs, and even cause cosmetics and household cleaning supplies to be close to the expiration date and unsalable.

Imported cosmetics belong to sensitive goods. The ingredient list, shelf life and country of origin information must be clearly printed on the package, which is fully consistent with the declaration documents. The transport package shall be moisture-proof treated to prevent the information printed on the package from being blurred by water and judged as unqualified by customs.
Household cleaning supplies containing alcohol fall under the category of dangerous goods, so UN certified packaging shall be used, with correct hazard labels pasted, and MSDS report shall be prepared in advance, to avoid being returned due to unqualified packaging. The freight and demurrage fees generated by return shipping can reach up to 30% of the cargo value.

Classify and store all documents after customs clearance, including customs declaration form, packing list, commercial invoice, contract, certificate of origin, test report, foreign exchange payment voucher and transport document, for no less than 5 years.
Ensure the consistency of four flows, namely physical goods flow, capital flow, document flow and information flow, to avoid problems in subsequent tax verification which will affect the qualification of subsequent import business. If you have export business demands later, these documents can also be used as compliance proof, which reduces the probability of export tax rebate verification letter and speeds up the tax rebate process.

Prioritize the CIF trade term, under which the supplier is responsible for the international segment transportation and insurance, so you do not need to bear the cargo damage risk during transportation. The customs clearance cost shall be calculated separately, not included in the cargo value, to facilitate subsequent cost accounting.
For long-term stable imported goods, you can sign an annual service agreement with the customs brokerage company, the customs clearance fee can be more than 20% lower than that of single cooperation, and you can enjoy priority declaration and abnormal handling services. The average clearance time can be shortened by about 30%, which further reduces capital occupation cost.
