I have been operating an offline beauty collection store for more than 3 years. I have recently negotiated regional authorization with several niche high-end cosmetic brands from Europe and the United States, and plan to open a dedicated imported cosmetics counter in the core business district.

I have never engaged in the formal general trade import agency process before, and only sold cross-border bonded spot goods. Now I am completely confused about what qualifications to apply for in advance, and worry about incorrect documents leading to cargo detention.

A peer of mine was investigated due to non-compliant record filing before, which resulted in a large fine and hundreds of thousands of yuan of goods being detained. I want to know how to complete the whole process of imported cosmetics counter agency, what pitfalls to avoid, and how to control costs to achieve compliant profitability.

First of all,you need to complete pre-qualification and document review. The domestic operator shall apply for the cosmetics business license in advance, and the overseas brand owner shall complete the imported cosmetics registration and filing at the same time, which is the core prerequisite for market access. According to the 2026 regulatory requirements, the filing information must fully match the ingredients and packaging of each batch of imported products. Materials including product formula, toxicological test report, production process flow and other documents need to be submitted for filing. All information shall be checked in advance to be consistent with the actual products,so as to avoid rejection due to inconsistent information which delays the time to market.

The core process nodes are divided into three links: overseas shipment, port customs clearance and tax-paid warehousing. Before overseas shipment, the brand owner shall complete packaging labeling in accordance with domestic requirements, and all information including ingredients, country of origin and importer information shall comply with relevant specifications. Check the seal and packaging information in advance to confirm compliance with domestic regulatory requirements. Declare to customs in advance during the customs clearance link, coordinate with commodity inspection sampling test, and arrange delivery to the store warehouse only after obtaining the qualified customs clearance certificate.

Prepare contingency plans for common abnormal situations in advance. In case of deviation of filing information, immediately submit official supporting documents from the brand owner to apply for modification,so as to avoid high demurrage and storage charges caused by port detention. In case of on-site inspection, sort out the full set of qualification documents in advance for inspection, which can greatly shorten the inspection process and improve the pass rate.

For final compliant implementation, you need to ensure the consistency of four flows, namely, the full matching of goods flow, capital flow, invoice flow and contract flow. After completing all tax payment procedures, the products can be legally sold through the counters. All documents shall be archived and retained throughout the whole process to cope with subsequent inspections by regulatory authorities.

Key attention shall be paid to price verification and declaration consistency during the customs declaration of imported cosmetics. The original invoice provided by the brand owner shall truthfully reflect the transaction price. Declaring at a price lower than the market level will lead to customs price verification disputes, which will delay the customs clearance process.

Under the 2026 national integrated customs clearance policy, all declared data will be compared through the internet. If there is a large deviation in the declared price of the same brand's similar products at other ports, a risk warning will be triggered directly, and the importer will be required to submit additional materials such as foreign exchange payment vouchers and original brand sales records.

In case of deleting the declaration form and re-declaring, the modification application shall be submitted within the specified time limit, and relevant supporting documents shall be sorted out to prove the authenticity of the declared price, so as to avoid being identified as price smuggling violation which affects subsequent customs clearance qualifications. All transaction-related documents shall be retained for at least three years to cooperate with customs inspections.

The logistics route of imported cosmetics from overseas ports to domestic stores can choose direct sailing or transshipment scheme according to the required arrival time. If a large quantity of goods is stocked in advance, container unpacking and distribution at the transshipment port can be arranged to reduce the overall logistics cost.

If the counter needs to be opened on schedule, direct shipping schedule is preferred to avoid transshipment container dropping which delays the opening timeline. Most imported cosmetics are packed in glass, so you need to confirm cabin reservation with the shipping company in advance to avoid container dropping caused by full load.

Meanwhile, apply for a reasonable free storage period from the terminal and demurrage reduction quota from the shipping company. If port change is required, the application shall be submitted seven working days in advance to avoid extra port change fees. Track the cargo right information throughout the whole process, and ensure the bill of lading is fully endorsed to clarify the cargo right and avoid delivery disputes.

Imported cosmetics agency mainly involves three types of taxes: import tariff, consumption tax and import value-added tax. You can apply for VAT deferral according to your business model to relieve the pressure of capital occupation.

Especially when importing multiple SKUs in batches, VAT deferral avoids advance payment of large amount of VAT and optimizes cash flow. For imported cosmetics from different countries of origin, you can enjoy corresponding preferential tariff rates under trade agreements.

You need to prepare the certificate of origin in advance, check the standards of the certificate of origin to ensure compliance with customs requirements for enjoying preferential tariff rates, so as to save tariff costs. Note that the customs import VAT special payment notice shall be properly retained for VAT deduction in domestic sales links, to ensure that the information on the payment notice is consistent with the actual import information, so as to realize normal deduction and reduce the overall tax cost.

The receipt and payment of foreign exchange for imported cosmetics shall comply with China's foreign exchange regulatory requirements. In 2026, the utilization rate of CIPS RMB cross-border payment is further increased.

You can choose RMB settlement to avoid exchange loss caused by exchange rate fluctuation. If you use an overseas account to pay for the goods, you shall complete the compliance declaration of foreign exchange receipt and payment in advance, and complete foreign exchange settlement and account verification corresponding to each import customs declaration form, to ensure that the deviation between the payment amount and the customs declaration amount is within a reasonable range, so as to avoid outstanding accounts.

Retain SWIFT messages, payment vouchers and other materials throughout the receipt and payment of foreign exchange process to cooperate with the State Administration of Foreign Exchange's inspection. Do not transfer the payment through personal channels, which is easily identified as non-compliant foreign exchange receipt and payment, affecting subsequent foreign exchange payment quota, and even triggering regulatory penalties.

For imported cosmetics counter agency, a formal agency agreement shall be signed with the brand owner, clarifying the regional scope, term and price terms of exclusive agency, so as to avoid regional authorization disputes in the future. For the intellectual property rights of cosmetics, you need to request the brand owner to cooperate in completing the IPR customs protection record filing in advance, to avoid intellectual property infringement disputes during the import process which lead to cargo detention.

If you use letter of credit for payment, you shall review the L/C terms in advance, exclude soft terms to avoid unreasonable refusal of payment. The terms of cargo right transfer shall be clearly stipulated.

If necessary, you can request the brand owner to issue a bank guarantee to protect the legitimate rights and interests of the agent. All agreement clauses shall specify the liability for breach of contract, so that accountability can be quickly realized in case of disputes.

After imported cosmetics are selected for on-site inspection, first of all, check the authenticity of the container seal, and confirm that the seal number is consistent with the information on the bill of lading. If the seal is damaged, take photos for evidence immediately and explain the situation. When cooperating with customs to unload the container for inspection, sort out the product filing information and packing list in advance, and stack products by different SKUs in the unloading area for the convenience of customs sampling inspection.

If samples need to be sent for inspection and identification, cooperate with customs to fill in the inspection application, confirm that the batch and information of the sent samples are correct. After getting the test report, check the report result immediately. If the result does not meet the requirements, you can apply for re-inspection, and prepare the brand owner's original factory qualification certificate in advance to speed up the re-inspection process.

Most imported cosmetics contain volatile and oxidizable ingredients, and some products belong to flammable liquids. They shall be packed in compliance with relevant requirements, and MSDS meeting the specifications shall be prepared in advance, clearly indicating the product ingredients, hazard properties, transportation and storage requirements.

If the cosmetics are classified as hazardous chemicals, corresponding grade UN dangerous goods packaging shall be used, and hazardous goods classification appraisal shall be completed in advance to confirm that the packaging meets the requirements of sea transportation. Goods are prone to get damp during long-distance sea transportation, so desiccants can be placed in the container.

Glass bottled products shall be reinforced with buffer foam to avoid collision and damage during transportation. Corresponding dangerous goods labels shall be pasted on the outer packaging in accordance with requirements to meet domestic regulatory requirements.

For imported cosmetics counter agency, inventory linkage planning can be carried out according to the sales forecast of the counter. Arrange import batches according to the turnover rate of different SKUs, so as to avoid large amount of capital occupation caused by bulk stockpiling, while avoiding stockout which affects store sales.

You can choose appropriate trade terms according to cost calculation. If you want to control logistics risks, you can choose CIF term, under which the seller is responsible for logistics and insurance.

If you want to control logistics costs independently, you can choose FOB term, and arrange domestic logistics and insurance on your own. For the import mode of multiple SKUs with small batches, you can choose consolidated container import to reduce unit logistics cost, optimize the overall supply chain cost and improve the profit margin of the agency.
