I am the handler of a foreign trade company engaged in cross-border e-commerce and general trade. Recently we have received a batch of precision instruments to be imported from Shanghai Port, and a batch of textile fabrics to be exported to Europe.

We used to handle declaration on our own, but this time due to the complexity of documents, we intend to hire an agency company, but we do not know how the fees are calculated. I am afraid of encountering the situation of quoting a low price first and then adding various hidden fees, for example, are inspection fees and document amendment fees all included in the quotation?

Will the fees vary for different trade modes such as general trade and cross-border e-commerce? Besides, if there is customs inspection or the need to delete and resubmit the declaration, how are the additional fees calculated? I need a clear fee list right now, which can help me make a budget in advance, and I don't want extra fees to disrupt my plan.

The 2026 import and export declaration agency charging system has become increasingly transparent, but it still needs to be disassembled from three dimensions: service boundary, business type and abnormal scenarios. Basic service fees are charged differentially according to declaration types: the basic fee for general trade import is 800-1500 RMB per waybill, and the basic fee for export is 600-1200 RMB per waybill. For cross-border e-commerce mode, thanks to standardized documents, the fee is 10%-20% lower, and some electronic declaration pilot ports will additionally waive 50-100 RMB of official prepaid fees.

Hidden costs that are easily ignored by many clients need to be clearly specified in the quotation in advance: customs official fees and document review fees are usually included in the basic service fee,but inspection fees and declaration deletion and resubmission fees are mostly reimbursed on actual basis or charged per time. The ordinary inspection fee is 500-2000 RMB per waybill, and the declaration deletion and resubmission fee is 500-1000 RMB per waybill, excluding official customs fines. The cost-benefit ratio of value-added services needs to be comprehensively evaluated: services such as tariff classification guidance and pre-declaration review, though charging an extra 200-500 RMB per waybill, can avoid subsequent valuation disputes and document amendment losses, which is more cost-effective in the long run.

In addition, some agency companies provide packaged quotations covering the whole process of exception handling services. Though such quotations seem to have a higher total price, they can avoid the risk of temporary price increases. It should be noted that some ports launched green channels for compliant declaration in 2026,and high-quality agencies can assist clients to apply for this service to save port demurrage costs, but the value-added fee for this service is usually 300-800 RMB per waybill, and you need to confirm in advance whether it is included in the basic quotation.

One of the core bases for charging is the complexity of tariff classification of goods. For goods requiring professional classification such as precision instruments, the agency fee will be higher than that of ordinary goods, because additional classification review and customs communication are required.

If there is a valuation dispute and the agency intervenes in handling, the fee will include dispute handling service fee, which is generally 3%-5% of the disputed amount, or charged by the hour at 800-1200 RMB per hour. In addition, the account suspension handling fee usually refers to the tax account suspension after customs document review.

If the agency assists in solving the problem, a certain coordination fee will be charged, which is included in the overall quotation or charged separately, and needs to be confirmed in advance. Besides, the declaration deletion and resubmission fee is generally charged per waybill at 500-1000 RMB per waybill, excluding official customs fees, which need to be reimbursed on actual basis.

The declaration agency fee is related to the logistics route. For goods on direct routes, the document review complexity is low, so the fee will be lower than that of transshipped goods, because transshipped goods require verification of multiple segments of manifests. In addition, for the handling of free storage period and container detention fee, if the agency assists in applying for the extension of the free storage period, a certain service fee will be charged, which is generally 10%-15% of the extended free storage period fee, or a fixed 300-800 RMB per waybill.

In addition, the declaration related to bill of lading endorsement and transfer will be charged higher than ordinary declaration, because it involves cargo right transfer and document review, and generally an extra service fee of 200-500 RMB will be charged. Besides, the port change declaration after container rollover will include port change document processing fee and customs declaration fee, which is generally 800-1500 RMB per waybill.
