Reliable sourcing and import agency services.
I am engaged in small and medium-volume cross-border beauty import, with about 3-5 shipments per month, and the cargo value ranging from over RMB 100,000 to over RMB 500,000. Previously, I have been using a friend's company to handle the shipments, but recently that company stopped this business, so I need to find a regular agency to cooperate with. I have never been exposed to public agency charges before. Last time I consulted two institutions: one charges 0.3‰ of the cargo value, and the other charges per shipment at RMB 1,500.
The price difference is almost double, and I am also worried about subsequent inspection fees, amendment fees, and temporary price increases. Now I dare not sign the contract randomly, so I want to figure out how much import and export trade agency services actually cost in 2026, what items are included in conventional charges, and which charging model is most cost-effective for my volume.

There are two common models in traditional import and export agency charges: one is calculated based on the proportion of cargo value, and the other is fixed charge per single shipment. Both models have blind spots of hidden costs. The model of charging based on cargo value will unnecessarily increase the cost for beauty imports with high cargo value and low volume, and many non-compliant institutions will additionally charge service fees in the links of customs declaration, inspection, and document modification. The actual landing cost will eventually be 30% higher than the initial quotation. For the model of charging per shipment,if encountering situations such as multiple batches per single shipment, document amendment,or second declaration, items will also be split for additional charges, leaving merchants in a passive position.
For import and export businesses of different volumes,we can optimize the charging structure and combine tools such as tax differences, exchange rate differences,VAT Deferral to hedge overall costs, reduce capital occupation compliantly and reduce unnecessary charging calculations. For example, for small and medium-volume cross-border beauty import businesses, using VAT deferral can lock in tax costs in advance, avoid additional costs caused by exchange rate fluctuations, and will not be repeatedly charged by the agency for service fees.
At the access threshold evaluation level, small and medium-sized import and export merchants with monthly average cargo value less than RMB 2 million should choose fixed per-shipment packaged charges, whose comprehensive cost is 15%-40% lower than that of charging based on cargo value. For bulk import businesses with monthly average cargo value exceeding RMB 2 million, the tiered charging model based on cargo value is more cost-effective.
To avoid hidden charges, all charging items must be clearly written into the service terms before cooperation. We will conduct dynamic return-on-investment ratio calculations based on the customer's monthly shipment volume, cargo value, and cargo type, and clearly specify the trigger conditions and charging standards for all additional charges in advance,so there will be no temporary price increases. At the same time,we will help customers lock the floating range of overall costs within 5% to ensure cost control and compliance.

The price review link is a high-incidence area for additional charges in import and export agency. Some unqualified agencies will charge additional price review coordination fees from cargo owners on the grounds of customs price review disputes. In fact, as long as the agency completes document review in advance and provides complete cargo value proof materials, no additional fees will be generated for normal price review. Currently, in 2026, the customs integrated clearance has covered all ports nationwide.
The conventional price review process is automatically verified by the system, and manual price review will only be triggered when the cargo value deviates from the interval too much. The customs declaration fee of regular agencies already includes conventional price review services, and no additional fees are required. In case of price review disputes, regular agencies will also assist in providing proof materials for processing, and the additional fee will not exceed 50% of the conventional customs declaration fee. The fee cap needs to be agreed in advance.

The logistics part of import and export agency is usually accounted for separately. Some agencies will lower the agency fee in the quotation, and then make profits by increasing charges on detention fees, port change fees, and container deviation related fees.
The agency services for conventional full-container imports already include basic service fees for booking, picking up containers, and returning containers. Additional fees will only be generated when the cargo owner causes port change, container detention, or over-storage.
All additional fees are charged according to the public standards of the port, and regular agencies will not increase prices. For small and medium-volume less-than-container load (LCL) imports, the agency's LCL charges will be calculated based on volume or weight. The charging standard needs to be confirmed in advance to avoid hidden charges such as volume-weight difference.

Tax-related charges are a part that is easy to confuse in import and export agency. Many agencies will split and charge VAT registration and declaration fees multiple times. In fact, regular agencies can package and calculate annual tax service fees.
For exports to regions such as the European Union, Southeast Asia, or import businesses to China, VAT deferral does not require additional service fees, and only needs to be covered in the basic agency fee. Some unqualified agencies will charge VAT deferral as an additional service, increasing the overall cost of merchants.
Additional charges related to tax planning will only be generated when involving special needs such as cross-border related party transaction pricing and non-resident enterprise withholding tax calculation. Conventional import and export does not need to pay such fees.

The charges for cross-border receipt and payment links need to be clarified. The agency fee of regular agencies already includes the service fees for settlement and purchase of foreign exchange, and only the real exchange difference charged by the bank will be collected, with no additional service fees. In 2026, the CIPS (Cross-Border Interbank Payment System) RMB cross-border payment has covered most trading partners.
When settling in RMB, the exchange difference cost is 0.3%-0.8% lower than that of USD settlement, and no additional settlement and sales of foreign exchange service fees will be generated. Some agencies will charge settlement and reconciliation as an additional service, but in fact, the basic services of compliant agencies have already covered the entire process of receipt and payment, so no additional fees are required.

If the export business involves export tax refund, the agency fee is usually calculated based on a certain proportion of the tax refund amount, or included in the basic agency fee, which needs to be clarified in advance. Many unqualified agencies will charge additional fees on the grounds of tax verification and document filing. In fact, the export tax refund services of regular agencies already include the full process operations such as pre-declaration verification, tax verification assistance, and document filing, with no additional fees required.
The four-flow consistency check required is the basic work content of the agency, and no additional fees are required from the cargo owner. Only when the cargo owner's own documents are incomplete and need assistance to supplement materials, a small amount of additional service fees will be generated, and the fee standard needs to be agreed in advance.

The overall cost of import and export agency needs to be adjusted according to trade terms. Under different trade terms, the links that the agency is responsible for are different, and the charges will also vary. If it is under FOB terms, the agency is only responsible for customs clearance and distribution services at the domestic port, and the charges will only account for the cost of domestic links.
If it is under CIF terms, the agency is responsible for overseas transportation and insurance, and the charges will include the service cost of overseas links. It is necessary to adjust according to one's own supply chain layout. Small and medium-sized merchants can outsource all links to the agency, and the total cost of packaged charges is 8%-12% lower than that of finding different service providers separately, and the responsibility is clear, avoiding mutual buck-passing when problems arise.

In the on-site inspection link, many agencies will charge additional container opening fees and inspection service fees. In fact, the basic charges of regular agencies already include conventional inspection assistance fees, and container opening fees are charged according to the public standards of the port, with no price increases by the agency.
Some unqualified agencies will charge coordination fees on the grounds of needing to coordinate inspections, which is an non-compliant operation. In 2026, the customs inspection process is fully open and transparent, and no additional coordination is required.
As long as the goods are declared compliantly, such additional fees do not need to be paid. If inspection and appraisal are required, the appraisal fees are directly charged by the inspection agency, and the agency will only collect them on behalf, with no additional price increases. The charging voucher needs to be confirmed in advance.
