I am the procurement manager of a large domestic flower and gardening chain. This year, we plan to import a batch of Japanese viola seedlings in bulk to be sold in over 200 offline stores for spring sales. There is less than one and a half months left until the scheduled arrival time.
I have never imported live plant seedlings before, and after checking the latest 2026 customs regulations, I still find them confusing. I am worried about customs detention due to incomplete documents, and that the entire batch of seedlings will die due to packaging or quarantine issues during transportation.
I also don't know what materials I need to prepare in advance when looking for an agency, how long the entire process will take, or if there will be a lot of extra miscellaneous fees. I am extremely anxious now and would like to ask professional import agents: how exactly should we import Japanese viola, and what are the entire process and precautions?

First, complete pre-document review. Japanese viola is classified as imported plant propagation material, which requires the advance application for an Imported Animal and Plant Quarantine Permit. At the same time, the foreign party is required to provide basic documents such as official plant quarantine certificate, certificate of origin, trade contract, invoice and packing list. We will review the consistency of information in all documents in advance, confirm that the seedlings do not carry prohibited quarantine pests, and avoid customs detention due to document discrepancies.
The connection of core nodes is divided into three parts. First, overseas booking: priority is given to Tokyo Port or Osaka Port as the departure port in Japan, using refrigerated constant-temperature containers for transportation, with the temperature controlled at 2-8°C to ensure the viability of the seedlings. Pre-declaration is made in advance before arrival, and priority is given to the green channel for fresh green plants to shorten customs clearance time. After arrival,it directly connects to the inspection and quarantine link.
For abnormal response plans: if a small amount of harmful organisms are found during quarantine, fumigation and pest elimination treatment will be coordinated immediately to avoid the entire batch of goods being returned,if there is a queue for customs clearance inspection, the priority inspection channel for fresh commodities will be used to reduce port detention time and avoid seedling inactivation.
For final compliance implementation: after completing quarantine inspection and customs clearance, the goods will be directly delivered to the designated storage location, and all subsequent documents will be filed and retained simultaneously to cooperate with subsequent supervision and inspection. The entire process is controlled within 10 days, which can ensure that the arrival time matches the sales schedule and will not delay the new product launch arrangement in stores.

During the declaration process of Japanese viola import, the customs will review the commodity classification of the imported seedlings, which must be accurately classified into the corresponding category. In the price review link, complete trade transaction documents are required, including foreign exchange payment vouchers, purchase contracts, and original factory invoices, to avoid customs clearance delays due to price disputes.
If classification disputes or price disputes arise, pre-ruling will be conducted with the customs in advance through the integrated customs clearance channel to confirm the classification and price review results, avoiding problems such as order rejection and account suspension after the goods arrive at the port. For fresh products, completing pre-classification and pre-price review in advance can shorten customs clearance time by more than 3 working days, greatly reducing the risk of goods inactivation, while ensuring the logical closed-loop of the entire declaration process and avoiding subsequent supervision and inspection issues.

For importing Japanese viola seedlings, temperature and humidity must be controlled during transportation. Priority is given to sailings directly from Tokyo Port to domestic core ports, with the voyage controlled within 3 days to avoid delays and increased losses caused by transit links. When booking, apply to the shipping company for pre-allocation of refrigerated containers in advance, confirm that the container refrigeration equipment is operating normally, and apply for a 7-day free detention period and a 10-day free container use period in advance to avoid high container detention fees and storage fees due to customs clearance delays after arrival.
If there is overloading and container rejection at the departure port, reserve alternative sailings in advance to ensure the goods are shipped as planned. Track the container temperature data throughout the process, monitor the goods status at any time, and arrange cold-chain trailer delivery directly after arrival to avoid secondary temperature control failure during transit.

The import of Japanese viola involves customs duties and value-added tax (VAT). The minimum agreed customs duty rate for fresh flower seedlings is 10%, and the VAT rate is 9%. The foreign party must provide a qualified certificate of origin to enjoy the agreed duty rate; without a valid certificate of origin, the tax rate discount cannot be applied, which will directly increase import costs.
For general trade imports, VAT deferment can be applied for based on the qualifications of the importing entity to ease capital occupation pressure. Especially in the case of bulk imports, it can reduce capital occupation costs by nearly 10%. At the same time, sort out the tax deduction process in the import link, confirm that all costs can be deducted in compliance, and avoid the problem of wasted tax costs.

In the foreign exchange payment link for importing Japanese viola, payment and receipt declaration must be completed in accordance with the requirements of foreign exchange management for goods trade. Whether using US dollar purchase or cross-border RMB payment, complete trade documents must be retained to match the payment information.
Using CIPS cross-border RMB payment can reduce exchange rate difference losses and avoid delayed payment arrival caused by SWIFT message transit delays. Sort out the compliance requirements for payment and receipt in advance to ensure that the capital flow is consistent with the goods flow and document flow, avoiding problems in settlement and account reconciliation that may affect the compliance rating of subsequent import and export business.

After Japanese viola arrives at the port, the customs will conduct random sampling and inspection in proportion. We need to cooperate with the customs in advance to complete container unpacking and sampling, and arrange all original documents in the designated position of the container in advance for easy on-site review by the customs. The seal must be checked to ensure it is consistent with the bill of lading information, and confirm that the seal is not damaged or tampered with.
When unpacking, unpack layer by layer from top to bottom as required to facilitate the customs' inspection of the goods' contents and avoid sampling errors caused by improper unpacking. If inspection and identification are required, the sampling process will be followed throughout, the progress of the inspection report will be tracked, and subsequent customs clearance procedures will be promoted immediately after obtaining the results to shorten the overall inspection time.

Japanese viola seedlings are perishable fresh goods, so their packaging must meet the requirements of moisture retention, breathability, and temperature control. Generally, plug tray packaging with breathable film is used, with a foam insulation box and temperature-controlled ice packs on the outer layer.
The packaging must comply with the requirements for imported plant packaging in China, cannot carry soil, and all cultivation media must be sterilized. Conduct compliance inspection of the packaging in advance to avoid customs detention due to soil or harmful organisms carried by the packaging.
At the same time, prepare corresponding specification documents to clarify the temperature control requirements during transportation. Breathable pearl cotton is used as buffer packaging, which can not only buffer and fix the seedlings but also prevent them from overheating and dying due to poor air permeability, meeting both transportation and quarantine requirements.

When signing a purchase contract for importing Japanese viola, the division of rights and responsibilities under trade terms must be clarified, as well as the responsibilities of the foreign party for providing all required documents. It should be stipulated that if customs detention or return is caused by the foreign party's non-compliant documents, the foreign party shall bear the corresponding losses.
At the same time, force majeure clauses shall be included to cover the division of responsibilities for situations such as seedling inactivation during transportation and port congestion. Regarding intellectual property issues, if the imported variety is authorized and cultivated in Japan, the intellectual property authorization document must be obtained in advance, and intellectual property filing must be completed with the customs in advance to avoid goods detention due to intellectual property infringement, ensuring the legality and compliance of the entire import process and avoiding potential risks.
