I am from a niche perfume export startup based in Guangzhou. We just received our first bulk order to Europe this month, with a total of 1,200 bottles of finished perfume to be exported via Port of Shanghai. This is our first time to entrust an agency for customs declaration, and we are completely unfamiliar with the filling rules of the new version of customs declaration form.
I checked the Customs Declaration Form Filling Specifications updated in 2026, but failed to figure out how to fill in the customs brokerage agency column after searching for a long time. I am worried that wrong filling will lead to declaration rejection by customs, even cargo detention and port demurrage, and we will have to pay liquidated damages to the customer as agreed in the order.
The profit of this small order is already very thin, we cannot afford any problem. The customs cut-off time is 5 days from now, I am eager to check and confirm the declaration information clearly, and want to ask how to fill in this column to meet compliance requirements, and what mistakes should be avoided?

There are two common misconceptions in the industry: First, when entrusting an agency for customs declaration, people mistakenly fill in their own consignor enterprise information in the agency column,Second, when entrusting multi-level agency services at the same time, people fill in the information of the secondary intermediate agency, instead of the direct agency with qualification that actually submits declaration to customs. Many startups easily fall into these two traps when exporting for the first time, which are actually caused by insufficient understanding of the filling rules.
These two mistakes will directly lead to failure of logic verification of the customs declaration system. In minor cases, the declaration will be returned for modification, which delays the cut-off time, leads to missing loading, requires reallocation to the next vessel, and generates extra costs such as slot rent and container rent,In serious cases, inconsistent declaration subject information will trigger on-site customs verification. Perfume belongs to sensitive goods in the cosmetics category, and the verification process can take up to 7-10 days, which directly leads to shipping schedule delay, and may also leave a declaration abnormality record, affecting the subsequent customs declaration credit of the enterprise.
The core measure for risk isolation is to distinguish filling rules corresponding to different declaration modes: If it is the self-declaration mode where the enterprise handles customs declaration procedures on its own,the agency column can be left blank directly, and only accurate consignor enterprise information needs to be filled in,If you entrust a direct agency for customs declaration, you must fill in the full name and Unified Social Credit Code of the declaration agency that actually holds customs declaration qualification, and cannot fill in other irrelevant information.
In case of multi-level entrusted agency, uniformly fill in the information of the agency that directly submits declaration to customs. The information of the upstream entrusting party only needs to be marked in the remarks column, and does not need to be filled in the agency column. If you have submitted the declaration with wrong information, the immediate loss mitigation method is to contact the on-site customs declaration officer in charge of receiving applications as soon as possible to apply for deleting and resubmitting the declaration. Completing the modification before the customs cut-off time can avoid most losses. For long-term risk control, you can require the agency to implement double check by two staff before declaration to screen out errors in advance,so as to avoid abnormalities from the source.

The verification of customs brokerage agency information by the customs system is conducted through network comparison with the enterprise's customs declaration qualification filing information. The filled name and Unified Social Credit Code must be completely consistent with the filing information, and no abbreviation, error or omission is allowed.
If the agency's qualification information has been changed, you need to fill in the latest filing information instead of the old one, otherwise it will trigger comparison failure. For perfume export, perfume belongs to the cosmetics category. In addition to the agency information, you also need to upload the customs declaration authorization letter synchronously when submitting the declaration.
The information of the entrusted agency on the authorization letter must be completely consistent with the agency information filled in the customs declaration form, otherwise it will be identified as inconsistent declaration materials and the declaration will be returned directly. The customs launched a new AI pre-audit system in 2026. Inconsistent information will be stuck directly in the pre-audit link and will not enter manual review, which will cause longer delay.

In the cross-border foreign exchange receipt and payment link, the State Administration of Foreign Exchange will conduct verification in conjunction with customs declaration information. If the agency information on the customs declaration form is inconsistent with the agency information filed for foreign exchange receipt and payment, it will trigger foreign exchange compliance verification, which affects the normal handling of foreign exchange settlement and receipt. Especially for orders paid via cross-border RMB, the CIPS system will automatically compare the declaration subject information, and inconsistent information will directly intercept the message, which can only be unlocked after re-declaration.
For perfume export orders, many overseas purchasers require the payment path to match the declaration information. Wrong information will lead to the purchaser's failure to complete payment normally, slowing down the enterprise's capital return speed. Long-term abnormalities will also affect the enterprise's foreign exchange receipt and payment quota, restricting subsequent export business. Therefore, after filling in the information, you need to synchronously check the agency information filed for foreign exchange receipt and payment to keep the information consistent.

If the agency information on the customs declaration form is filled in incorrectly and on-site inspection is triggered, the inspection link will check the authorization qualification of the agency. If the information is inconsistent, the agency staff cannot handle the inspection cooperation procedures normally, which will lead to the failure of normal inspection completion.
The goods can only be stacked in the port area all the time, resulting in high demurrage and storage fees. It may also be identified as failure to cooperate with inspection, and the goods will be transferred to abnormal inspection, extending the processing cycle.
Most perfumes are contained in glass bottles, and long-term storage in the port area will increase the risk of damage and leakage. Especially for bulk perfumes exported in full containers, the damage rate will increase by more than 15% if the containers cannot be reloaded in time after unpacking, bringing unnecessary cargo loss to the enterprise.

In the export tax refund handling link, the tax authority will check the consistency of customs declaration information, agency agreement and tax refund materials. If the agency information on the customs declaration form is inconsistent with the information of the entrusted agency in the agency tax refund agreement, it will directly trigger tax correspondence adjustment, which usually takes 1-2 months, delaying the tax refund arrival time and affecting the enterprise's capital turnover. If the information difference cannot be reasonably explained, it may also lead to tax refund failure, causing direct economic losses to the enterprise.
The current export tax refund rate for perfume is 13%, and the tax refund amount for bulk orders is not low. Once tax refund fails due to incorrect filling, the loss can account for more than 30% of the order profit. Therefore, before applying for tax refund, you must check that the agency information on the customs declaration form is consistent with the information on the tax refund materials.

If incorrect agency information leads to customs clearance delay and finally failure to deliver goods on time, overseas purchasers can claim compensation according to the trade contract. If the enterprise wants to recover compensation through insurance or legal channels, it will not be supported due to its own declaration fault, and all losses need to be borne by itself.
For perfume brands involved in intellectual property filing, if the agency information is inconsistent with the filed authorized agency information, it will also trigger customs intellectual property protection verification, and the goods will be identified as suspected infringing goods, facing the risk of cargo detention. Even if the misunderstanding is clarified later, it will still delay the shipping schedule and generate high extra costs such as demurrage and storage fees.

Perfume generally contains high concentration alcohol and belongs to Class 3 dangerous goods. The agency filled in when submitting the declaration must have dangerous goods customs declaration qualification. If you fill in the information of an agency without corresponding qualification, it will be identified as illegal declaration by customs. Because packaging compliance review needs to be handled by an agency with corresponding qualification, dangerous goods declared by an unqualified agency will be required to find a qualified agency for re-declaration.
During this period, the goods need to be transferred to a special dangerous goods storage yard, whose storage cost is more than 3 times that of an ordinary yard. You also need to re-do the packaging classification identification, resulting in extra inspection fees. Before filling in the information, you need to confirm the dangerous goods customs declaration qualification scope of the agency, and fill in the corresponding information after confirming that it covers cosmetics category dangerous goods, so as to avoid declaration abnormality caused by qualification mismatch.
