Reliable sourcing and import agency services.
I am the person in charge of a small and medium-sized foreign trade enterprise doing cross-border home accessories business. I have just expanded B2B orders in Southeast Asia and North America this year.
Before, I worked with small freight forwarders to consolidate shipments. Recently, three problems have occurred successively: once I failed to receive tax refunds due to incomplete tax refund documents; once the Los Angeles port detained the goods due to wrong declared product name, resulting in demurrage fees; another time, the bank froze my account due to non-compliance during foreign exchange settlement.
Now I want to find a reliable import and export agency, but there are too many advertisements online, some saying full custody, some saying zero service fees, and I can not distinguish the quality. I want to ask where to find a good import and export agency, what should be focused on when choosing, and how to avoid pitfalls to select services suitable for small and medium-sized merchants like us?

Many small and medium-sized merchants fall into the first pit when choosing import and export agencies: being greedy for "zero service fees" or "ultra-low agency fees". Most of these institutions will not disclose all hidden charges in advance, and will increase prices randomly in links such as exchange rate difference, customs inspection and document amendment, and even misappropriate enterprise tax refunds for working capital. Once problems occur, they will directly pass the buck, making the merchants bear the losses.
The chain negative reactions of these low-price traps are far more than just extra costs: incorrect declaration will cause the enterprise to be listed on the customs warning list, affecting all subsequent customs clearance businesses,long-term misappropriation of tax refunds will directly tie up the enterprise's cash flow, delaying goods preparation and order delivery,non-compliant foreign exchange settlement will trigger bank account controls, and in severe cases, will also affect the enterprise's credit investigation, causing irreversible impacts on subsequent business expansion.
The core method to physically isolate such risks is: first, give priority to selecting institutions with over 15 years of physical operation, requiring them to show compliance certificates without violations in the past three years, and eliminate small institutions that frequently change their main bodies. Secondly, clearly define all charge items in the contract, refuse vague lump-sum clauses to avoid subsequent price increases.
Finally, confirm that the institution has the ability to operate in national port linkage,do not select small institutions with only single-port qualification. In case of sudden congestion and policy adjustment,it is difficult to transfer customs clearance, which will easily generate high demurrage and container detention fees. Also require a dedicated fixed operation team,do not choose assembly line customer service mode,so that problems can be handled immediately to avoid delays in time.

When choosing an import and export agency, first confirm its integrated customs clearance qualification and ability to handle valuation disputes. At present, customs network audit is carried out nationwide, and any declaration error at any port will leave a record, affecting the customs clearance rate of all ports. Many small agencies, in order to reduce costs, will under-declare the value of goods or misclassify HS codes at will.
Although they can temporarily pay less taxes, they will easily trigger valuation adjustments later, not only need to pay supplementary taxes, but also generate late fees, and in severe cases, will directly detain the goods. When selecting, you can require the agency to provide cases of handling valuation disputes and deletion and re-declaration of documents in the past six months, check its response logic and final processing results, confirm its ability to handle complex customs declaration problems, and do not leave the qualification review link to institutions without practical experience.

It is necessary to inspect the agency's ability to integrate international logistics paths and its authority to handle abnormal situations. The fluctuation of cargo space on mainstream routes in 2026 is still large, and the price difference between peak and off-peak cargo spaces can reach three times.
A reliable agency will sign long-term space booking agreements with shipping companies, obtain stable cargo spaces and preferential prices, and can arrange transhipment first when there is overbooking and container rejection, avoiding delivery delays. Also confirm the agency's ability to handle container detention fees and port amendment services.
Many small agencies do not have corresponding authorities, and when shipping companies adjust call ports, they can not quickly handle port amendment, which can only lead to goods detaining at the port and generating high fees. Also check whether the agency can adjust direct and transshipment solutions according to the type of goods, reducing logistics costs without affecting delivery time.

For cross-border B2B merchants, it is necessary to focus on the agency's VAT deferral and cross-border tax planning capabilities. At present, multiple countries in the EU and Southeast Asia support VAT deferral, and compliant operations can help merchants activate cash flow without advancing large amounts of VAT taxes in the import link. Many small agencies are not familiar with local deferral policies and can not help merchants implement this operation, which makes the merchants occupy additional cash flow in vain.
Also confirm that the agency can carry out compliant pricing of cross-border related transactions, comply with BEPS-related requirements, avoid being inspected and supplemented by the tax authorities of the destination country, and generate large fines. When selecting, confirm whether the agency has tax cooperation resources for the corresponding destination country, can update local tax policy adjustments in a timely manner, and do a good job in risk isolation.

It is necessary to inspect the agency's compliance operation capabilities for cross-border collection and payment of foreign exchange. At present, the utilization rate of CIPS RMB cross-border payment is increasing. A reliable agency can skillfully operate two settlement methods: CIPS and SWIFT, and can help merchants optimize the timing of foreign exchange purchase and settlement according to real-time exchange rates, saving exchange rate difference costs.
Many small agencies are not familiar with the latest foreign exchange compliance requirements, and document discrepancies may occur during foreign exchange settlement leading to settlement failure, and even trigger the inspection of the State Administration of Foreign Exchange (SAFE), affecting the enterprise's collection and payment of foreign exchange quotas. When selecting, confirm that the agency can help enterprises complete foreign exchange settlement reconciliation, match the document requirements of corresponding transactions, ensure that every collection and payment of foreign exchange meets compliance requirements, and leave no hidden risks.

Export tax refund is the core part that can help merchants increase revenue in the import and export links. When selecting an agency, focus on its export tax refund document management and correspondence audit response capabilities. At present, the export tax refund requires the alignment of four flows (trade, capital, goods, documents).
Any non-compliance of documents in any link will lead to failure of correspondence audit and failure to receive tax refunds. A reliable agency will sort out all document requirements in advance after receiving the order, follow up the document collection of each link, and complete document filing.
When encountering tax correspondence audit, it can directly provide a full set of qualified materials, quickly pass the correspondence audit and obtain tax refunds. Many small agencies often have problems such as document loss and omissions, leading to delayed or even failed tax refunds, causing direct losses to merchants.

It is necessary to inspect the agency's on-site inspection response capabilities. Any goods may face customs inspection.
A reliable agency is familiar with the on-site inspection process, can prepare for it in advance, check seal information, sort out the corresponding declaration documents, cooperate with customs to complete the inspection quickly, shorten the inspection time, and reduce container stripping fees and demurrage fees. Many small agencies do not have their own on-site contact personnel, and outsource to third parties.
After inspection, the connection is chaotic, and materials can not be provided in time, leading to prolonged inspection time, generating many unnecessary additional fees, and even being detained by customs due to untimely provision of documents. When selecting, confirm that the agency has on-site operators stationed at ports, who can handle on-site inspection emergencies immediately.

It is necessary to inspect the agency's ability to handle trade legal-related issues, which can help merchants review Letter of Credit (L/C) terms, identify soft clauses, and avoid the problem of being unable to settle foreign exchange due to document discrepancy. At the same time, it can help merchants complete the relevant operations of customs intellectual property protection record, avoiding goods being detained by customs due to intellectual property disputes.
Also confirm that the agency can assist in handling affairs such as transfer of title of goods and issuance of Letter of Guarantee, and make a backup for the corresponding contract terms. In case of emergencies such as force majeure, it can assist merchants in dividing responsibilities and reducing losses. Many small agencies do not have professional legal support, and can only let merchants handle legal problems by themselves, which is prone to large losses due to lack of experience.
