I am a domestic wholesaler of high-end home soft furnishings. This year I have received multiple full-house high-end soft furnishing orders, and need to import a batch of pure imported roman shades of original manufacture from Europe. The agency I previously cooperated with performed acceptably for ordinary home product imports, but for this batch of pure imported roman shades, the customs clearance was delayed by a full week, and the goods were almost detained by customs due to non-compliant document classification, with a deposit paid at nearly 100 thousand.

Additionally, the total import cost after final calculation last time was 12 percentage points higher than expected, and no valid result was obtained after pursuing liability. Currently, three containers of goods are waiting for customs clearance outside the port. I am in urgent need of finding an institution that specializes in import agency for pure imported roman shades. I would like to confirm if you can provide such service, first resolve my current stuck customs clearance issue, and help me control subsequent import costs at the same time.

Most common misconceptions in the pure imported roman shade import industry refer to lumping roman shades into ordinary textile curtains, and failing to prepare corresponding documents in accordance with supervision requirements for soft furnishing building materials. Many traders also understate the declared value of goods to pay less tariffs, taking a fluke mentality that they will not be inspected.

Such wrong operations will trigger a series of negative chain reactions: first, the customs system will issue an early warning, triggering price verification inquiries or manual inspections. In mild cases, the goods will be detained in the warehouse for verification, incurring high extra costs including port demurrage, devanning fees and warehousing fees. In severe cases, the goods will be directly detained with requirements to delete the original declaration and re-submit,which delays the delivery schedule, leads to default compensation to customers, even damages the enterprise's customs credit rating and leaves long-term hidden compliance risks. We have encountered many similar cases, where a single classification error caused the entire batch of goods to be stranded at the port for over a month, and the extra costs directly eroded half of the profit of that batch.

To address such risks, firstly,we carry out pre-classification pre-review,verifying document information and HS code before shipment,to isolate wrong declaration risks from the source. For your currently stuck goods,we have an on-site emergency handling channel at our connected ports, which can complete document correction and classification review within 3 working days, push for the fastest possible release, and reduce extra costs caused by port demurrage.

For long-term subsequent imports,we will establish an exclusive risk control file for you, conduct document verification and full-link cost calculation in advance for every batch of goods, lock all potential extra expenditures, help you stably keep the total import cost within the expected range, and fully comply with the latest 2026 cross-border trade compliance requirements,to avoid subsequent hidden risks.

Disputes over commodity classification of pure imported roman shades are the most common issue in customs declaration procedures. Some classification errors will directly lead to price verification adjustment, as the tariff rate difference between different HS codes can be as high as 6 percentage points.

For goods that have been suspended for processing, it is necessary to extract the document information of the original declaration first, recheck the composition, purpose and function of the goods, confirm the correct HS code, prepare classification explanation documents, and submit application to customs for re-classification review. As long as the documents are detailed and compliant, most re-confirmation can be completed within 5 working days to lift the suspension status.

For subsequent imports, completing pre-classification in advance can avoid price verification disputes caused by classification errors, stabilize tariff costs, and prevent unexpected tax increases. If integrated customs clearance declaration is involved, it is required to connect information of the departure port and entry port in advance, confirm the synchronization of classification information, and avoid inconsistent information in the second declaration that reduces customs clearance efficiency.

Pure imported roman shades are mostly transported in rolls, featuring large volume and low weight. During sea freight booking, it is necessary to confirm the space type in advance, to avoid being charged for a full container according to volumetric weight which raises logistics costs.

If the goods have arrived at the port and faced demurrage, it is required to apply to the shipping company in advance for extension of free demurrage and free container period. Pure imported roman shades belong to ordinary soft furnishing goods that meet extension application requirements, and can enjoy a maximum of 7 free days to reduce expenditure of container demurrage and port demurrage.

For roman shades imported from Europe, direct routes to Shanghai Port are recommended, which save 3-5 days of transportation time compared to transit routes, and reduce the risk of goods getting damp and damaged during transit. When loading rolled goods into containers, it is required to request the shipping company to complete reinforcement work in advance, to avoid displacement and collision during transportation that leads to goods deformation and impacts subsequent sales.

VAT deferral is applicable for pure imported roman shade import, which eliminates the need to pay VAT in advance during customs clearance and occupy enterprise working capital, especially suitable for home furnishing wholesalers that operate multiple batches of small-volume imports. To apply for VAT deferral, you need to meet the latest 2026 cross-border tax compliance requirements, prepare corresponding qualification documents in advance, confirm that the importer's tax registration status meets access requirements, then the application can be finished.

For goods imported from Europe, you can also make rational use of the tariff agreement between China and the EU, confirm that the certificate of origin of the goods meets requirements, enjoy agreed preferential tariff rate, and further reduce import tax costs. For traders with long-term import business, a reasonable tax structure can be built to isolate tax risks of different batches of goods, and prevent problems from one batch affecting the overall import business.

Foreign exchange receipt and payment for pure imported roman shade import must comply with current cross-border trade compliance requirements. For overseas procurement payment, CIPS RMB cross-border payment is available, which features faster arrival, lower handling fee compared with SWIFT settlement, and can avoid exchange loss caused by exchange rate fluctuation.

If you use an offshore account for payment, you need to complete compliance filing for foreign exchange receipt and payment in advance, keep corresponding procurement contracts, invoices and bills of lading, ensure consistency of the three documents, and avoid verification by regulatory authorities. For subsequent foreign exchange settlement, you can choose an appropriate time to purchase foreign exchange according to exchange rate trend, lock the exchange rate in advance, avoid cost increase caused by RMB fluctuation, and all operations meet current compliance requirements without leaving hidden risks of foreign exchange receipt and payment.

If you receive an inspection notice for your pure imported roman shades, first check the inspection reason on the notice, confirm whether it is a classification query or price verification query, and prepare corresponding explanation documents in advance. For devanning inspection, communicate with the inspection site in advance to arrange priority devanning. Roman shades are in roll form, after devanning, you need to check the authenticity of the seal to confirm that no goods are replaced.

During non-intrusive inspection, sort out placement information of goods in advance to facilitate machine inspection image recognition, and reduce secondary devanning caused by unclear images. If laboratory identification is required, prepare goods composition description and original manufacturer certificate in advance to speed up identification procedures, shorten inspection time, and avoid more extra costs. After getting the laboratory report, check the conclusion immediately, and you can apply for a second review if there is any objection.

For long-term pure imported roman shade import business, you can optimize the supply chain path according to the rhythm of domestic sales orders, adopt the inventory linkage strategy, and pre-store some goods of common specifications in the bonded warehouse at domestic port. After receiving orders, you can directly complete customs clearance and arrange delivery, shorten delivery cycle, and also share import logistics costs.

In terms of trade terms selection, for overseas procurement, choosing FOB terms allows independent control over domestic logistics and customs clearance links with more transparent costs, and avoids extra markup caused by logistics designated by overseas suppliers. You can also adjust the choice of LCL or FCL transportation according to order volume of different batches.

LCL for small batch orders can reduce logistics costs, while FCL for large batch orders is safer with lower cost. After overall optimization, the total supply chain cost can be reduced by about 10%.
