I am the procurement head of a company new to import trade. Last month, I finalized an order for importing 2,000 tons of indica rice from Thailand, and the supplier has already prepared the goods. However, I have no experience whatsoever in rice import agency services and am totally confused right now.

First, I don't know what documents need to be prepared and whether the goods will be detained due to incomplete documentation. Second, what is the customs clearance process, and is there any difference in operations between Shanghai Port and other ports?

Also, I recently heard that the customs will implement a new valuation policy in 2026—will the declared value be overestimated? In addition, regarding logistics, how do I choose a reliable agent to avoid port detention fees and loss of cargo ownership? Finally, there are issues with foreign exchange settlement and tax refunds—can I enjoy the tariff preferences under RCEP?

First,pre-document verification must be completed. Automatic Import License and Animal and Plant Quarantine Permit are core mandatory documents, which need to be applied for via the Single Window for International Trade 30 days before the goods arrive at the port. Meanwhile, you need to provide the Phytosanitary Certificate and Certificate of Origin issued by the Thai authorities,as well as basic documents including commercial invoice, packing list, and bill of lading.

For customs clearance, follow the operation specifications of Shanghai Port. First, submit an electronic declaration via the Single Window. In 2026,the customs valuation system has been upgraded to AI intelligent comparison,so you must accurately declare the transaction value, freight, and insurance fees to avoid detention due to false declaration. If inspected, prepare the quality inspection report of the goods in advance and cooperate with on-site inspection work. After passing the inspection, pay the customs duty and import VAT.

In terms of logistics, choose an agent qualified for grain import. Prioritize direct routes to shorten transit time, apply for a 14-day free storage period and 7-day free container detention period, and confirm the bill of lading endorsement rules in advance to avoid cargo ownership disputes. If port detention occurs, you can apply for an extension through the agent to reduce detention fees.

Foreign exchange settlement must be completed through compliant channels. You can use CIPS RMB cross-border payment to avoid exchange rate risks. After import, you can handle export tax refund with a full set of documents. Under the RCEP framework in 2026,the import tariff for rice has been reduced to 0%. Ensure that the documents meet the rules of origin to enjoy the preferential tax rate. Finally, establish an emergency plan. In case of document discrepancies or failed inspection, entrust the agent to re-declare after deleting the original declaration or make rectifications to ensure the smooth progress of the business.

For the customs valuation link of rice import, focus on the authenticity of the transaction value. In 2026, the customs system will automatically compare the declared price with historical declared prices of the same category of goods. If the declared price is lower than the market average, prepare materials such as purchase and sale contracts and payment vouchers to prove the authenticity of the transaction.

If facing valuation doubts, submit supplementary materials through the price consultation process to avoid cargo detention. AEO Advanced Certified Enterprises can enjoy priority customs clearance and simplified valuation policies, so you can apply for certification in advance to improve clearance efficiency.

For international logistics routes, prioritize direct routes to Shanghai Yangshan Port. The direct voyage from Laem Chabang Port in Thailand to Yangshan Port takes about 7 days, which can avoid port detention risks caused by transshipment.

Confirm the agent's authority to apply for free storage period. Normally, a 14-day free storage period can be applied for.

If the goods cannot be declared in time due to document issues after arrival, you can apply for an extended free storage period to reduce container detention fees. Choose an order bill of lading and control cargo ownership through endorsement to avoid the risk of delivery without bill of lading.

Tax planning for rice import can adopt the VAT Deferral scheme to reduce capital occupation costs. In 2026, the customs allows import enterprises to pay import VAT within 30 days after the goods are released, which can be used to ease cash flow pressure.

Meanwhile, standardize the pricing of cross-border related-party transactions to avoid being identified as having BEPS (Base Erosion and Profit Shifting) risks. Prepare contemporaneous documentation for related-party transactions to prove the rationality of pricing. If making payments to non-resident enterprises, withhold and pay withholding tax in accordance with regulations to ensure tax compliance.

Cross-border payment and receipt must strictly follow the principle of trade authenticity. Retain a full set of documents such as purchase and sale contracts, bills of lading, and customs declarations to ensure consistency between cargo flow, capital flow, and document flow. You can use the CIPS RMB cross-border payment system to complete settlement to avoid US dollar exchange rate risks.

Meanwhile, avoid using offshore accounts for large-scale payment and receipt to prevent inspection by regulatory authorities. Handle foreign exchange settlement through compliant banks to ensure the legitimacy of fund sources and avoid account suspension or remittance rejection.

The import contract must clarify the rights and obligations of both parties. Include clauses to avoid soft clauses in letters of credit to prevent non-payment.

Use an irrevocable sight letter of credit as the settlement method, and require the other party to provide a performance bond to ensure cargo ownership security. In case of force majeure events, issue supporting documents in a timely manner to avoid bearing liability for breach of contract.

Cargo ownership transfer must be completed through bill of lading endorsement. Confirm the effectiveness of the bill of lading as a document of title to avoid cargo ownership disputes.

During on-site customs inspection, organize the packaging, shipping marks, and related documents of the goods in advance and cooperate with customs officers' inspection. Confirm the integrity of the seals. If seals are found damaged, promptly feedback to the agent and take photos for evidence.

If abnormal results are found in machine inspection, arrange personnel to be present to cooperate with unboxing inspection. Prepare the quality inspection report of the goods. If the goods do not meet quality requirements, contact the foreign supplier to replace the goods or apply for return.

Rice is a moisture-sensitive and perishable commodity. Use moisture-proof packaging materials such as polypropylene woven bags with inner plastic liners to ensure compliance with phytosanitary requirements. Prepare an MSDS (Material Safety Data Sheet) document to clarify the physical and chemical properties of the goods to avoid safety issues during transportation.

If the goods require fumigation treatment, contact the official quarantine agency in advance to handle the process and ensure the fumigation certificate meets the requirements of the importing country. Choose buffer packaging materials that meet environmental standards to avoid pollution to the goods.

For export tax refund, ensure consistency between cargo flow, capital flow, document flow, and information flow. Retain a full set of documents for filing, including customs declarations, bills of lading, purchase and sale contracts, and foreign exchange receipt vouchers.

In 2026, the tax authorities will strengthen the inspection of export tax refunds. If receiving a tax inquiry, provide relevant materials in a timely manner to prove the authenticity of the business. Complete the tax refund declaration within 90 days after the goods are declared for export to avoid being unable to handle the refund due to overdue.

For supply chain planning, adopt the CIF trade term, where the agent is responsible for arranging transportation and insurance to reduce your own logistics risks. Establish an inventory linkage strategy and adjust the import rhythm according to domestic market demand to avoid inventory backlog.

Use exchange rate hedging tools to hedge exchange rate risks and lock in import costs. Meanwhile, optimize the supply chain structure and choose stable suppliers and agents to ensure the continuity of import business.
