We are a trading company operating imported snack food, and we plan to expand a new product line of dried laver imported from Japan and South Korea this year. Previously, we only engaged in domestic dry goods wholesale and have never handled the formal customs clearance procedures for imported food.

I inquired around for relevant information some time ago, some people said dried laver is classified as aquatic plant product with very strict access requirements and quarantine standards, so it is very likely to be detained by customs due to unqualified documents. Others said that working with import agencies may bring problems including opaque pricing and responsibility evasion when issues occur.

We do not have sufficient capital at present, and we are afraid that operational errors will lead to port detention or even goods return, which will cause capital losses and delay the new product launch cycle. We want to know the actual performance of professional import agencies for dried laver, and what practical problems they can help us solve.

There are three common types of misunderstandings in the current dried laver import industry: The first type is regarding dried laver as ordinary dry food, arbitrarily applying the document requirements for general pre-packaged food import, lacking access qualification review of exporting countries and manufacturer filing verification. The second type is blindly pursuing low prices, selecting small intermediaries with quotations far below the market price that do not have independent operation teams and transfer all business to third parties. The third type is ignoring entry inspection and quarantine requirements and Chinese label pre-review procedures, directly pasting labels before shipment.

These misunderstandings will trigger a series of negative consequences: Lack of access review will directly lead to customs detention and goods return requirements, which will not only result in total loss of freight and payment for goods, but also loss of previously confirmed offline channel orders. Business transfer will cause unclear rights and responsibilities, multiple parties evading obligations after problems occur,no party taking charge of follow-up solutions, and the goods will eventually be auctioned by customs after exceeding the storage time limit. Unqualified labels will require full unstuffing and re-labeling of all containers, generating thousands or even tens of thousands of yuan of unstuffing, labeling and port detention fees, delaying new product launch for at least 15 days and missing the peak sales season.

The core measure for physical risk isolation is pre-access qualification verification, which confirms whether the exporting country is included in the list of countries allowed to export dried laver to China before signing the overseas procurement contract, and completes document pre-review in advance to confirm that core documents such as manufacturer registration qualification and plant quarantine certificate meet the latest 2026 customs requirements.

The exclusive risk control tip is to select a service provider that holds independent customs declaration qualification and has its own operation team, sign a service agreement with clear rights and responsibilities, explicitly stipulate the response time limit for abnormal problems and compensation clauses for customs detention, and reserve a buffer period of 3 to 5 days in advance to cope with unexpected situations,so as to avoid passively accepting unreasonable extra costs due to tight delivery schedules, which can reduce overall risks by more than 90%.

Customs valuation for dried laver import sets clear dutiable value intervals for dried laver of different grades. Dried laver declared with deliberately understated value will directly trigger customs valuation query, and the importer is required to provide complete documents including procurement contract, foreign exchange settlement voucher and original manufacturer invoice to prove the authenticity of the transaction price. If required supporting documents cannot be provided, customs will determine a higher dutiable value for the goods, which not only leads to extra supplementary payment of tariff and value-added tax, but also leaves a suspicious record in the customs clearance system, affecting the customs clearance efficiency of all subsequent import businesses of the enterprise.

To handle valuation disputes for dried laver import, a complete price supporting chain including international market quotations of different grade products and transaction price references of the same industry in the same period shall be sorted out. For dried laver declared under the nationwide integrated customs clearance system, price pre-ruling can be completed in advance to avoid price dispute delays in the customs clearance stage from the source.

Dried laver is a hygroscopic dry product, which is prone to moisture regain and mildew during long-distance sea transportation. The import logistics scheme shall be formulated combining the location of the port of shipment, the stability of sailing schedule and the storage requirements of the destination warehouse.

For dried laver imported from Japan and South Korea, direct shipping vessels are preferred. Although transit routes have relatively low prices, problems such as container water inflow and seal damage are likely to occur during container transfer. Once dried laver gets damp, it will be directly judged unqualified by inspection and quarantine authorities and returned.

After dried laver arrives at the port, an application for extending the free storage period for 3 to 4 days can be submitted to avoid high port detention fees caused by abnormal customs clearance. For full-container dried laver import, appointment for container pick-up can be applied to coordinate unstuffing and warehousing in advance, shorten the operation time after port arrival and reduce cargo damage risks in the logistics link.

Preferential trade tariff rates are applicable to dried laver import. Enterprises shall confirm in advance whether the exporting country has signed a free trade agreement with China, and prepare qualified certificate of origin to enjoy lower tariff rates than the most-favored-nation tariff, so as to reduce the overall import cost.

For general trade import settled by cross-border RMB, enterprises can apply for VAT deferral according to the entry batch, so as to ease cash flow pressure and avoid occupying a large amount of capital for value-added tax payment in advance. For enterprises importing dried laver in multiple small batches, the tariff classification process can be optimized to confirm the accuracy of the HS code, so as to avoid overpaying taxes or violating classification regulations due to wrong classification. Regular sorting of classification information can ensure stable tax costs.

Cross-border RMB payment via CIPS or US dollar settlement via SWIFT can be adopted for payment and receipt of foreign exchange for dried laver import. Compliance settlement documents shall be sorted out in advance according to the settlement method stipulated in the procurement contract, to ensure the consistency of amount and product name information on settlement documents, customs declaration form and procurement contract.

If payment is made through an offshore account, transaction background materials shall be reserved in advance to avoid being judged as abnormal transaction by banks and being blocked in foreign exchange settlement. For dried laver imported under advance payment mode, foreign exchange payment registration shall be completed in advance, and all transaction vouchers shall be kept in accordance with foreign exchange administration requirements, to ensure full compliance of the whole payment and receipt process and avoid unsettled foreign exchange settlement suspense accounts.

The dried laver import procurement contract shall clearly stipulate the issuance time and standards of the certificate of origin and plant quarantine certificate, and clarify the division of responsibilities for customs detention and goods return caused by unqualified exporting country qualification and inconsistent documents, so as to avoid responsibility evasion of overseas suppliers when problems occur.

For settlement under letter of credit, soft clauses shall be reviewed to avoid setting documents that the importer cannot obtain as payment conditions. For full-container cargo right transfer, the process and time nodes of bill of lading endorsement shall be clarified, and guarantee clauses after shipment shall be stipulated to ensure clear and traceable cargo rights and avoid the risk of losing both payment and goods.

On-site inspection for dried laver import mainly verifies whether the product name, grade and place of origin are consistent with the declaration, and samples are taken to test microorganism and heavy metal residue indicators. Seal verification is the first step of inspection, which confirms that the seal number is consistent with the information on the bill of lading, and there is no trace of damage or replacement of the seal.

If abnormal signals are prompted by machine inspection, the importer shall cooperate with customs to conduct unstuffing inspection, and sort out paper copies of all documents near the container in advance for the convenience of inspection officers. During the sample testing process, the importer can follow up the test progress and supplement the explanatory documents required by customs in time. If there is objection to the laboratory test report, application for re-inspection can be submitted within the specified time limit to avoid being directly judged unqualified and returned.

Dried laver is a dry product with high moisture-proof requirements, the import transportation packaging shall adopt the combination of vacuum inner package and waterproof outer carton. A sufficient number of desiccants shall be placed inside the container to prevent dried laver from getting damp caused by condensed water vapor in the container during long-distance sea transportation.

For full-container transportation, pre-inspection of containers shall be conducted to check for water leakage, damage and peculiar smell, and require the shipping company to replace containers that do not meet the requirements. Shipping marks on the package shall clearly indicate product name, weight, place of origin and production date, to meet the inspection requirements of import inspection and quarantine, and avoid extra operation fees caused by unclear marks that require re-arrangement of goods.

The dried laver import industry has obvious peak and off seasons. The import batches can be arranged combining the domestic sales cycle, and the small-batch multi-batch import mode can be adopted to reduce inventory occupation cost. Book shipping space and customs clearance buffer time in advance before the peak sales season to avoid delivery delay caused by space shortage.

The selection of trade terms can be adjusted according to the enterprise's own cargo right control demand. Under FOB terms, the importer can independently select domestic logistics and customs declaration service providers to better control operation costs and compliance risks. Under CIF terms, the preliminary operation process can be simplified, which is suitable for first-time importers. Adjusting import plans combining historical sales data can optimize the overall supply chain cost, stabilize the supply cycle and match the domestic end-user sales demand.
