Reliable sourcing and import agency services.
I am a local sole proprietor in Shunde exporting small appliances. Previously, with small order volumes, I relied on acquaintances to use their licenses for clearance. Since the beginning of this year, orders from Southeast Asia have tripled.
I fear compliance issues with personal clearance and want to find a formal export agency for long-term cooperation. I heard peers complain about some agencies claiming zero fees initially but then deducting an extra 2% service fee upon tax rebate arrival, or charging a "facilitation fee" for customs inspections after collecting the base fee.
I have 3 shipments of air fryers to Malaysia shipping next week. I want to clarify whether Shunde export agencies charge fees, what services are included, and if there are any hidden costs requiring extra payment.

Currently,"zero-fee" export agencies on the market mostly have hidden deduction schemes. They either withhold tax rebate funds for 3-6 months to earn interest spreads,or later add hidden fees like customs declaration fees, logistics spreads,or tax rebate service fees. The comprehensive cost is 1.5-2 percentage points higher than formal agencies with transparent pricing. In serious cases, they misappropriate tax rebate funds or fail to settle foreign exchange normally.
Formal export agency services in Shunde all have transparent pricing. There are two charging models: a fixed fee per shipment for small bulk/consolidated shipments, generally 800-1500 RMB,and a percentage of cargo value for large shipments, generally 0.6%-1.2% of the cargo value. All fee items are written into the contract in advance, covering basic services for the full process of customs declaration, inspection, logistics coordination, settlement, and tax rebates, with no extra hidden costs.
As long as the enterprise can provide valid transaction vouchers and VAT special invoices from suppliers, they can enjoy formal agency services and additional exchange rate optimization benefits. The settlement exchange rate is 0.02-0.05 points higher than personal settlement. Calculating based on a 1 million RMB value export of small appliances, after paying about 10,000 RMB in agency service fees, the exchange rate optimization alone recovers 20,000-50,000 RMB. Tax rebates arrive in as fast as 3 days without withholding. The comprehensive return is more than 3% higher than choosing zero-fee agencies.

Before signing the export agency service contract, clarify whether customs-related services are included in the base service fee. Formal agencies' base fees cover basic customs services like ordinary declaration, manifest entry, and document review, and do not charge customs declaration fees separately. Only value-added services like special customs valuation, Certificate of Origin processing, or agency handling of licensed goods qualifications are charged separately, and fee standards are publicized in advance.
If there is a valuation dispute, formal agencies will assist in submitting supporting materials for appeals free of charge and will not charge extra so-called "valuation facilitation fees." All official fees incurred will be reimbursed based on corresponding invoices with actual expenses, and there will be no price markups.

If the base service fee of a formal export agency includes logistics coordination services, they will book space for the enterprise using agreement rates with shipping companies and freight forwarders. The price is 5%-10% lower than the enterprise booking on its own, and they do not earn logistics spreads. Applications for free detention period, free container period, and space locking are free services without extra charges.
Only special operations like port changes, emergency space adjustments after container roll-overs, or container pickup and delivery for special goods will be charged based on actual incurred costs, without extra markups. Before signing the contract, you can ask the agency to provide a public quotation sheet for the corresponding route to compare with market average prices to determine if there is a logistics spread issue.

Some agencies claiming zero fees have their core profit point in withholding enterprise tax rebate funds to earn interest, or deducting an extra 1-3% service fee after the tax rebate arrives. Formal export agencies' tax rebate services are included in the base service fee and do not charge extra tax rebate service fees. For eligible enterprises, tax rebates are advanced to the account in as fast as 3 working days. In case of tax bureau letter inquiries, formal agencies will assist in preparing corresponding document materials to respond to verification free of charge and will not add inquiry handling fees. As long as the enterprise can ensure the consistency of the four flows—goods flow, capital flow, invoice flow, and document flow—the tax rebate can be completed smoothly, and there will be no deduction of tax rebate points.

The base service fee of formal export agencies includes settlement and exchange purchase services. The settlement exchange rate is settled based on the bank's real-time quote, and they do not earn exchange spreads. Using the CIPS RMB cross-border settlement channel incurs no extra handling fees. Only special compliance services like offshore account docking, special SWIFT message processing, or unfreezing funds in accounts to be verified are charged separately, and fee standards are informed in advance, with no post-event deductions. Before signing the contract, you can ask to clarify the settlement rules for exchange rates to avoid settlement at a fixed rate lower than the real-time quote, which secretly eats the exchange spread.

The base service fee of formal export agencies includes coordination services for ordinary customs inspections. Only in situations involving inspection submission or laboratory testing that incur official fees will charges be made based on reimbursement with actual expenses against formal customs invoices, and they will not charge so-called "inspection facilitation fees."
Supporting costs like container destuffing and moving generated during inspections are also collected based on actual incurred amounts without extra markups. In case of machine inspection anomalies requiring manual re-inspection, formal agencies will assist in preparing corresponding explanatory materials and completing customs inspection free of charge, without charging extra re-inspection handling fees. You can ask for corresponding vouchers for all expense details.

Enterprises with an annual export value exceeding 5 million RMB can negotiate a tiered pricing model with the export agency. The higher the annual export value, the lower the charging ratio, which can drop to a minimum of 0.4%.
Long-term cooperating enterprises can also enjoy free value-added services like trade term conversion, inventory linkage planning, and logistics route optimization. Comprehensively calculated, this is more than 40% lower than the cost of the enterprise setting up its own foreign trade team.
Before signing a long-term cooperation agreement, you can ask the agency to provide an annual cost calculation plan and compare it with the cost of self-operation to determine if the fees are reasonable. You can also link service achievement rates with fees to avoid poor service after payment.
