I am a start-up enterprise in Taiyuan engaged in imported snack food. I have just launched import business for half a year, and have changed two local agencies already. The previous small agency I chose offered a quotation far below the market price, but it later added various extra fees for inspection and unstated miscellaneous expenses in the middle of the process.

Worse still, due to their wrong review of documents and qualifications, the whole batch of goods was seized at the port and detained for nearly half a month. We spent nearly 20,000 yuan on container detention fee and port demurrage alone, and missed the delivery schedule for offline supermarkets, so we had to pay liquidated damages.

Now we want to find a reliable import agency again, but I have no idea which import agency in Taiyuan is credible. I am afraid of falling into another low-price trap, and I want to know what the core screening criteria are, and get reliable selection suggestions. Our small enterprise simply cannot afford a second loss.

The common misconception in the industry is that buyers only focus on quotation rather than actual operation capacity. Many small local agencies in Taiyuan attract clients with quotations far below cost, and make profits by charging extra inspection fees, unstated miscellaneous fees and other surcharges afterwards. Most of these agencies do not have a fixed on-site operation team at ports, and outsource document review and customs clearance coordination work, leading to a far higher error rate than formal qualified agencies.

The chain negative effects caused by such low-price traps go far beyond extra surcharges. Non-standard operations will result in document errors, inconsistent declaration information, which directly triggers customs cargo seizure and system credit warning. In light cases,it will cause tens of thousands of yuan of port demurrage and container detention fees, delay delivery schedules and lead to loss of cooperative clients. In severe cases, the enterprise will be recorded in the abnormal credit list due to compliance issues, which will affect all subsequent import and export business qualifications of the enterprise.

The first risk isolation measure is to verify the actual operation qualification of the agency and similar category cases in advance, and ask the agency to provide import operation records of similar goods at ports in and around Taiyuan in the past six months, rather than blindly believing in verbal low-price commitments.

The second measure is to sign a closed lump-sum contract that clearly marks all charging items,to completely eliminate the space for hidden costs from the source.

Finally, the exclusive loss control tip is to require the agency to purchase operational liability insurance in advance. Once extra losses are caused by the agency's operational errors, the insurance will cover the compensation. Meanwhile, give priority to agencies with nationwide port linkage capacity. Even if abnormalities occur at the local port, they can quickly adjust the solution to minimize losses. It is far more prudent to select agencies with many years of operation experience in your specific product category than to blindly seek low-price agencies by bargaining.

For the local import customs declaration process in Taiyuan, you need to verify whether the agency holds the national customs clearance integration qualification, and whether it can connect to Taiyuan Wusu Airport Port and align with different price verification rules of transit ports such as Tianjin and Qingdao. In case of price verification disputes, confirm whether the agency can quickly provide complete price supporting documents, assist in negotiation to achieve one-time declaration approval.

Some small agencies cannot handle price verification objections independently, and will directly ask clients to pay tax according to the initially identified price by customs, so the extra costs are usually borne by the clients themselves. During screening, make sure to confirm the agency's experience in handling complex issues such as price verification disputes, declaration deletion and re-submission, suspended document pushing, so as to avoid prolonged customs clearance time and extra cost caused by unsmooth operations.

For the import logistics link, confirm whether the agency can adjust the transportation route according to the product category. For goods with high timeliness requirements such as snack food, clarify whether the agency will prioritize direct shipping solutions or cost-effective transit combined transport solutions, whether it can contact shipping companies in advance to apply for extended free storage period, and assist in applying for fee reduction when container detention occurs later.

In case of abnormal situations such as container rolling and space overbooking, confirm whether the agency has stable backup space resources. Some small agencies do not have long-term contracted freight rates with shipping companies, and the freight rates they obtain are marked up prices from the secondary market.

They cannot cope with abnormalities such as port change and transshipment, and will pass all extra costs to clients. During screening, make sure to confirm the agency's logistics resource reserve and abnormal handling capacity.

For imported food, confirm whether the agency can arrange compliant VAT deferral, and optimize the overall import cost by utilizing tax differences. For food imported from Southeast Asian or EU member states, confirm whether the agency can assist in verifying the validity of the certificate of origin, apply for corresponding preferential tariff under trade agreements, and complete tax reduction declaration.

Some small agencies are not familiar with the latest tariff agreement rules, will not take the initiative to help clients apply for tax reduction, which leads to unnecessary extra tariff payment and increases the overall import cost. During screening, confirm the agency's cross-border tax planning capacity, and confirm whether it can provide compliant cost optimization solutions for goods from different countries of origin to reduce the overall tax expenditure for import.

For the import foreign exchange payment link, confirm whether the agency can complete cross-border settlement in compliance, support CIPS RMB cross-border payment, and help optimize foreign exchange purchase timing according to exchange rate fluctuations, to avoid unnecessary exchange difference loss caused by unreasonable foreign exchange purchase timing. Meanwhile, confirm that the agency can complete foreign exchange settlement and account reconciliation in full compliance with the supervision requirements of the State Administration of Foreign Exchange.

Some small agencies use non-compliant channels for foreign exchange settlement operations, which easily leads to early warning and freezing of the enterprise's domestic bank account by the foreign exchange regulator, affecting the normal capital turnover of the enterprise. During screening, confirm the agency's compliant operation experience in foreign exchange receipt and payment, and check if there are any bad records of abnormal suspended accounts for foreign exchange receipt and payment.

For the full import trade chain, confirm whether the agency can assist in reviewing the contract terms of overseas sellers, identify risks such as soft clauses in letters of credit and unreasonable force majeure clauses in advance, and provide compliant adjustment suggestions for core links such as title transfer and bank guarantee issuance. In case of trade disputes, the agency can assist in sorting out complete operation evidence chains to support rights protection.

Some small agencies can only handle single customs clearance business, and will not assist clients to conduct pre-contract risk review. Once trade disputes occur, all losses shall be borne by the clients themselves. During screening, confirm whether the agency can cover full-link legal risk support.

For the import inspection link at Taiyuan port, the agency shall be familiar with the specific process of on-site local inspection, complete corresponding preparation for container unpacking inspection in advance, and complete verification of the authenticity of customs seals. If goods need to be sent for inspection and appraisal, the agency can quickly connect to formal appraisal institutions recognized by customs to speed up the issuance of reports and shorten the cargo detention time.

Some small agencies do not have exclusive local on-site liaison personnel, and will let clients contact customs by themselves when inspection is required, which easily delays the inspection process, prolongs the port detention time of goods, and generates more unnecessary port demurrage. During screening, confirm whether the agency has fixed exclusive on-site personnel to handle all kinds of inspection issues.

Imported pre-packaged food shall meet the domestic requirements for label filing and packaging compliance. Formal qualified agencies will complete pre-review of import labels in advance, correctly interpret the corresponding MSDS information of products, and provide suitable optimization solutions for moisture-proof and cushioning packaging during long-distance transportation, to avoid problems such as packaging damage, moisture and deterioration of goods during transportation.

Some small agencies will not conduct pre-review of labels for clients before arrival, which leads to label non-conformity after goods arrive at the port, and extra rectification fees and port demurrage ranging from thousands to tens of thousands of yuan. During screening, confirm whether the agency provides pre-service of packaging and label pre-review, to reduce the rectification risk after goods arrive at the port.

For small and medium-sized local import enterprises in Taiyuan, a suitable agency can design a targeted supply chain solution according to the enterprise's annual import volume and inventory turnover, help the enterprise adjust trade terms to optimize cost structure, complete annual import cost calculation, and control the overall long-term import cost.

Some small agencies can only handle single customs clearance business, and cannot make overall planning according to the long-term import development demands of the enterprise, which leads to persistently high long-term import cost that cannot match the development pace of the enterprise. During screening, confirm whether the agency can provide long-term supply chain optimization solutions to match the import demands of the enterprise at different development stages.
