I work with high-end industrial testing equipment. Next month, I need to bring 8 precision instruments to Europe for an industry roadshow, and they will later be exhibited in 3 different countries before being shipped back to China in their original condition.

The small agency I used before was unprofessional. Last year, a batch of temporary exhibition equipment was held at Shanghai Port for 3 days, nearly causing us to miss the exhibition opening. It also took half a year to get the full deposit refunded.

Now I urgently need to find a reliable temporary import-export agency. I'm not sure what pitfalls to avoid when selecting one, or how to determine which agency can truly manage the entire process, not those small workshops that take payment and then shirk responsibility when problems arise.

Many people only compare quotes when screening temporary import-export agencies. Many small firms intentionally quote service fees far below market rates. To cut costs during subsequent operations, they skip the pre-verification of documents step, even omitting core materials like proof of subsequent multi-country transit and re-export declarations for the goods. Once such omissions occur, the goods are highly likely to be detained at the port, incurring thousands in daily container demurrage charges and leaving a negative customs compliance record. Future declarations for similar equipment will face automatically increased inspection rates by the system, and the deposit refund will be delayed by 3 to 6 months due to document discrepancies, directly tying up significant operating cash flow.

When screening agencies, first request they provide customs clearance records for at least 30 similar roadshow-type temporary import-export shipments in the past 12 months. Confirm they have on-site liaison personnel stationed at all major ports nationwide who can respond immediately to unexpected inspection requests. Before signing the contract, clearly stipulate the maximum timeframe for deposit refund and the compensation terms for customs detention delays. Also, require them to provide a detailed node-by-node timeline for the entire process in advance, covering pre-document review, port declaration, outbound tracking,re-importation,and deposit case closure. Simultaneously retain contact information for the liaison person for each stage to avoid situations where no one can be reached when problems occur. The ultimate goal is to achieve full-process compliance implementation, completing the entire temporary import-export operation with zero additional costs.

Before declaring temporary import-export goods, verify the regulatory requirements corresponding to the HS code of the goods to confirm if they belong to a category requiring special permits. For roadshow-type temporary import-export goods, clearly indicate the itinerary for all subsequent exhibition countries on the declaration, attaching all exhibition notifications issued by the organizer to avoid customs refusing release due to unclear cargo flow.

The declared value of the goods must exactly match the value upon re-importation; no discrepancy is allowed. Otherwise, the goods may be classified as general trade goods subject to duty payment, directly affecting the subsequent deposit closure process.

For temporary import-export exhibition goods, prioritize an end-to-end sea freight intermodal transport solution. Apply for a maximum 45-day free detention period at all transshipment ports in advance.

The description of goods on the bill of lading must exactly correspond to the customs declaration form; avoid vague generic terms like "equipment" or "exhibits." Do not arbitrarily unpack or change seals during the entire transport process.

Record and retain the seal numbers from all transshipment points and submit them to customs for verification upon re-importation. This can significantly reduce the probability of container unpacking inspections and avoid unnecessary delays.

For temporary import-export deposits, you can apply to use a bank guarantee instead of cash payment, significantly reducing cash flow strain. Some eligible AEO (Authorized Economic Operator) advanced certification enterprises may even enjoy a full waiver of the temporary import-export deposit.

Submit the relevant qualification proof documents to the local customs in advance during declaration. Once verified, the deposit can be waived. After the goods are re-imported, complete the case closure within the stipulated 6-month timeframe to avoid being classified as goods retained overseas, which would incur additional tax costs.

For foreign exchange payments related to temporary import-export, if they involve overseas transport or exhibition venue fees, retain all transaction background documents in advance. All payment and receipt records must match the corresponding contracts, invoices, and customs declaration information.

Using the CIPS (Cross-Border Interbank Payment System) RMB cross-border payment channel can avoid message verification anomalies, reduce the risk of payment/receipt delays, and prevent outstanding account issues during subsequent settlement and reconciliation.

If encountered with an on-site customs inspection, immediately submit all exhibition-related proof documents. Proactively inform customs that the goods will be entirely re-imported in their original condition with no arrangements for overseas sales.

For precision testing equipment, prepare and submit the equipment's operational demonstration videos and photos of the original manufacturer's nameplate to customs in advance. This can significantly shorten the inspection time. Ordinary machine-scan inspections can be cleared within an hour, eliminating the need for container unpacking inspections.

When signing the service agreement with the agency, clearly stipulate that if goods are detained or deposit refunds are delayed due to the agency's operational errors, all associated additional costs such as port demurrage, container demurrage, and late payment penalties shall be borne by the agency.

Require them to provide a corresponding performance guarantee bond. For all exhibition materials involving intellectual property, complete the customs recordal for IP protection in advance to avoid intellectual property disputes during the overseas exhibition process.
