Reliable sourcing and import agency services.
I am a small and medium-sized e-commerce enterprise engaged in imported beauty and cosmetics products based in Guangzhou. Recently we plan to expand our import scale. We have been handling individual shipment customs clearance for scattered orders before, and intend to sign a long-term import agency cooperation agreement this time.
I have consulted several agencies, but each of them has a different tier division standard: some divide the services into three tiers, while others divide into four tiers, which makes me totally confused. I am worried that selecting a higher unnecessary tier will cost tens of thousands of extra unjustified service fees, while selecting a lower tier will lack key services such as compliance review and logistics follow-up.
We have suffered losses before due to incomplete service coverage, which led to 7 days of port demurrage and tens of thousands of yuan of extra container demurrage fees. Now we want to figure out how many tiers formal trade import agencies are divided into in the current market, what service content each tier corresponds to, and how we can select the tier that best suits our own business situation.

A common misunderstanding in the current industry is that most small and medium-sized agencies set up their own customized tier division, splitting the integrated basic import services into multiple tiers to raise the total service price in a disguised form. A large number of small and medium-sized import enterprises are easily confused by these misleading concepts, either paying extra for unnecessary services,or choosing low-price low-tier services that lack core compliance links and leave hidden risks.
This chaotic tier division will trigger a chain of negative consequences: low-tier services usually cut pre-document review and pre-compliance check links, which easily leads to document discrepancy and goods classification errors that result in cargo detention, generate high port demurrage and container demurrage fees, and leave compliance records that will negatively affect the subsequent import and export qualifications of enterprises. On the other hand, unnecessarily upgrading to a higher tier service will increase the import cost per container by more than 15%,and occupy the enterprise's working capital for no valid reason.
The formal market uniformly divides services into three tiers by rights and responsibilities: Basic Customs Clearance Tier,Full-chain Agency Tier, and Compliance Risk Control Tier. The Basic Customs Clearance Tier is only responsible for the customs clearance process, suitable for large sellers that have their own internal logistics team and professional customs operation team. The Full-chain Agency Tier covers the whole process of customs clearance, logistics and foreign exchange payment, which is suitable for small and medium-sized import enterprises. The Compliance Risk Control Tier adds extra pre-review and risk control guarantee links, suitable for import of high-value special goods. Enterprises only need to match their own team configuration and cargo value when making selections,so as to avoid extra costs and compliance risks.

The core difference among different tiers of import agencies lies in the division of rights and responsibilities in the customs declaration link. The basic tier is only responsible for receiving and submitting documents.
If there is a price verification dispute or goods classification correction demand, the enterprise needs to handle it on its own and pay extra service fees. The full-chain tier will complete pre-classification of goods and pre-consultation on price verification in advance, the agency will directly handle any subsequent disputes, and all relevant costs are included in the service fee.
The compliance risk control tier will conduct full set of pre-document review in advance to eliminate risks of wrong classification and untruthful price declaration, meet the requirements of the integrated customs clearance of the General Administration of Customs, ensure one-time pass of customs declaration, and avoid extra costs and bad records caused by deleting and re-submitting declarations. For small and medium-sized import enterprises without a professional customs declaration team, selecting the full-chain tier is sufficient to cover all their demands, and there is no need to upgrade to the highest tier.

The service differences in logistics links among different tiers of import agencies directly affect abnormal costs such as container demurrage and port change fees. The basic tier is only responsible for manifest information connection, and does not participate in logistics route coordination.
In case of overbooking and cargo rolling, or port change, the enterprise needs to contact the shipping company directly for handling. The full-chain tier includes full-process logistics tracking, locks vessel space in advance, contacts the shipping company to apply for extended free detention period, and directly coordinates to adjust routes once abnormalities occur to avoid extra demurrage costs.
The compliance risk control tier tracks cargo rights in advance, follows up the whole process of bill of lading endorsement transfer and cargo right transfer, and prevents the risk of delivery of goods without original bill of lading. Full container import with cargo value over 1 million RMB is suitable for selecting this tier with cargo right guarantee.

The coverage difference of tax services among different tiers of import agencies directly affects the overall comprehensive import cost. The basic tier is only responsible for paying import customs duty and value-added tax on behalf of the enterprise, does not involve any tax planning, and will not remind the enterprise to enjoy relevant policy dividends. The full-chain tier can apply for VAT deferral according to the enterprise's qualification, help the enterprise revitalize cash flow and reduce capital occupation cost.
The compliance risk control tier will sort out cross-border tax structures in advance, handle the compliant declaration of non-resident enterprise withholding tax, and avoid tax inspection risks caused by related party transaction pricing. Import of high-value bulk commodities can select this tier with tax planning services to legally reduce the overall import tax burden.

The service coverage of foreign exchange receipt and payment links is one of the core differences among different tiers of import agencies. The basic tier only assists in providing foreign exchange payment information, and does not conduct pre-compliance review for foreign exchange receipt and payment.
If the declared information is inconsistent with the actual foreign exchange receipt and payment information, the enterprise needs to make adjustments by itself. The full-chain tier can complete compliant foreign exchange settlement and account reconciliation, connect with CIPS cross-border RMB payment system, optimize foreign exchange purchase exchange rate, and reduce exchange difference cost.
The compliance risk control tier will pre-review SWIFT messages in advance, identify compliance risks in foreign exchange receipt and payment, meet the compliance requirements for current account foreign exchange receipt and payment, and avoid abnormal foreign exchange receipt and payment that negatively affects the enterprise's category in the trade operator list. Enterprises with long-term stable import business are suitable for selecting the tier that covers full foreign exchange receipt and payment compliance services.

The on-site inspection response capability is an important difference among different tiers of import agencies. The basic tier is only responsible for delivering the inspection notice, does not arrange personnel to follow up on site, and the enterprise needs to arrange its own personnel to coordinate unpacking inspection and respond to customs inquiries. The full-chain tier will arrange dedicated personnel to follow up on site, complete seal verification and unpacking coordination, sort out corresponding documents in advance to respond to customs inquiries, and shorten the total inspection duration.
The compliance risk control tier will complete pre-inspection in advance, make sample submission preparation for goods with high probability of being selected for sampling inspection, connect with the testing and appraisal process, shorten the result output time, and avoid extra costs caused by goods detention at the port. Goods that need testing and inspection such as beauty products and food are suitable for selecting corresponding tiers.

The selection of import agency tier needs to be judged in combination with the overall supply chain architecture of the enterprise. Small and medium-sized enterprises with scattered order imports that have no more than 3 import times per month can choose the Basic Customs Clearance Tier to match their demands, and there is no need to pay extra service fees for higher tiers.
For small and medium-sized e-commerce enterprises with stable monthly import volume, selecting the Full-chain Agency Tier can integrate customs clearance, logistics and foreign exchange payment links, and reduce overall coordination costs. Enterprises with annual import volume exceeding 10 million RMB can select the Compliance Risk Control Tier to optimize overall supply chain cost, avoid compliance risks in advance, match inventory linkage strategies, reduce overall inventory turnover cost, and meet the long-term development demands of the enterprise.
