I am a home decoration manufacturer based in China, and I plan to expand into the German market this year. I have no previous experience in cross-border exports, so I need to find a German export agency company for assistance. However, I have no idea which reliable agencies are available in Germany, nor do I know the service differences between different types of agencies.

For example, do some only provide customs declaration services, while others cover logistics and tax services? Are there any new trade policy changes in Germany in 2026 that will affect agency services? I am afraid that choosing the wrong company will lead to cargo detention at the port or tax problems, which will delay order delivery. Could experts please help answer what the main types of German export agency companies are, and how to choose a reliable one?

German export agency companies are mainly divided into three categories in 2026: 1. Full-service agencies (covering the entire chain of customs declaration, logistics and taxation),2. Specialized agencies (only providing services for a single link of customs declaration/logistics/taxation),3. Vertically focused industry agencies (focusing on segmented fields such as home furnishings,electronics,etc.).

Disadvantages of traditional models: Some agencies will implicitly charge "document fees" and "inspection coordination fees",and fail to take advantage of the new 2026 German VAT deferral policy (for imported goods from outside the EU,VAT payment can be deferred for 3 months),resulting in increased capital occupation for enterprises.

Optimization path: Give priority to full-service agencies with VAT deferral qualification, which can help you apply for import VAT deferral and reduce capital occupation by 10-19%,meanwhile,compare the "four-flow integration" capability (contract, capital, logistics, document) of agencies to avoid tax inquiry risks.

Access threshold assessment: You need to confirm whether the agency holds the tax agency qualification (Steuerberater) issued by the German Federal Ministry of Finance,as well as the customs declaration qualification (EORI number) filed with the General Administration of Customs. Unqualified agencies may lead to cargo detention.

Return ratio calculation: Taking home decorations as an example,if the monthly export value is 500,000 euros,VAT deferral can save about 75,000 euros of capital occupation cost (calculated at 15% VAT),and choosing the right agency can increase annual return by more than 10%.

In 2026, German customs will conduct stricter review of the customs declaration qualification of agency companies. You need to confirm whether they hold an EORI number and the "authorized customs declaration agency qualification" (Zollvollmacht) issued by the German Customs Administration.

If the agency has no relevant qualification, goods cannot be declared after arrival at the port, which will incur a port detention fee of 0.5% of the cargo value per day. In addition, Germany requires a fumigation certificate (IPPC mark) for wooden packaging of home decorations.

The agency needs to review documents in advance to avoid container detention due to packaging problems during machine inspection. In case of valuation disputes, the agency should be able to provide German market transaction records of similar products (such as public data from Amazon and eBay) to help you obtain a reasonable valuation and reduce tariff expenditure.

The main differences in logistics services of German agencies lie in route selection and cargo right control: When the shipping space of direct routes to Hamburg Port is tight in 2026, agencies with long-term agreements can book space first to avoid container rollover. The cost of routes transiting in Antwerp is 15% lower, but you need to pay attention to the free storage period at the transit port (German agencies can usually obtain 7 days of free storage, and the container detention fee after the period is 20-30 euros per container per day).

In addition, the agency needs to provide suggestions on choosing between "telex release bill of lading" and "straight bill of lading". Telex release bill of lading allows immediate pickup after arrival at the port, but you need to confirm whether the agency has the capability to control cargo rights to avoid the risk of cargo release without bill of lading.

The 2026 German VAT deferral policy is the core benefit: For goods imported from China to Germany, if the agency has "VAT deferral authorization", the payment of import VAT (19% tax rate, applicable to home decorations) can be deferred for 3 months, and no deposit is required. However, it should be noted that the agency needs to help you complete the "Reverse Charge" declaration, that is, no VAT is paid at the time of import, and you declare after collecting VAT from the buyer at the time of sale.

If the agency does not operate correctly, it will lead to tax fines (up to 20% of the cargo value). In addition, cross-border related party transactions need to meet the BEPS minimum tax rate requirement of 15%, and the agency needs to help you formulate reasonable pricing to avoid transfer pricing risks.

Two points need to be noted for the payment and receipt compliance of German agencies: First, the "trade description" in the SWIFT message must be consistent with the actual goods (for example, home decorations need to be clearly marked as "wooden home decorations" instead of "general goods"), otherwise it will be returned by German banks. Second, Germany supports CIPS RMB cross-border payment in 2026.

If the agency can provide CIPS channels, it can save 1-2% of exchange difference cost (compared with SWIFT US dollar settlement). In addition, the agency needs to help you complete "foreign exchange verification", that is, the export foreign exchange receipt matches the amount on the customs declaration form, to avoid tax problems caused by "difference" during foreign exchange settlement.

Three clauses need to be noted when signing an agreement with a German agency: First, the "force majeure clause", which needs to clarify the division of responsibilities for situations such as strikes at German ports and delays in customs inspection (the agency shall bear the coordination responsibility rather than be exempted from liability). Second, the "cargo right transfer clause", which needs to stipulate that the cargo right is transferred only after the bill of lading is endorsed, so as to avoid the agency releasing goods without a bill of lading.

Third, the "exclusivity clause", if you sign an exclusive agency agreement, it needs to be clarified that the agency cannot serve competitors of the same category at the same time. In addition, the agency needs to provide the record certificate of intellectual property customs protection to avoid your home decoration trademarks being infringed in Germany.

When German customs conducts on-site inspection, the agency needs to prepare the following materials in advance: 1. Cargo list (must be consistent with the customs declaration form, marked with the HS code of each product); 2. IPPC fumigation certificate for wooden packaging; 3. CE certification of products (required for home decorations involving electrical parts).

If the machine inspection finds that the goods are inconsistent with the list (such as undeclared products being overloaded), the agency needs to immediately coordinate with the customs to re-declare to avoid container detention. In addition, the agency needs to be able to identify the authenticity of customs seals (German seals have QR codes for verification). If the seal is damaged, it is necessary to take photos and keep records immediately as the basis for subsequent claims.
