I am engaged in domestic whole-house customization supply chain. Last year, I arranged two shipments of rubber wood from Southeast Asia and larch from Russia on my own. First, because I failed to apply for the species certificate of the corresponding origin in advance, the goods were detained at Shanghai Port for 22 days, and the detention and container demurrage fees alone cost over 140,000 yuan.

Later, I encountered high valuation and paid nearly 80,000 yuan more in taxes. Now I plan to expand high-end product lines in the second half of the year and import a batch of walnut wood from South America and ash wood from North America. I am afraid of stepping on the previous pitfalls, so I want to ask how professional wood panel import agencies work?

Can they provide full-process trusteeship from contract signing to goods pickup? What are the approximate standards for fees and timeliness of different categories? Is there a way to avoid problems like cargo seizure and high valuation in advance?

In the early stage, access verification will be conducted first. The agency will first check the regulatory requirements corresponding to the type of wood panels you intend to import. For endangered species,it will verify in advance whether the origin is in the allowed import catalogue, apply for pre-approval documents such as species certificate and CITES permit 7-10 working days in advance to avoid cargo seizure due to missing documents after arrival at the port. Meanwhile,it will help you review the logical consistency of documents such as certificate of origin, phytosanitary certificate, fumigation certificate provided by the foreign supplier, and focus on verifying whether the Latin name of wood species, origin, fumigation mark comply with the latest 2026 customs requirements.

In the logistics and pre-declaration stage before port arrival, the agency will match the optimal route according to your timeliness requirements, give priority to locking preferred berths at Shanghai Port/Ningbo Port. Complete pre-declaration and pre-tax calculation 3 days before the goods arrive at the port, confirm the HS code classification and valuation basis are correct, and pay the taxes in advance to ensure the inspection instruction can be triggered immediately after port arrival. If no inspection is required, the container can be picked up and delivered within 24 hours after port arrival at the earliest.

For abnormal response and follow-up services, dedicated personnel will be present on-site to verify the cargo and documents during inspection. For species testing,it will prioritize docking with appraisal institutions to shorten the testing cycle, the testing cycle for ordinary wood panels can be compressed to within 3 working days. If a valuation dispute arises, the agency will provide supporting materials such as transaction records of the same category imported in the past and foreign supplier contracts to assist you in completing valuation negotiations and reduce additional tax expenditures.

The fee for full-process trusteeship is generally charged at 0.8%-1.5% of the cargo value, covering basic services such as document processing, declaration, and on-site coordination. Special qualification processing and urgent services are charged separately. The timeliness of ordinary non-endangered wood panels from port arrival to goods pickup can be controlled within 3-5 working days, and the timeliness for endangered wood panels is 7-10 working days. Progress will be pushed synchronously at all operation nodes, and you can check the cargo status in real time.

In 2026, the customs will further improve the supervision accuracy of tariff classification for wood panels. When declaring, parameters such as processing degree of panels, Latin name of wood species, moisture content, etc. must be accurately distinguished to avoid order rejection or high valuation due to incorrect classification. If a valuation dispute arises, transaction records of wood panels from the same origin and same category within the past 6 months, foreign supplier purchase contracts, and payment vouchers can be provided as supporting materials. The customs will generally issue the negotiation result within 3 working days.

For the declaration of endangered wood panels, the original species certificate of the corresponding batch must be attached. Electronic documents cannot be used as declaration vouchers. If the certificate is not processed in advance, a temporary guarantee for container pickup can be applied for, with the maximum guarantee period of 15 working days. If the certificate is not supplemented after the period, the goods will be ordered to be re-exported.

For wood panel import, direct routes are preferred. If the transit port stays for more than 72 hours, an additional non-processing certificate issued by the transit port is required; otherwise, the validity of the phytosanitary certificate will be affected. When booking space, 14-21 days of free container period can be applied for. Extra-length and extra-width panels of special specifications need to apply for open-top containers or flat-rack containers in advance to avoid shipment cancellation due to container incompatibility.

If a temporary port rerouting is needed after port arrival, a rerouting application must be submitted 48 hours before the vessel arrives. The generated rerouting fee and transfer fee are settled according to actual occurrences, and the general rerouting operation cycle is 2-3 working days. Wood panels imported through Shanghai Port can apply for land-linked delivery, and the container can be directly sent to inland yards across China without additional transfer procedures.

For wood panel import, the value-added tax (VAT) deferral policy can be applied. Eligible enterprises do not need to pay 13% VAT at the import link, which can be deferred for deduction when selling goods domestically, effectively reducing capital occupation. Enterprises applying for VAT deferral need to meet the A-class or above credit rating and no tax violation records in the past 12 months.

The agency can assist in submitting application materials, and the general approval takes 3 working days. The VAT payment vouchers generated from import can be directly used as input deduction vouchers without additional audit and verification. After the launch of the new system in 2026, the payment voucher information will be automatically synchronized to the enterprise tax account, and the deduction cycle will be shortened from the original 7 days to 24 hours.

Import payment for wood panels must match the transaction terms of the foreign supplier contract. The proportion of advance payment shall not exceed 30% of the total contract amount; if exceeding, materials proving the authenticity of trade background shall be submitted in advance. Using CIPS RMB settlement can enjoy exchange rate spread discounts, reducing foreign exchange costs by 0.15%-0.2% compared with SWIFT settlement.

When making payment, the contract number and bill of lading number must be accurately marked in the remark column to avoid payment suspension. Suspended funds need to be verified within 30 days, and overdue verification will affect subsequent foreign exchange purchase and payment quotas.

When signing the agency agreement, clarify the responsibility division for abnormal situations such as missing documents, port detention and cargo seizure to avoid unclear rights and responsibilities after losses. Add force majeure clauses to the foreign supplier purchase contract, clarify the compensation standards for supply failure due to natural disasters or policy changes in the origin, and require the foreign supplier to provide a authenticity commitment for phytosanitary certificate and fumigation certificate.

In case of document fraud, the supplier can be claimed for liquidated damages of 10%-30% of the cargo value. For endangered wood panel purchase contracts, specify that the foreign supplier shall cooperate in providing legal source certificate of the species; otherwise, the buyer has the right to reject the goods and demand full payment refund.

During on-site inspection of wood panels, focus on verifying whether the fumigation mark on the cargo matches the mark on the phytosanitary certificate. Goods with blurry or forged IPPC marks will be required to re-fumigate, and the generated cost shall be borne by the cargo owner. During inspection and container opening, avoid damaging the outer packaging of panels.

For wood species identification, 3-5 panels from different batches will be sampled. Urgent appraisal can be applied during sample submission; the urgent appraisal cycle is 2-3 working days, and the ordinary appraisal cycle is 7-10 working days. The goods that pass the inspection will be issued a release notice on site; container pickup procedures can be processed without waiting for paper reports.

Wood panels need moisture-proof treatment before transportation, especially those from high-humidity regions. Add desiccants in the packaging to avoid mildew and deformation of panels due to increased moisture content during transportation. Extra-length and extra-width panels shall be fixed with steel frames to avoid sliding and falling during transportation.

The dimensions, weight and lifting points of the goods shall be clearly marked on the outer packaging to facilitate port loading and unloading operations. Wooden packaging materials need to be fumigated in advance and affixed with IPPC marks. Non-fumigated packaging will be required to be destroyed or re-exported by customs, and the additional cost is about 200-300 yuan per cubic meter.

For bulk wood panel import, adopt the batch arrival mode, arranging 3-4 shipments to arrive monthly to avoid problems such as insufficient storage and delayed distribution caused by concentrated arrival. Prioritize FOB trade terms to independently select logistics service providers, reducing logistics costs by 10%-15% compared with CIF terms.

Lock overseas sources in advance according to domestic market demand cycles. October to December each year is the peak season for wood panel import. Booking space 2-3 months in advance can avoid shipment cancellation due to overbooking, and lock more favorable sea freight prices to reduce overall procurement costs.
