I am the principal of an enterprise that exports specialty agricultural products of Xinjiang. This is my first time to process customs declaration at a Xinjiang port, as all previous shipments were routed through coastal ports.
This batch of goods is urgent and can only be dispatched via Horgos. I have contacted several customs agents, whose quotations range from 800 to 2000 RMB.
All agents claim the quotation covers basic customs declaration fee, but specific items are not clearly specified, and they note that extra inspection fees may be charged additionally. I am worried about being overcharged, so I want to know the actual fee structure, whether there are hidden charges, and how to avoid unnecessary cost growth.

The traditional quotation model for Xinjiang export customs brokerage services generally has the problem of "vague bundled pricing". Some agents mix basic customs declaration fees with port sundry fees and inspection service fees, leading to extra expenditures for enterprises in later stages. Taking Horgos Port in 2026 as an example, the basic customs declaration fee is usually 600-800 RMB per entry, while a compliant full quotation covering pre-input fee and manifest transmission fee shall be 1000-1200 RMB per entry.
Optimization measures can be carried out from two aspects: first, select customs agents that provide "itemized quotations" which list every fee explicitly (such as customs brokerage service fee,E-port usage fee, commodity inspection assistance fee, etc.),second, apply the Xinjiang port policy of "domestic declaration, port inspection and release",complete pre-declaration in advance at the enterprise's registered location, reduce on-site operation time at the port, and lower the risk of port demurrage.
For access requirements, enterprises shall ensure all required documents are complete (including customs declaration form, contract, invoice, packing list, etc.),so as to avoid form amendment fees (usually 200-300 RMB per occurrence) caused by missing documents. Benefit ratio calculation shows that adopting the combination of itemized quotation and pre-declaration mode can reduce the cost per entry by 15%-20%,and shorten customs clearance time by 1-2 days simultaneously.

Enterprises shall pay attention to the regional particularity of price verification during customs declaration at Xinjiang ports. In 2026, China Customs implements the "origin price verification" mechanism for goods exported via Xinjiang including agricultural products and mineral products. If the declared price is more than 10% lower than the average price of the same product category, price verification disputes may be triggered.
Enterprises shall prepare supporting documents such as certificate of origin and purchase contracts in advance, to avoid declaration cancellation and re-submission caused by price verification disputes (costing about 500 RMB per occurrence). In addition, under the integrated customs clearance mode, Xinjiang-based enterprises can complete customs declaration remotely at ports including Shanghai and Guangzhou, but shall ensure the consistency between electronic data and paper documents, otherwise the release efficiency will be affected.

The selection of logistics routes at Xinjiang ports directly affects the total cost. Horgos Port is dominated by railway transportation. If goods need to be transited to Central Asia, enterprises shall give priority to fixed cabins of China-Europe Railway Express, to avoid container roll-over fees caused by space shortage (about 1500 RMB per container).
For free storage period, the free demurrage period for containers at Horgos Port is 3 days, and extra container demurrage fee of 50-80 RMB per day will be charged after the free period expires. Enterprises shall coordinate the cargo pickup time in advance. In addition, the selection between direct shipping and transit solutions shall be determined based on the time requirement of goods. The transit solution costs 10% less, but the transportation time will be extended by 2-3 days.

Xinjiang export enterprises can make use of the "value-added tax preferential policy for border trade". In 2026, for small-volume border trade goods exported via Xinjiang ports, the value-added tax adopts the "levy first, refund later" mechanism, with the maximum refund rate up to 13%. Note that the tax refund application must meet the "four flows consistency" requirement (consistent contract flow, invoice flow, logistics flow and capital flow).
Enterprises shall keep documents including customs declaration forms and foreign exchange collection vouchers for at least 5 years. In addition, the VAT deferral policy does not apply to Xinjiang border trade, so enterprises shall plan the capital flow in advance to avoid occupying excessive working capital.

Xinjiang export enterprises shall comply with the usage specifications of the CIPS system for foreign exchange receipt and payment. In 2026, all Xinjiang ports have fully accessed the CIPS (Cross-border Interbank Payment System). Enterprises shall give priority to RMB settlement, which can reduce exchange rate fluctuation risks.
During foreign exchange settlement, enterprises shall provide documents including customs declaration number and contract, to ensure the settlement amount is consistent with the declared amount, and avoid foreign exchange verification risks caused by amount discrepancy. In addition, the management of offshore accounts shall comply with the regulations of the State Administration of Foreign Exchange, and no fund transfer with fictitious trade background is allowed.

Xinjiang export enterprises shall pay attention to the risk of soft clauses in letters of credit. Some Central Asian buyers may add clauses in the L/C that "the goods shall be inspected by the institution designated by the buyer". If the inspection standard is not clearly specified, payment rejection may easily occur.
Enterprises shall specify in the contract that the inspection institution is a mutually recognized third party (such as SGS), and clarify the inspection time and location. In addition, the force majeure clause shall cover special situations including "border port closure", to avoid breach of contract risks caused by policy changes.

The inspection rate at Xinjiang ports is slightly higher than that at coastal ports, so enterprises shall make full preparations for inspection. Before inspection, ensure that the goods packaging meets customs requirements and the seals are intact (the seal number shall be consistent with the number on the customs declaration form).
During the X-ray machine inspection, goods shall not be stacked too high, and liquid products shall be placed separately, to reduce the abnormal rate of machine inspection. If the customs carries out unpacking inspection, enterprises shall cooperate with customs officers to sort out the goods, and avoid prolonged inspection time caused by disordered goods (every extra 1 hour of inspection will add about 100 RMB in cost).

Specialty agricultural products exported from Xinjiang (such as raisins and nuts) shall be packed with moisture-proof materials. In 2026, Horgos Port has stricter packaging requirements for food products, and enterprises need to provide the MSDS report for products containing preservatives.
Cushioning packaging materials shall use eco-friendly foam, and no prohibited materials are allowed. Dangerous goods packaging shall meet UN standards. For exported lithium batteries, UN3480 packaging and corresponding dangerous goods labels are required, otherwise the goods will be detained by customs.

Xinjiang export enterprises shall ensure the completeness of document filing for export tax refund. In 2026, tax authorities have increased the verification frequency for tax refund applications of Xinjiang export enterprises. Enterprises shall keep documents including customs declaration forms, input invoices and foreign exchange collection vouchers to ensure "four flows consistency".
During pre-declaration, the latest version of the tax refund system shall be used to avoid application failure caused by system version discrepancy. In addition, cross-month declaration shall be completed before the 15th of the next month, and overdue submission will delay the tax refund process.

Xinjiang export supply chain planning shall match regional characteristics. Enterprises can adopt the mode of "Xinjiang local production + direct delivery from port" to reduce intermediate transportation links. The selection between CIF and FOB trade terms shall take logistics cost into consideration.
If the buyer is responsible for transportation, choosing FOB can reduce logistics risks; if the enterprise is responsible for transportation, choosing CIF requires the booking space price to be locked in advance. For inventory linkage strategy, enterprises can set up a front warehouse in Horgos, to shorten the time for goods to arrive at the port and reduce demurrage costs.
