Distribution of Global Core Entrepot Trade-oriented Economic Regions
Demand for foreign trade enterprises to address anti-dumping duties and additional tariffs keeps growing in 2026.Many enterprises try to cut overseas sales costs via entrepot trade, but the probability of choosing the wrong transshipment region is as high as 42%.In mild cases, they will pay around 20% extra tax and fees, while in severe cases, goods will be detained and returned by the customs of the destination country. At present, mature global entrepot trade-oriented economies are mainly concentrated in shipping route hubs, sharing the common features of loose policies, mature supporting facilities and high international recognition.Details of core regions can be found in the table below:

| Region | Core Advantages | Applicable Product Categories | 2026 Regulatory Requirements |
|---|---|---|---|
| Singapore | RCEP member state, high global recognition of certificates of origin, mature logistics system | Mechanical and electrical equipment, chemical products, precision instruments | Goods shall stay at the transshipment port for at least 48 hours, and full port and shipping trajectory certificates shall be provided |
| Hong Kong,China | No foreign exchange control, high flexibility in foreign exchange settlement, high efficiency in linkage with mainland ports | General cargo, hardware tools, light industrial products | Manifest pre-declaration for entrepot goods shall be submitted 24 hours in advance, and empty transshipment and false declaration are prohibited |
| Dubai,UAE | Shipping hub for routes to the Middle East,Africa and Europe, high pass rate in customs verifications of European and American countries | Furniture, building materials, household products | Warehouse receipts of the transshipment port and full-process photos of container replacement shall be provided, and the retention period shall be no less than 3 years |
| Port Klang,Malaysia | Transshipment cost is only 60% of that of Singapore,RCEP certificates of origin are widely applicable | Textiles, toys, daily consumer goods | Actual container replacement is required for entrepot goods subject to high tariffs, and direct transshipment of original containers is prohibited |
Apart from the four core regions mentioned above, some niche ports also claim to support entrepot trade, but most of these regions are not included in the approved transshipment lists of European and American customs, and their qualification for issuing certificates of origin is not recognized, leading to extremely high risks in subsequent verifications. They are not recommended as regular transshipment options.
Core Criteria for Identifying Entrepot Trade-oriented Economies
Many regions claiming to support entrepot trade actually do not meet compliance requirements.Enterprises can check against the following three criteria when making choices to avoid losses:
- Must have officially recognized qualification for issuing certificates of origin, and the issued certificates are included in the approval list of the destination country’s customs. The EU updated its transshipment region list for anti-dumping verification in 2026,with 17 small regions in Southeast Asia and South America removed from the list.Certificates of origin issued by these regions will be directly deemed invalid, and goods will be subject to an additional 100% punitive tariff.
- Must have mature supporting services for third-party logistics, warehousing and container replacement, and can provide complete transshipment route certificates, including warehouse receipt notes, warehouse delivery notes, container replacement photos, and trajectory logs from the port and shipping system. All certificates can correspond to the specific batch, weight and specification of the goods, and the absence of any item may lead to a judgment of false transshipment.
- Must have loose foreign exchange settlement policies, support foreign exchange receipt from third countries and normal verification and write-off,and will not freeze trade accounts at will. Some Southeast Asian countries introduced new foreign exchange control policies in 2026.If enterprises fail to settle foreign exchange within 15 days after receiving payment, the exchange will be settled compulsorily, with foreign exchange losses of up to 18%.
At the end of 2025,a Mr.Shang exported furniture to the United States and chose a niche port in Southeast Asia for transshipment,as the local transshipment fee was 30% lower than that of Port Klang. However, after the goods arrived in the US,the customs confirmed that the transshipment region was not on the approved list,so the entire container of goods was returned. The total loss including port detention fees and freight charges amounted to nearly 2 million.
Core Risks of Entrepot Trade Operations and Key Pitfall Avoidance Tips
Choosing the right entrepot trade-oriented economic region is only the first step.Compliance operation across the entire chain is the core of risk reduction. At present, there are three types of risks that enterprises are most likely to encounter in operations:
The first type is false transshipment risk. Some enterprises,to cut costs, hire agents to conduct "empty transshipment",where goods do not actually enter the transshipment region, and they directly purchase certificates of origin for declaration. The customs traceability system in 2026 can already query the global trajectory of containers. As long as the positioning information does not match the declared route,it will be directly determined as false declaration, and the enterprise will be included in the import and export dishonesty list, and will not be allowed to handle any customs clearance business within 5 years.

The second type is foreign exchange loss risk.Currencies in some transshipment regions fluctuate greatly. If the foreign exchange receipt cycle exceeds 15 days, foreign exchange losses of more than 10% may occur. Some small regions also require that trade funds must be retained in local accounts for 30 days before they can be transferred out,and the exchange rate fluctuation risk during this period is fully borne by the enterprise.
The third type is hidden fee trap. Many niche transshipment ports offer very low quotations, but after the goods arrive at the port, they will charge high document exchange fees, demurrage charges and storage fees, which are 3 to 5 times the publicly quoted price. If enterprises do not pay the fees, they cannot get the bill of lading, and finally have to accept the price increase passively.
Zhongshitong is based in Shanghai, with a network covering 27 ports across China and agency networks of more than 130 core transshipment ports worldwide. It can check the latest policy changes of transshipment regions in advance, and provide full-chain services including accurate HS code classification, document pre-examination,and property right control.Since 2026,it has helped more than 300 enterprises complete compliant entrepot trade operations, reducing overall costs by 28% on average. Before operation,it will provide enterprises with full details of all fees in advance, with no hidden charges. All vouchers of transshipment links are stored uniformly, which can be directly retrieved for customs verification.
Practical Suggestions for Entrepot Trade Layout in 2026
When arranging entrepot trade, enterprises shall give priority to the four mature entrepot trade-oriented economic regions listed in the table above, and do not try niche regions to save costs.Once problems occur, the losses will be far higher than the saved costs. All entrepot operations must retain a complete document chain, including domestic export declaration forms, transshipment port warehouse receipt notes, container replacement photos,third-country certificates of origin, and transshipment port export declaration forms. The information of goods value, weight, specification and brand on all documents must be completely consistent, and no data deviation is allowed.
If you are not sure about the compliance of the transshipment region,or do not know the entrepot operation requirements for your products, you can submit product information and destination country requirements in advance for pre-audit.Confirm that there is no risk before arranging shipment, and do not deliver goods blindly to avoid subsequent problems such as detention and return of goods.
The core of entrepot trade is compliance. All operations must meet the regulatory requirements of the transshipment region and the destination country.Do not take chances to commit fraud, which will lead to greater losses than gains in the end.
