Having handled import customs clearance for years, the most frequent questions I get are: How exactly do you calculate your fees?Is there a standard schedule? Many cargo owners have been caught off guard by hidden fees from small agents—quoting a few hundred yuan upfront, only to end up with a final bill of tens of thousands, several times over the budget.Today,I’ve put together the industry’s universal fee standard that complies with 2026 customs requirements to help you understand the details.
Reference Standard for Cargo Import Agency Fee Items

Below is the regular fee standard for general cargo imports.Fees for special categories will be adjusted per compliance requirements, and all fees fall within publicly transparent industry ranges:
| Service Item | Charging Method | 2026 Reference Price Range |
|---|---|---|
| Customs Declaration & Inspection Service Fee | Per Shipment | CNY 150-500 per shipment |
| Import License/Customs Clearance Form Agency Service | Per Certificate | CNY 500-2000 per certificate |
| Customs Pre-audit/Pre-classification Service Fee | As a Percentage of Cargo Value | 0.1%-0.3% of cargo value |
| Document Exchange/Container Pick-up Service Fee | Per Container/Shipment | CNY 200-800 per shipment/20GP container |
| Domestic Logistics Distribution | Actual Freight Plus Service Fee | Actual freight cost, plus a handling fee of CNY 100-300 |
| Tariff/VAT Payment on Behalf | No Additional Service Fee | CNY 0 (only advanced tax payment,no service fee charged) |
| Certificate of Origin Review/RCEP Tariff Reduction Application | Per Shipment | CNY 200-500 per shipment |
Core Factors Affecting Import Agency Fees
Fees are not fixed and will fluctuate based on your cargo attributes, trade terms, and port of entry. For example, hazardous chemical cargo requires advance dangerous goods declaration and labeling, leading to fees 30%-50% higher than general cargo; mechanical and electrical equipment requires pre-inspection and electrical certificate processing,so fees will also increase accordingly.
Trade terms also impact fees.Under EXW terms, the agent is responsible for overseas pick-up and export country customs clearance, resulting in overall fees higher than FOB terms; under FOB terms, the agent handles booking and document exchange, with fees higher than CIF terms. As for ports,Shanghai Port offers high clearance efficiency and sufficient scheduling resources, avoiding additional detention and demurrage fees.Although individual service fees are slightly higher than those at small and medium-sized ports, the overall total cost is lower.
In 2026,customs have increased the random inspection rate for declaration consistency.Formal agents will conduct HS code reclassification and declaration element comparison in advance. This adds a small amount of cost but can avoid subsequent cargo detention and fines, ultimately saving you money.
Common Pitfall Avoidance Guide for Import Agency Fees
- Low-price bait with hidden miscellaneous fees. Many small agents use an ultra-low customs declaration fee of CNY 100 to attract customers, then subsequently charge over a dozen miscellaneous fees such as manifest entry fee, document fee,and inspection handling fee, resulting in total fees twice as high as those from formal agents.
- Marked-up detention/demurrage fees passed to cargo owners. Some agents do not publicly disclose terminal and shipping company fee standards in advance, marking up fees by over 30% on the original basis, and even passing on fees within the shipping company’s free storage period to cargo owners.
- Additional service fee for tax payment on behalf.Formal import agents generally do not charge extra fees for paying tariffs and VAT on behalf, while unregulated small agents may charge a 1%-3% advance payment handling fee, unnecessarily increasing costs.
- Blurred packaged quotes. Some agents do not break down service items and directly charge a 1% fee based on cargo value, including many services you don’t need, leading to wasted expenses.
Last year,Ms.Ning imported a batch of fruit cans from Thailand under the RCEP framework. The previous agent quoted a packaged fee of 0.8% of the cargo value, which seemed very low. However, after the cargo arrived at the port, additional fees such as certificate of origin review fee, commodity inspection unpacking fee,and unreasonable demurrage fee totaling over CNY 12,000 were charged successively. After taking over the case,we first verified all fee details, negotiated with the shipping company to waive the unreasonable demurrage fee, rechecked the HS code classification, and helped her apply for RCEP zero-tariff treatment. In the end,the total fees were nearly CNY 7,000 less than the total expenditure of the original agent.
Risk Warning: In 2026,the scope of anti-dumping and countervailing investigations has expanded. For hardware, chemical, and textile products imported from some countries in Europe,America, and Southeast Asia, misreporting the origin may trigger anti-dumping duties up to several times the cargo value. Many small agents do not screen for this risk in advance, and all responsibilities fall on the cargo owner if a problem arises. Our risk control system will verify the cargo origin and anti-dumping list immediately upon receiving the order to avoid compliance risks in advance.
Zhongshitong is rooted in Shanghai International Trade Center. We support remote declaration at ports across the country and collaborate with a global agent network.Whether you import goods from RCEP member states or Europe and America,we can synchronize the latest tariff rules and trade regulatory requirements in advance. All fees will be clearly listed in the contract, with no hidden fees added after the fact, helping you control import costs within expected limits.
