Before Importing,Have You Done All the Necessary Preparation?
Many clients who approach us often start with,"The goods are arriving at the port soon, how do I declare customs?" Frankly, this is a bit passive already. The smoothness of import customs clearance depends 70% on preparation and 30% on execution.I have handled too many cases where goods were stuck at the terminal due to early negligence, resulting in high demurrage and storage fees per day.

Import and export operate on completely different logics.Export is about "shipping out",focusing on tax refunds and logistics; import is about "bringing in",focusing on access and supervision. You must shift your mindset to "precision compliance" mode. Before the goods are shipped, even before placing the order, there are several things you must clarify.
Trade Terms and Documents: The Starting Point of Rights
The trade term used in the contract directly determines your responsibility starting point and cost structure in the import process. If it is EXW (Ex Works),it means you have to handle all links from picking up goods at the foreign factory, international transportation, domestic customs clearance to door-to-door delivery, either on your own or through our agency. If it is CIF (Cost,Insurance and Freight),you don’t have to worry about ocean freight and insurance, but the responsibility for customs clearance at the port of destination still rests with you.
Documents are the "identity card" of goods.Bill of lading, invoice, packing list, contract are the basic four documents. But this is far from enough. For example, last year we helped Mr.Jian import a batch of laboratory equipment from Europe. When the goods arrived,we found that the Certificate of Origin had not been processed.Although the product itself had low tariffs,it could not enjoy preferential tax rates under RCEP,resulting in an unnecessary extra payment. Therefore,be sure to confirm in advance whether special documents such as Certificate of Origin,Free Sale Certificate,Fumigation Certificate etc.are required based on the product and country.
HS Code and Regulatory Conditions: Lifeline of Compliance
This is the technical core of the entire import process, and also the basis for customs valuation, taxation and inspection. An 8-digit HS code is associated with tariff rates,VAT rates, regulatory conditions (for example,"A" represents the Entry Goods Inspection and Quarantine Certificate, which is mandatory inspection),and whether it involves anti-dumping duties.
I have seen many enterprises classify goods based on their own feelings,or simply apply codes of similar products. What is the result? At the minimum, they face administrative penalties for false declaration; at the maximum, they may be suspected of smuggling for evading license management or anti-dumping duties.Earlier,we encountered Mr.Wang who imported "stainless steel sinks".He incorrectly classified them into the kitchenware category, but they should actually be classified into a specific category under iron and steel products, which involves an automatic import license and different commodity inspection requirements. After the goods arrived at the port, they were detained due to document discrepancies. The re-application process took nearly a month, causing huge losses.
Our approach is: after the client confirms the purchasing intention,we will pre-classify the goods based on detailed specifications, materials, functions, use photos, and check the latest 2026 "Import and Export Tariff" and regulatory conditions list. This step cannot be skipped to save costs.

Access Permits: Not All Goods Can Be Imported
This is the unique "threshold" of import. In addition to the automatic import license mentioned above, common permits include:
- Mechanical and Electrical Products Import License
- CCC Certification
- Agro-Genetically Modified Organisms Safety Certificate
- Cosmetics Filing/Registration Certificate
- Medical Device Registration/Filing Certificate
The processing time of these permits varies, some taking several months. They must be started in advance, otherwise the goods can only stay in a bonded warehouse or be re-exported,incurring huge costs.
After Goods Arrive at the Port,Step-by-Step Core Customs Declaration Process
Assuming the preparation work is solid and the goods arrive at Shanghai Port (or other ports) as scheduled.Next, the standard customs clearance actions are as follows:
- Step 1: Document Exchange and Pre-Declaration Preparation Pick up Delivery Order (D/O) from the shipping company or freight forwarder with the ocean bill of lading (or telex release guarantee).Meanwhile, organize and finalize all customs declaration documents, and pre-input the customs declaration form through the single window.
- Step 2: Electronic Declaration and Customs Document Examination Submit the declaration data to the customs system. The customs document examination center will review the logicality and compliance of HS code, price, origin, regulatory conditions etc.The price is the most common problem here.Customs has a strong price database and valuation system. If your declared price is significantly lower than the import price of similar goods in the same period, you may face "price verification" and need to provide supplementary payment vouchers, letters of credit, industry price data etc.to prove the authenticity of the declared price. We usually provide price pre-verification and risk prompts for clients based on historical data.
- Step 3: Tax Payment After document examination, the system will generate the tax payment notice for tariffs and VAT.After online payment, the customs system will automatically verify the taxes.
- Step 4: Inspection and Release (The Most Critical Step) Tax verification does not mean direct release.Customs and commodity inspection (now part of customs but with independent functions) will inspect a certain proportion of goods based on risk control instructions.Inspection may be mandatory (must inspect) or random. The inspection location may be at the port gate (X-ray inspection),or need to be towed to the customs-designated inspection site for on-site manual inspection.
Here I want to emphasize the commodity inspection. For mandatory inspection goods (in the list),you must declare "Entry Goods Inspection and Quarantine" and obtain the "Entry Goods Customs Clearance Certificate" before declaring customs.During inspection, customs officers and inspection and quarantine personnel will jointly verify the name, specifications, quantity, weight, labels, packaging, whether there is wooden packaging (need to check IPPC mark) etc.to see if they match the declaration. For example, imported food will check if labels comply with national standards; imported cosmetics will verify the filing number; imported old mechanical and electrical products may need on-site pre-shipment inspection verification.
If the inspection is okay, the customs will stamp the delivery order for release. If there are problems, such as mismatch between documents and goods, unqualified labels, missing certification, the goods will enter the "pending processing" process, which may require rectification,re-export or even destruction.
Key Risk Warnings and Our Practical Recommendations
The process is fixed, but variables and risks in actual operation are dynamic. As a foreign trade agency based in Shanghai serving the whole country,we handle these "variables" every day.Below table summarizes several common problems and our countermeasures.
| Risk Category | Specific Performance | Zhongshitong’s Practical Recommendations |
|---|---|---|
| Document Risk | Missing, incorrect, inconsistent documents (e.g.consignee mismatch between bill of lading and invoice); incorrect Certificate of Origin information leading to ineligibility for preferential treatment. | Establish a "document pre-audit checklist" to complete verification and collection of key documents before overseas shipment.Use global agency network to assist clients in standardizing document preparation at the port of shipment. |
| Inspection Risk | Being selected for inspection, especially on-site inspection, taking long time (1-3 days or more); mismatch between physical goods and declaration during inspection. | Conduct internal check of "document-goods consistency" before declaration. For high-value or sensitive goods, communicate with the port in advance to predict inspection focuses.Professional customs declarers will be on-site during inspection for efficient communication. |
| Cost Risk | Sharp increase of hidden costs such as demurrage, late declaration fee, terminal storage fee, amendment fee, inspection towing fee etc. | Clearly list all possible costs and their charging standards to clients during quotation.Reduce customs clearance time through process optimization (such as advance pre-declaration,fast tax payment) to fundamentally reduce demurrage costs. |
| Policy Risk | Product involves anti-dumping/countervailing duties; sudden changes in importing country’s trade policy (e.g.tariff increase for a certain type of goods in 2026). | Continuously track the latest announcements of the Ministry of Commerce and General Administration of Customs.Inform clients whether the product involves trade remedy measures and latest tax rates during inquiry.Develop alternative procurement plans for policy-sensitive goods. |
In addition to those in the table, there is another time risk to be alert: overlap of foreign holidays and domestic long holidays. For example,European Christmas holidays lead to factory shutdown and document delivery delay; overlapping with domestic Spring Festival holidays, the port and customs have reduced manpower, naturally leading to lower customs clearance efficiency. These need to be considered in advance during production scheduling and shipping planning, leaving sufficient buffer time.
Finally, let’s talk about practical points.Import customs clearance is a highly professional work with very low tolerance for mistakes. It is not just filling a customs declaration form, but comprehensive application of knowledge in trade, logistics, tax and law. Many enterprises choose to explore on their own, seemingly saving agency fees, but may pay ten times or more due to one inspection mismatch, one classification error,or one demurrage fee.
Our value is to use our experience to standardize the complex process, make hidden risks visible, and rely on our mastery of operation details at Shanghai and other domestic ports, and understanding of 2026 customs supervision trends,to ensure your goods complete the import journey smoothly, compliantly and economically. From Shanghai Port to any port in need across the country, from RCEP member countries to European and American markets, this risk control and service logic is universal. After all, importing high-quality goods from around the world safely and efficiently is what we have been doing for over twenty years, and we are continuously improving.
