Reliable sourcing and import agency services.
Many clients come to us and ask straight away: "How much is your agency fee for importing a batch of European wallpaper?" My first reaction is usually to not rush to discuss the price first,we need to thoroughly talk through the risks and cost structure of wallpaper import itself.Having been engaged in import and export for more than 20 years,I have seen too many clients caught off guard by unexpected inspection fees, detention fees, and even tax repayments arising from incorrect classification, apart from "goods value" and "freight".Today,I will take the category of "pure imported wallpaper" as an example to explain the complete chain from overseas ordering to domestic warehousing,as well as the hidden "pitfalls" and "know-how" inside, all at once.
Cornerstone of Compliance: Understand the Supervision Logic of Wallpaper Import from a Label

Don’t take wallpaper as just a roll of "paper" or "cloth".In the eyes of customs, its material, process, and even back coating determine completely different supervision conditions and tax rates. This is the starting point of all problems.
We handled a case last year.Client Manager Jia imported a batch of high-end pure paper wallpaper from Belgium, and the invoice provided by the overseas party only noted "wallpaper rolls".When declaring after the goods arrived at the port,we pre-classified it as "textile fiber wallpaper" as usual. However, during customs inspection, the officer found that "containing wood pulp fiber" was mentioned in its material description, and immediately arranged targeted "animal and plant quarantine".Because any plant-derived products may involve pest and disease risks. This not only added an extra quarantine process and incurred additional inspection and storage fees, but also delayed the overall customs clearance time by more than a week.
Therefore, the first step of operation must be "product information penetration".You need to ask the foreign party for detailed product descriptions, focusing on:
- Base material: Is it pure paper,non-woven fabric (PP/polyester),or textile (cotton/linen)?Pure paper and products containing plant fibers are definitely subject to inspection and quarantine.
- Surface coating: Is there a PVC coating? If yes,it may be subject to supervision of plastic products, and it is necessary to check whether its additives meet China’s environmental protection standards.
- Specifications and process: Width, length per roll, and whether it is flame-retardant.These are mandatory declaration elements, and also affect the final determination of HS code.
Only based on this information can accurate HS code classification be carried out.If classified incorrectly, the light consequence is incorrect tax rate calculation (the difference between general tariff rate and MFN tariff rate may double),and the serious consequence is administrative penalty for evading supervision certificates (such as failing to apply for the Customs Clearance Certificate for Inbound Goods when required).
Core Risk Control Points: Practical Prediction of Customs Valuation and Inspection & Quarantine
Goods value declaration and cargo inspection are the two links that are most likely to cause bottlenecks in import customs clearance.

Customs Valuation: Will the Customs Recognize Your Purchase Price?
Designer brand wallpapers imported from Europe and the United States often have high value.Customs are sensitive to prices, especially for first-time imported brands or transactions with large fluctuations in declared prices. We once encountered a case where a client purchased niche wallpaper from an Italian workshop under EXW terms, and the ocean freight was paid separately by the domestic consignee to the freight forwarder. When declaring,if only the EXW value is declared and the freight and insurance premiums are omitted,it constitutes false declaration.
Customs valuation has a strict system, which will compare the import prices of similar goods in the same period and the same region. Our practice is to conduct a "price pre-audit" for clients after the contract is signed and before the goods are shipped, evaluate the risk of the declared price being queried according to factors such as brand, material, purchase quantity, etc.and prepare a complete set of "price explanation materials" including original factory invoices, payment vouchers, brand pricing system, etc.in advance. In 2026,big data audit makes price monitoring more accurate,so pre-event preparation is much more proactive than post-event explanation.
Inspection & Quarantine: "Invisible" Cost and Time of Sampling Testing
For wallpaper, the two main concerns of inspection and quarantine (now collectively referred to as "inspection and quarantine" by customs) are safety and environmental protection indicators and plant quarantine.
- Environmental protection testing: It mainly targets harmful substances that may be released, such as formaldehyde and heavy metals (lead, cadmium).Especially for wallpaper used in children’s rooms, the testing standards are stricter. If the sampling test fails, the whole batch of goods may be returned or destroyed.
- Plant quarantine measures: For plant-derived wallpapers such as pure paper, straw woven, and linen, the customs will check the "phytosanitary certificate" of the exporting country, and may carry out quarantine treatment (such as fumigation) on the goods. This process will incur costs and take time.
Our colleague Manager Kong once helped a client handle a batch of retro pure paper wallpaper imported from the United States. The goods were required to be sampled and sent to the laboratory for formaldehyde testing during inspection. This is a compliant process itself, but the problem lies in the sampling method - a large piece needs to be cut from the whole roll of wallpaper. For high-end limited edition wallpaper, this sample roll is equivalent to scrapped, with a loss of up to thousands of yuan.Later,we learned our lesson. For such high-value products,we will communicate with clients in advance to specially purchase "inspection samples" to be shipped with the goods,or agree with the foreign party in the contract to reserve test samples,so as to avoid damaging genuine products.
Cost and Time Limit: A Clear Import Account You Can Understand
Apart from agency service fees, the comprehensive cost of imported wallpaper is mainly composed of the following parts. Many clients only focus on "ocean freight",but the bulk and risks are often elsewhere.
| Cost Item | Composition Description | Risk Control Points |
|---|---|---|
| Goods Value Cost | Purchase invoice amount | Exchange rate locking, payment term negotiation (TT vs LC) |
| Ocean/Air Freight | Main freight, fuel surcharge | Confirm transportation terms (FOB/CIF,etc.) to avoid arbitrary charges at the destination port |
| Customs Duty and Value-Added Tax | Calculated based on CIF dutiable value | The accuracy of HS code determines the tax rate (in 2026,the tariff for wallpaper is generally 5-10%,and VAT is 13%) |
| Customs Clearance Miscellaneous Fees | Document exchange fee, customs declaration fee, port construction and miscellaneous fees, inspection service fee, detention fee | Choose a reliable agency and confirm the fee list in advance; focus on preventing detention fees (container overtime usage fees) |
| Inspection and Quarantine Fees | Testing fee, quarantine treatment fee, laboratory testing fee | Material prediction, reserve testing time and budget |
| Domestic Logistics Fee | Transportation from port to warehouse | Contact the fleet before the goods arrive at the port to avoid vehicle detention |
Regarding the time limit, for a standard import of wallpaper shipped by sea from Europe (such as from the Port of Antwerp to Shanghai Port),the ideal cycle is about 45-60 days. But this "ideal" is based on the premise of on-time stocking, stable shipping schedule, correct documents, and no customs inspection. If any link goes wrong, such as a strike at a European port,or key control and inspection by domestic customs,it is common for the cycle to be extended by 15-30 days. Therefore, reserve at least 20% buffer time for your sales plan or project construction period.
Our Practical Experience: More Than Just a Customs Broker in Shanghai
Many clients who come to Zhongshitong initially only need customs clearance services in Shanghai. But as the business develops, they find that their goods may enter from various ports across the country such as Tianjin,Guangzhou,Xiamen, and even purchase from Europe and Southeast Asia at the same time.At this time, the limitations of a local customs broker become apparent.
One of our clients,Supervisor Wen,acts as an agent for multiple European wallpaper brands. His goods are sometimes shipped to Shanghai and sometimes to Shenzhen (for the South China market). If he finds two different agencies, the operation standards, communication costs, and risk control will all become problems.Later,he entrusted all his national import business to us.Our value lies in:
- National Port Coordination: No matter which port the goods enter from,we can make unified scheduling through the internal network, with consistent operation standards and risk control scales, and clients only need to connect with us as a single window.
- Global Document Pre-audit: Before the goods are shipped, our partners based in Europe can assist in checking whether documents such as certificate of origin and quality inspection certificate meet China’s requirements,so as to avoid customs clearance delays at the port caused by "document inconsistency" from the source.
- Front-loaded Risk Management: Based on the trade environment in 2026,we will remind clients to pay attention to the policies of the destination country. For example,is there any anti-dumping risk for products originating from certain regions?Under the RCEP framework, can wallpaper using South Korean non-woven fabric base materials enjoy lower tax rates through compliance planning?
The core value of being a pure import agency is not "running errands",but "controlling risks, saving costs, and ensuring time limits".Smooth customs clearance of a shipment is our basic responsibility; being able to tell you where problems will occur in advance and help you solve them is professionalism. If you are investigating a wallpaper import project,or have doubts about the stability and cost of your existing import process, you may take the pitfalls we have encountered and experience we have summarized over the past 20 years as your first line of risk control.
