I am the head of a household daily necessities factory in Yiwu, Zhejiang. I have been engaged in domestic supply chain business for 12 years, and started to try expanding cross-border export business to Europe and the United States at the end of 2025.

I previously cooperated with a small export agency company, and encountered problems including 6 months' delay in tax refund receipt and extra port detention charges for logistics. Now I can either build a complete foreign trade operation team by myself, or invest to take a stake in the export agency company run by my friend.

Recently I heard many people say that cross-border sellers all handle customs declaration and tax refund on their own now, so there is little profit in the export agency industry. I would like to ask whether export agency companies still have prospects in 2026, whether it is worth investing resources to lay out in this field, and if I really enter the industry, how can I build a competitive gap with small agencies on the market?

Most of the negative judgments on the export agency industry in the current market come from the stereotype of small non-compliant agencies, which only survive by charging customs declaration errand fees and naturally have no competitive barriers. For the 18 new cross-border trade facilitation regulations implemented in 2026,only large-scale and compliant agency companies can benefit from the policy dividends, and industry differentiation will further widen the survival gap between head institutions and small agencies.

The current market gap far exceeds industry supply. For small and medium-sized foreign trade entities with annual export value below 1 million US dollars, the penetration rate of agency services is only 12% at present. The annual cost of setting up a foreign trade team by such entities themselves is at least 150,000 RMB,which is much higher than the service fee of hiring an agency,so they are very stable customer groups. Providing centralized batch services for such customer groups can reduce the operation cost per order to less than 15 RMB,and the gross profit margin of basic service fees alone can exceed 40%.

The profit space is not limited to basic services,value-added services such as exchange difference optimization, centralized logistics procurement and destination country VAT deferral can be added,so the annual revenue per customer can be more than 3 times that of basic services. As long as gray businesses such as bill-paying customs declaration and illegal capital repatriation are avoided, and the compliance requirement of four-flow consistency is fully implemented in the whole process, the average net profit margin of the industry can be stabilized at 8%-12%,and the profit level far exceeds that of most traditional foreign trade factories.

The core competitiveness in the future lies in compliance service capabilities. Agencies that can help customers avoid policy, tax and logistics risks in the whole export process will gradually take over the market share of small agencies. There is no so-called "industry decline",only the elimination of unqualified players.

In 2026, agency enterprises with customs AEO advanced certification can enjoy conveniences such as advance declaration, priority inspection, and automatic issuance of certificate of origin. The customs clearance time per order is 48 hours faster than that of ordinary declaration entities, and the inspection rate is 60% lower than that of ordinary enterprises.

Application for such qualification requires no customs declaration violation records for 3 consecutive years and annual customs declaration volume of more than 20,000 orders, which is completely out of reach for small agencies. The customs clearance efficiency advantage brought by AEO qualification alone can attract cross-border e-commerce seller customers with high requirements for delivery timeliness, the service fee per order can be 20% higher than that of ordinary agencies, and the customer renewal rate is stable at more than 90%.

In 2026, the supply and demand of global container capacity are basically balanced. Agency enterprises booking space in batches can get shipping company contract prices 15% lower than individual customers, and can also apply for a maximum 14-day free storage period at the destination port, saving customers nearly 2,000 RMB of logistics related costs per container.

In addition, head agencies can integrate resources such as China-Europe Railway Express, air freight lines and overseas warehouses to provide customers with door-to-door full-chain logistics solutions. The price difference income from centralized logistics procurement alone can be equal to the basic agency service fee, without much additional operating cost.

In 2026, the inspection intensity of export tax refund will continue to tighten. The probability of letter verification for small and medium-sized sellers who declare by themselves is as high as 27%. Once letter verification is triggered, it will take at least 3 months to get the tax refund, which many small sellers with tight cash flow cannot bear at all.

Compliant agency companies have a complete document filing system, all retained documents meet the requirements of tax inspection, the pass rate of letter verification is close to 100%, and the tax refund arrival time can be reduced to less than 3 working days. The advantage of faster tax refund alone can attract a large number of small and medium-sized foreign trade entities with high cash flow requirements to cooperate.

In 2026, the coverage rate of CIPS cross-border RMB settlement will increase to 38%. Agency enterprises handling centralized foreign exchange settlement can get exchange rate preference 300 basis points higher than individual customers, and can help customers earn nearly 20,000 RMB more exchange difference income per 1 million US dollars of foreign exchange settlement per year, while avoiding the freezing risk of SWIFT payment channel.

In addition, agency enterprises can help customers make batch foreign exchange settlement plans to further reduce losses caused by exchange rate fluctuations. The value-added service of exchange difference optimization can be charged separately, or used as a core benefit to improve customer renewal rate.

At present, a large number of cross-border sellers adopt multi-site layout, they need to stock up in different countries and adjust goods flexibly according to the sales situation of different sites. If they handle it by themselves, they need to connect with at least 5 different service providers, leading to extremely high communication costs.

Agency enterprises can integrate resources of domestic warehousing, customs declaration, international logistics and overseas warehouses to provide customers with full supply chain services, the annual service fee per customer can range from tens of thousands to hundreds of thousands of RMB, which is much higher than the revenue of basic agency services. Such services have extremely strong customer stickiness, and customers basically will not change service providers easily.

In 2026, global intellectual property protection will continue to tighten. Self-operated export sellers without professional screening ability are very easy to encounter infringement risks. Once infringement is found by customs, the goods will be directly detained, and they will also face high fines.

Compliant agency companies have a mature intellectual property screening system, which can help customers check trademark and patent infringement risks in advance, also assist customers in completing intellectual property customs filing, and help customers submit appeal materials when encountering infringement complaints, so as to reduce customers' losses. The willingness to pay for such compliance value-added services is extremely high, which is an important profit growth point in the future.
