Reliable sourcing and import agency services.
I am an entrepreneur new to the imported snack food business. Over the past six months, I have handled customs clearance and logistics for three shipments on my own. Each time, the total cost turned out to be much higher than estimated, with inexplicable extra fees popping up from time to time.
I have consulted several import agencies before, and their quoted basic fees differ by nearly double. Some attract customers with ultra-low prices, then charge extra for customs clearance, inspection, warehousing and other services. Now I import about two containers of goods every month and want to find a stable agency for long-term cooperation.
However, I still can't figure out how import agency fees are calculated, what the current normal market range is, which services are included in the fees, and which require extra payment. Could you explain the charging rules clearly and calculate the total cost for my business volume?

The traditional import agency charging model generally has two core drawbacks: First, fees are calculated as a percentage of the cargo value. The higher the cargo value, the higher the fee, which does not match the actual service costs incurred by the agency. Second, fees are split into separate charges. Agencies attract customers with ultra-low basic fees, then charge separately for core services such as customs clearance, document processing, and inspection coordination, resulting in total costs far exceeding the initial quote.
The optimized approach we introduce is tiered pricing by service item, which combines pricing based on the customer's import volume, frequency, and required service content. At the same time,it can be paired with VAT deferment to optimize capital occupation costs, and exchange rate hedging to reduce foreign exchange conversion costs, further compressing overall expenses.
For small and medium-sized import customers who import 1-4 containers per month, the current tiered fee range is 0.3%-0.8% of the cargo value, which is nearly 60% lower than the traditional 1%-2% of cargo value. If customers complete some links such as overseas procurement and shipping booking on their own,the fee ratio can be further reduced.
We will conduct dynamic cost-benefit calculations based on the customer's actual cargo volume, cargo category, and required service items. We do not charge any deposit in advance, and clearly list all included service items in the quote to eliminate hidden charges. At the same time,we will calculate the extra costs saved through tax differential optimization and exchange rate hedging, enabling customers to clearly understand every expense and prepare cost budgets in advance.

The level of import agency fees is directly related to the operational complexity of customs valuation and classification procedures. If goods require valuation negotiation, certificate of origin verification, or have classification disputes, the agency needs to invest more senior personnel to handle exceptions, and the fees will increase accordingly. Many small agencies hide this rule when quoting, then raise prices exorbitantly when valuation exceptions occur, forcing customers to bear extra costs passively.
For regular general trade imports, if the goods are clearly classified, the declared price conforms to the customs' concurrent valuation, and the certificate of origin is compliant, basic customs clearance services are included in the agency fees with no extra charges. If exceptions are predicted, we will inform customers of the fee increase range in advance and start operations only after customer confirmation, avoiding post-hoc price increases from the source, with all charging nodes clearly traceable.

Import agency fees may include different logistics-related services, leading to significant price differences. If the agency is responsible for full-process logistics coordination, including manifest declaration, document exchange, storage coordination, and detention fee negotiation, the fee will be slightly higher than that of a customs clearance-only agency, but it can avoid extra charges caused by coordinating multiple service providers.
Many customers handle logistics and customs clearance on their own, which often leads to unnecessary detention fees and storage fees due to information gaps—these fees are often several times the agency fee. Formal agencies include logistics node coordination services in the fee, and also apply for reasonable free storage and free container periods in advance, helping customers save extra logistics fines, resulting in a lower overall cost.

Import agency fees can be included in import costs to offset VAT. Formal agencies will issue special VAT invoices for corresponding items without charging extra for invoicing. Some irregular small agencies may require customers to bear invoicing points to evade taxes, which is an extra hidden expense.
If importing under the VAT deferment model, the agency can help optimize capital occupation by eliminating the need to pay VAT directly during customs clearance. The savings from this capital cost can offset the agency fee. For customers with annual import volume exceeding 5 million yuan, we can also optimize the tax structure and reduce overall import costs through compliant tax planning to offset part of the agency fee.

Whether compliant cross-border payment and collection services are included in import agency fees is a point many customers easily overlook. Some agencies' quotes do not include payment and collection services, and will charge an extra 1%-3% fee if customers need the agency to handle foreign exchange settlement, payment, and collection. Compliant import agencies will clearly state in advance whether payment and collection services are included in the quote.
If customers need foreign exchange settlement through the agency, the fee standard will be informed in advance with no post-hoc price increases. In 2026, the usage rate of CIPS RMB cross-border payment will further increase. Settling in RMB can avoid exchange rate losses, and some agencies include RMB settlement-related services in the basic fee with no extra charges.

Import agency contracts must clearly specify the scope of services included in the fee and scenarios that trigger extra charges to avoid disputes later. Many irregular agencies vague the fee clauses in contracts, only stating the basic fee without specifying included services, then charge extra fees under various names later.
When signing an agency agreement, it is necessary to clarify all scenarios that may incur extra charges and the corresponding fee ranges, stipulate that any charge exceeding the quote requires prior customer authorization, and clearly list breach of contract clauses to avoid the risk of arbitrary charges from a legal perspective and protect the rights of the importer.

The level of import agency fees should be considered in conjunction with overall supply chain costs, not just the basic fee. Agencies with low fees often have low service efficiency, which can easily lead to port detention and customs clearance delays.
The resulting extra port detention fees and capital occupation costs are far higher than the savings from low fees. For customers with long-term stable imports, we can provide tiered fee discounts based on annual cargo volume—the larger the volume, the lower the per-container fee.
We can also optimize the supply chain links, consolidate customs clearance, and integrate logistics to further reduce unit service costs. By optimizing the overall supply chain structure, even if the fee is equal to the market average, the total cost can be reduced by about 10%-15%.
