We are a foreign trade company focusing on export of LED lighting products. Recently we have a batch of smart LED lamps to be shipped to the European Union. Our cooperating customs broker claimed that LED lamps belong to legal inspection commodities and commodity inspection is mandatory, but another peer said that China Customs adjusted the legal inspection catalog in 2026, and some lamp categories have been exempted from commodity inspection. Now we are stuck in the judgment of "whether inspection is mandatory": if we skip inspection, will the customs detain the goods directly after the goods arrive at the port?
If we conduct unnecessary inspection, the cost will rise sharply, since the inspection fee per container is not low. We want to know the specific 2026 export commodity inspection policy, how to quickly judge whether our product needs inspection, and what the complete compliance operation process is?

The 2026 export commodity inspection policy shall be dynamically determined in combination with the "Export Commodity Inspection Catalog" issued by the General Administration of Customs. The full-link deconstructed process is as follows:
I. Pre-document Review: Accurately Confirm Legal Inspection Attributes,First enter the product HS code (for example, the corresponding HS code for smart LED lamps is 94054000) in the customs "Commodity Pre-classification System",and check the regulatory condition code: if the code contains "M" (export commodity inspection),inspection is mandatory,if the code contains "N" (import commodity inspection),no inspection is required. Special attention shall be paid to the newly added 2026 clause of "exemption from inspection for some high value-added products" (such as new energy lamps),and the latest official customs announcements shall be checked for confirmation.
II. Core Node Connection: Coordination Between Commodity Inspection and Customs Declaration Process,Legal inspection commodities shall complete the three steps of "electronic declaration - on-site inspection - inspection replacement certificate" first: 1) Submit the electronic commodity inspection application on the "Single Window" 72 hours in advance, with supporting basic documents including commercial invoice and packing list attached,2) Ensure that package marks are consistent with the declaration content during on-site inspection (UN number shall be provided for dangerous goods when applicable),3) Exchange the inspection replacement certificate for customs release note before proceeding to the customs declaration procedure. If you declare to customs directly without completing commodity inspection, the system will automatically intercept the declaration and lead to declaration failure.
III. Exception Plan: Avoid the Chain Reaction of "Inspection Omission - Port Detention - Cargo Seizure",If customs declaration is completed but the commodity inspection fails (for example, product parameters do not meet requirements),you shall submit the supplementary inspection report (for example, entrust a third-party testing institution to issue a qualified certificate) within 24 hours. Failure to do so beyond the time limit will trigger dual penalties of "customs inspection + port demurrage". It is recommended to confirm the "release after inspection" arrangement with the logistics provider in advance (communicate with the shipping company in advance for reserved cabin space),to ensure all commodity inspection procedures are completed before the goods arrive at the port.
IV. Compliance Implementation: Closed-loop Management of Commodity Inspection,Tax Refund and Logistics,After completing commodity inspection, the "commodity inspection number" shall be noted in the remarks column of the customs declaration form,to ensure "four flows alignment" in subsequent export tax refund. Meanwhile, upload the scanned copy of the commodity inspection report to the E-port,to avoid tax refund delay caused by "inconsistent documents".

Chief Customs Declaration Expert: The information on customs declaration form and commodity inspection certificate must be 100% matched. For example, the "color temperature parameter" and "energy efficiency level" of the lamps shall be consistent with the content on the commodity inspection certificate.
It is recommended to complete "pre-classification entry" 3 working days in advance, to avoid repeated inspection operations caused by classification errors.。
