I am the person in charge of a small and medium-sized foreign trade factory in the Pearl River Delta. This year, we have just expanded new customer orders in Europe and Southeast Asia. Previously, we handled customs declaration and shipping on our own. Recently, due to insufficient manpower, we want to switch to import/export agency services.

During this period, we have consulted three or four companies, and their quotes differ by nearly double. Some quoted very low, saying they only charge a service fee of one thousandth of the goods value, while others charge a flat rate of one percent of the goods value. I am afraid that the low quotes have many hidden fees and will lead to random price increases later.

Also, I don't know whether the price in 2026 is reasonable or not, and whether there will be pitfalls. After all, our monthly order volume is not small. If the cost difference is large, we will lose a lot in a year. I want to ask what the actual level of import/export agency service prices is, how to judge the rationality of the price, and whether there is a way to control the overall cost?

The cost drawbacks of the traditional import/export agency model mostly come from quote splitting. The front end quotes a very low basic service fee to attract customers, and then collects hidden fees through various items such as documentation fees, port allocation fees, exchange rate differences, inspection assistance fees, etc. The final total cost is 12%-35% higher than the flat rate quoted openly. It is not uncommon for many small and medium-sized foreign trade enterprises to spend more than 100,000 yuan in a year because they did not sort out the fee items in the early stage.

For cost optimization,we can adjust through three clear paths: First, use the difference in tax refund rhythms of different ports to dilute costs,Second, combine real-time exchange rate fluctuations to hedge exchange rate differences,Third, use VAT deferral to reduce capital occupation costs. After these three optimizations are superimposed,it can help compliant enterprises reduce the overall import/export agency cost by about 15%.

The access threshold for adapting to such optimization schemes is not high, only requiring enterprises to achieve consistency in the four streams of goods rights, funds, documents, and invoices, and have no major trade violation records in the past three years. Most normally operating foreign trade enterprises meet the requirements.

We will conduct dynamic benefit ratio calculation based on your monthly order volume, main shipping ports, payment and collection cycles, and product categories, and provide you with a clear quotation range. All fee items will be clearly written into the service contract, locking in the entire link cost in advance, avoiding the risk of hidden price increases from the root. You can also choose a scheme that suits your own budget based on the calculation results.

The price review link of import/export agency directly affects the overall cost. If the declared price is lower than the price range of similar goods in the same period during customs price review, it will trigger price review disputes, requiring supplementary provision of a large number of transaction documents, and even resulting in demurrage and storage fees, increasing overall expenditure.

Regular agencies will compare your declared price with the customs' price database of the same period in advance, and adjust the declaration logic in advance to avoid additional costs caused by abnormal price review. If this part of the cost is not agreed in advance, many agencies will shift the demurrage and storage fees caused by abnormalities to the entrusting party. Therefore, before signing the contract, it is necessary to confirm the rules for bearing additional costs caused by abnormal price review to avoid unnecessary cost expenditure.

The logistics link of import/export agency is the core part of price fluctuation. The charges corresponding to different routes, shipping companies, and cabin classes vary greatly.

Many low-priced agencies will choose transshipment schemes with large price increase space, or deliberately compress free detention period and free container period, and subsequently charge high container detention fees and demurrage fees. Before signing the contract, it is necessary to clarify the details of the corresponding logistics scheme, including direct flight or transshipment choice, free detention and free container period days, and the party bearing the costs of port change and container rejection.

These details will directly affect the final total expenditure. Clarifying the rules in advance can avoid unnecessary price increases in the later stage, and also accurately estimate that the overall cost will not exceed the budget.

VAT deferral is an effective way to reduce the overall cost of import/export agency services, especially for foreign trade enterprises importing to Europe and Southeast Asia. Using VAT deferral can avoid paying value-added tax in advance during customs clearance, reduce the cost of capital occupation, and also reduce the agency's operating costs, ultimately reflecting in the service quotation by about 5%-8% lower.

It is necessary to confirm whether the agency has the VAT deferral operation qualification in the corresponding destination country. Not all agencies can operate compliantly.

Non-compliant operations will trigger tax inspections, resulting in higher penalty costs instead. Therefore, it is necessary to confirm the operation qualification in advance to avoid losing more due to small gains.

The exchange rate difference of cross-border payment and collection directly affects the actual cost of import/export agency services. Many agencies settle with a fixed exchange rate, and the exchange rate difference income during actual settlement belongs to the agency, which is actually a hidden cost. Regular and compliant agencies will fully return the exchange rate difference income to the entrusting party, or use the real-time settlement exchange rate for calculation, and will not retain the exchange rate difference income.

For orders of millions of US dollars, the exchange rate difference income can reach tens of thousands of RMB in a year, which is equivalent to directly reducing the overall agency cost. Before signing the contract, it is necessary to clarify the settlement rules of the exchange rate difference to avoid their own income being retained without reason.

The operational compliance of the export tax refund link directly affects the actual cost of import/export agency services. Once there are incomplete documents and abnormal letter investigation, it will lead to delayed or even unable to get tax refund, bringing additional cost losses to the enterprise.

Regular agencies will conduct pre-auditing of documents in advance, confirm the consistency of the four streams, and check the letter investigation risks in advance to ensure the tax refund arrives on time. The cost of this part of the operation will be included in the overall quotation.

Do not choose agencies with too low quotations that are not responsible for tax refund pre-auditing. The loss of tax refund failure is far higher than the agency service fee you save, which is not worth the loss.

The on-site inspection link of import/export customs clearance will also generate additional costs. Many low-priced agencies will not include the container unpacking fees and handling fees related to inspection in the initial quotation, and require the entrusting party to pay on site, which is a typical hidden price increase. Regular agencies will clearly list the routine fees that may be generated by inspection in the quotation in advance.

If it is a secondary inspection caused by declaration problems, they will also clarify the cost bearing rules in advance. Sorting out clearly in advance can avoid passivity when paying on site, and also accurately estimate the overall agency cost, so as not to have a situation where the final settlement exceeds the budget significantly.

The overall cost of import/export agency services is directly related to your supply chain structure. Different trade terms, order splitting methods, and inventory turnover strategies will affect the agency's operating costs, ultimately reflected in the quotation. You can adjust the order integration shipment method to reduce the unit cost of a single operation.

For example, integrating multiple small orders from the same port for shipment can reduce the unit agency cost by about 10%. You can calculate the overall cost accurately according to your annual order volume, adjust the shipment rhythm, which can effectively reduce the unit price and meet your overall budget requirements.
