I am a small factory manufacturing home goods, which secured its first foreign trade order with overseas clients this year. We do not want to apply for additional import and export operating rights, so we have found an agent to handle the entire export process.
Now we are in the declaration title stage, and the agent says either double-title or single-title declaration is available, leaving me totally confused. I heard from a neighboring factory owner that failing to do a double-title declaration will prevent export tax refund, while doing a double-title declaration may cause issues with title ownership.
The shipment cutoff is next week, and I am stuck at this step hesitant to finalize a plan. I want to figure out whether double-title declaration is mandatory for my situation, if there is a clear judgment standard, and what the consequences of improper operations will be.

The most common misconception in the industry is that all agency exports must use double-title declaration. Many small and medium-sized merchants new to agency exports are misled by this incorrect conclusion, changing businesses that do not require double-title to double-title,or converting businesses that should use double-title to single-title. Both improper operations will trigger a series of subsequent problems.
If a business requiring double-title declaration is done with single-title,inconsistencies will occur between the operating entity and actual title ownership,as well as the tax refund entity, leading to failure in customs system comparison, directly causing clearance delays, resulting in high demurrage fees, amendment fees, and even being marked as abnormal declaration by customs due to non-compliant declaration entities, affecting the enterprise's subsequent import and export credit level, and having negative impacts on future clearance speed and inspection rate. If a business that does not require double-title declaration is done with double-title,the export tax refund entity will be disordered, and the original cargo owner can handle tax refund by themselves, but it becomes the agent as the tax refund entity, not only adding intermediate process costs, but also may trigger compliance risks in capital flow and tax inspection.
The core judgment standard only depends on the tax refund entity ownership: If the tax refund is handled by the principal (the actual manufacturing factory or cargo owner) by themselves,double-title declaration is mandatory, with the operating entity filled as the agent and the shipping entity filled as the principal. If the tax refund is handled by the agent and then settled with the principal,or the principal does not need to handle tax refund by themselves,single-title declaration can be directly used.
The core of risk isolation is to clarify demands in advance, specify the declaration title method in the entrustment agreement when signing with the agent, and do not make temporary adjustments near the cutoff. If the declaration title has been wrong,as long as the goods have not been released, apply for deleting the declaration and re-declaring immediately, which can block subsequent abnormal risks, and this is the most direct and effective way to stop losses.

According to the 2026 Customs Integrated Clearance Declaration Rules, the core of the title declaration rules for agency exports matches the entity qualifications. If the agent has import and export operating rights and the principal does not, double-title declaration is not mandatory. Only when the principal needs to handle export tax refund by themselves and has completed the export tax refund record filing, is it necessary to reflect the double-title in the declaration link.
If the principal has not completed export tax refund record filing, or does not need tax refund, single-title declaration fully meets compliance requirements. Incorrect marking of title will lead to mismatch between customs declaration data and subsequent tax refund and foreign exchange collection data. Once captured by the customs risk control system, manual review will be triggered, extending the clearance time by 2-3 working days. For goods with high timeliness requirements such as fresh produce and urgent orders, the loss will be very large. Before declaration, the name and unified social credit code of the operating entity and shipping entity must be checked in advance to avoid subsequent abnormalities caused by text errors.

The requirements for title in the export tax refund link are very clear. To handle tax refund, it is necessary to ensure that the title on the customs declaration matches the tax refund entity and foreign exchange collection entity. If the principal handles tax refund by themselves, the principal must be reflected as the shipping entity in the double-title of the customs declaration; otherwise, when the tax authority conducts document verification, it will determine that the title and declaration entity are inconsistent, refuse to handle tax refund, and trigger tax refund inspection, including the enterprise in the key supervision list, and all export tax refund businesses will be strictly reviewed for at least 1-2 years.
If the agent handles the tax refund, the agent needs to use single-title, so that the tax refund process can be completed smoothly. Therefore, title selection must correspond to the tax refund plan in advance to avoid mismatch, otherwise subsequent supplementary certification and adjustment will be very troublesome, and the tax refund cycle will be extended by several months, affecting the enterprise's capital turnover.

The requirements for title in the foreign exchange collection and payment link match the customs declaration. If it is double-title declaration, foreign exchange collection can be directly collected by the principal, or collected by the agent on behalf and then transferred, as long as it corresponds to the real trade background, all meet compliance requirements.
If it is single-title declaration, generally the agent collects foreign exchange and then transfers to the principal, and the transfer time and exchange rate settlement method must be specified in the agency agreement in advance to avoid exchange difference losses. The Cross-Border Inter-Bank Payments System (CIPS) in 2026 has further tightened the comparison requirements for customs declaration entity information.
The payer of foreign exchange collection and payment and the operating/receiving entity information of the customs declaration must maintain logical consistency. Title mismatch will lead to normal entry of foreign exchange collection and payment, and the bank will list it as a pending verification account, requiring submission of a large number of supporting materials to lift the verification, delaying capital turnover.

Under double-title declaration, the title ownership must be clearly specified in the entrustment-agency agreement in advance. Generally, under double-title, the actual title ownership belongs to the principal, and the agent is only responsible for handling declaration procedures without having title disposal rights. As long as this is clearly specified in the agreement, title disputes will not occur.
Many merchants worry that double-title declaration may lead to title loss, but in fact, as long as the rights and obligations of both parties are specified in the agreement, and it is agreed that the agent is only entrusted to handle export procedures and does not enjoy title, this risk can be avoided. If it is single-title declaration, the title belongs to the agent before customs release, so it is necessary to clarify the time node of title transfer and the title disposal method in case of default, to avoid situations where the agent disposes of the goods without permission when the buyer refuses to pay.

Double-title declaration and single-title declaration have no essential difference in on-site inspection. The key points of inspection are whether the name, quantity and classification of goods match the declaration. The inspection rate will not be increased just because it is double-title declaration.
For double-title declaration, the entrustment-agency agreement needs to be provided for on-site inspection to prove the real trade background of agency exports. As long as the agreement text is prepared in advance, the inspection can be coordinated smoothly without delays.
If the declaration information does not match the actual trade background due to title errors, and the inspection finds that the operating entity and actual cargo owner are inconsistent, it will be identified as false declaration, with light penalties of amendment and fines, and heavy penalties of goods detention. Therefore, it is necessary to check the title information in advance and prepare corresponding supporting documents to facilitate quick coordination during inspection.

Double-title declaration will not generate additional tax costs, nor affect VAT payment and tax exemption and refund qualifications. As long as the entities match, the tax costs of the two title modes are consistent. If it is cross-border B2B direct export, the principal is a domestic manufacturing enterprise, handles export tax refund by themselves, and double-title declaration can enjoy domestic export tax refund policies, and the corresponding tax incentives will not be affected if it meets the high-tech enterprise qualifications.
If the agent handles the tax refund, double-title declaration will instead lead to tax entity disorder, triggering related transaction inspection by the tax authority. Therefore, it is necessary to select the corresponding title according to one's own tax arrangement, not blindly follow double-title declaration, to avoid triggering unnecessary tax inspection and increasing the enterprise's compliance management costs.
