Reliable sourcing and import agency services.
I run an industrial and trading company that produces outdoor home products. Recently, I have received three bulk purchase orders from Southeast Asia in a row. Previously, I have been exporting goods through an entrusted agency company, which deducts 3 percentage points of agency fee for each order.
After calculation, these orders directly take away nearly 140,000 yuan of my profit. Last week, I tried to submit applications twice on the Government Services Network by myself, but both were rejected due to mismatched material information.
Now I am afraid of making mistakes again that will delay the delivery window of the orders, and I have no idea what additional procedures need to be completed after obtaining the qualification to normally proceed with the processes of independent customs declaration, overseas foreign exchange collection and tax rebate. I want to ask how to successfully apply for import and export operation rights, and what all details need to be paid attention to?

If not,go to the Administration for Market Regulation to complete the business scope change first,to ensure that all submitted main entity information of the qualification is completely consistent later. For the core node connection part, the whole process can be completed online in 2026. First submit the Record-filing for Foreign Trade Operators on the unified platform of the Ministry of Commerce business system, simultaneously submit the Record-filing for Consignors and Consignees of Import and Export Goods on the International Trade Single Window, then go through the Electronic Port identity authentication and the Registration in the List of Enterprises Engaged in Trade Foreign Exchange Receipts and Payments in sequence. The whole process can be completed in as fast as 3 working days.
For the abnormal contingency part,if you encounter the situation of asynchronous cross-departmental system information after submission, directly contact the commerce commission window of the registered place for manual verification,do not repeatedly submit applications to avoid temporary locking of the system account. Do not miss the foreign exchange list registration, otherwise the subsequent overseas payment will be directly intercepted by the bank and cannot be released. Finally confirm that all filed information including the Unified Social Credit Code, enterprise name and registered address are completely consistent,to avoid information comparison abnormality in the subsequent export tax rebate audit, and successfully complete the compliance implementation.

After the completion of the Record-filing for Consignors and Consignees of Import and Export Goods, the customs system will automatically synchronize the enterprise credit rating as general credit enterprise.
During the first customs declaration later, make sure that the consignor and consignee name on the customs declaration form is completely consistent with the filing information, do not use abbreviations arbitrarily, otherwise it will trigger the system logic verification error and lead to the failure of document submission. If you need to apply for Class A Advanced Certified Enterprise later, you can submit the credit upgrade application after 3 months of the first export, to reduce the subsequent customs inspection rate.

After all qualifications are processed, you can directly apply for export tax rebate filing. For goods that meet the conditions and are declared for export, you can enjoy the VAT deferral policy, which means you do not need to prepay the corresponding value-added tax, greatly reducing the working capital occupation of the enterprise.
Please note that three types of vouchers including the input invoice from the purchasing end, export customs declaration form and sales contract shall be properly kept, so that they can be quickly submitted for verification during the subsequent tax bureau audit, and the situation that the tax rebate is suspended for more than 6 months and cannot be received will not occur.

After completing the Registration in the List of Enterprises Engaged in Trade Foreign Exchange Receipts and Payments, you shall complete the filing of the cross-border foreign exchange collection account at the account opening bank.
All subsequent overseas remittances shall correspond to the customs declaration amount of each order, and the deviation between the large foreign exchange collection amount and the customs declaration amount shall not exceed 5%, otherwise it will trigger the bank's SWIFT message verification, requiring the enterprise to provide a full set of trade vouchers for corroboration. Using the Cross-border Interbank Payment System (CIPS) for RMB cross-border payment later can further reduce the exchange difference loss.

Before officially carrying out the export tax rebate operation, you need to build a document filing ledger, to ensure the complete four-way alignment of goods flow, capital flow, invoice flow and contract flow. The sea way bill, packing list and transportation documents corresponding to each export business shall be kept for at least 10 years for future reference.
The information verification abnormality popped up by the system in the pre-declaration stage shall be corrected immediately, do not adjust it after the formal declaration is completed, so as to avoid the problem of failing to pass the tax rebate audit.

After obtaining the import and export operation rights, you can simultaneously apply for customs intellectual property protection filing. The appearance design patents of the self-exported outdoor home products can be directly registered in the customs system, to avoid the situation that your own goods are involved in inspection due to the interception of counterfeit goods at the port export later, which will delay the sailing schedule.
When signing contracts with overseas purchasers later, the rights and responsibilities of intellectual property shall be clearly specified in the clauses, to avoid cross-border infringement disputes.

When arranging the port inspection for the first independent export, confirm in advance that the submitted declaration elements are completely matched with the actual parameters of the goods, do not misreport the material, function and HS Code of the products arbitrarily.
When an abnormal alarm appears during the machine inspection, do not directly arrange for cargo unpacking. First contact the on-site customs officer to check the declaration information, adjust the parameters and then re-pass the machine, which can save at least 2 to 3 days of inspection waiting time, and will not generate additional unpacking fees.

After the import and export operation rights qualification takes effect, when arranging international logistics booking later, you can sign contracts directly with shipping companies in the name of your own enterprise, to get a contract rate 3% to 5% lower than that for ordinary cargo owners, greatly reducing the sea freight cost. Later, you can give priority to direct sailing routes, where the shipper on the bill of lading directly shows the name of your own enterprise, so that you can fully control the cargo ownership, there is no risk that the agency detains the bill of lading, and the cargo owner can independently decide subsequent operations such as port change and goods return.
