I am the procurement lead of a small and medium-sized electronic manufacturing enterprise based in Shenzhen. We import industrial connectors of different models from Southeast Asia and Europe every month. We previously purchased goods from traders, and recently we plan to import directly from overseas original manufacturers to greatly reduce procurement costs.

I consulted several import practitioners in the past two days: some said we need to hire two agencies respectively for customs declaration and logistics, others said we also need agencies for foreign exchange settlement and tax refund, adding up to 3 or 4 agencies in total, and I am completely confused now. Last week, we tested a small batch of goods, and wrong information transmission among multiple agencies led to 7 days of delayed customs clearance, and we paid a large amount of liquidated damages to our manufacturing plant.

I want to get clear answers: how many agencies are actually required for imported connector import? What is the exact division of work among different agencies? For an enterprise with a monthly import volume of about 100 tons, what is the most cost-effective agency configuration solution?

A common misunderstanding in the industry concerning the number of agencies for imported connector import is that people believe a separate agency is required for every single link, and some even hold the view that more agencies bring more professional services. In fact, for most conventional import scenarios of imported connectors, there is no need to split services to too many agencies. Connectors are ordinary electronic components that do not belong to special regulated commodities,so no separate special agency is needed. More split links lead to larger information gaps and more ambiguous rights and responsibilities.

If you blindly assign work to multiple separate agencies, information transmission misalignment will easily occur. For example, the customs declaration agency is not notified of the advance port arrival notice from the logistics side, and the foreign exchange agency fails to synchronize the payment node to both the original manufacturer and the freight forwarder. In minor cases,it will generate port demurrage and container detention fees ranging from thousands to tens of thousands of RMB,in severe cases, inconsistent declaration information will lead to customs container detention, trigger compliance audits, and even damage the enterprise's import and export credit rating, making all subsequent import shipments subject to intensified customs inspection.

The core measure for physical risk isolation is to combine agencies for similar links, that is,entrust one qualified full-link agency to handle all regular import links including customs declaration, logistics and foreign exchange settlement,to reduce docking nodes from the source and avoid errors in information transmission.

Exclusive risk control tip: If you have already assigned work to multiple separate agencies, you shall immediately designate one sole responsible person for unified docking, synchronize all node information to relevant parties, and check operation progress once per day. For small and medium-sized manufacturing enterprises with monthly import volume below 200 tons,1 to 2 full-link agencies are sufficient to meet business demands, and the maximum number of agencies shall not exceed 3. This configuration can guarantee professional services, cut unnecessary intermediate docking costs, and effectively avoid compliance risks.

Imported connectors are zero-tariff or low-tariff electronic components, and in most cases there is no need to hire a separate customs declaration agency. If the imported connector is equipped with an integrated circuit module, the commodity code classification shall be confirmed in advance.

If multiple agencies handle classification and declaration separately, inconsistent classification results will easily occur and trigger price verification disputes from customs. To address classification discrepancies, the product manual and function description documents provided by the original manufacturer shall be submitted in advance, and one single agency shall complete the pre-classification work to confirm the commodity code is correct before formal declaration.

If price verification dispute has already occurred, you shall sort out the import declaration records of the same product in the latest three months, and provide original manufacturer invoices and payment vouchers to prove the authenticity of the declared price, avoiding customs detention caused by price questioning. When multiple agencies are involved in the import process, all declaration-related documents shall be collected to a unified point, to prevent different agencies from providing different versions of documents that arouse customs suspicion.

For the logistics link of imported connectors, whether to hire a separate logistics agency depends on the cargo volume and transportation mode. For full container load import, the logistics service can be arranged by the full-link agency together with other procedures. For less than container load or bulk cargo, most full-link agencies can also arrange both overseas and domestic segments of logistics.

If you assign work to a separate logistics agency, the responsible party for free storage period and container detention fees shall be clarified in advance. When multiple agencies are involved, responsibility shifting will easily happen: for example, if the shipping line delivers the cargo earlier than scheduled, the logistics agency fails to notify the customs declaration agency, and no party will take the responsibility of the generated container detention fees. For clients with stable monthly import volume, a long-term agreement can be signed with the shipping line to lock 14 days of free storage period, and all logistics change information shall be synchronized to all docking parties to avoid extra costs caused by information lag.

If imported connectors are used for manufacturing finished products that will be exported domestically, enterprises can apply for VAT deferral. If multiple separate agencies are assigned for different links, information asymmetry between the tax agency and the customs declaration agency will easily lead to missed deferral application window, and cause unnecessary capital occupation.

Under the traditional mode where customs declaration and tax affairs are handled by separate agencies, the transmission of tax bill information takes 1 to 3 days, which reduces the efficiency of deferral processing. At present, tax related matters can be packaged to the full-link agency, which can complete the deferral operation directly in the customs declaration process to reduce capital occupation cost.

For connectors imported from the EU, enterprises can enjoy the EU VAT deferral policy; for connectors imported from RCEP member countries, enterprises can enjoy the agreed tariff preferential treatment. The certificate of origin shall be prepared in advance, and the agency shall verify the information on the certificate of origin to make sure it meets the requirements for enjoying preferential policies, to avoid paying extra unnecessary tariffs.

For the external foreign exchange payment link of imported connectors, there is no need to hire a separate payment agency, as most full-link agencies can provide compliant foreign exchange receipt and payment services. If a separate payment agency is assigned, you shall make sure the payment information is consistent with the customs declaration form information to avoid foreign exchange receipt and payment compliance abnormalities. At present, CIPS RMB cross-border payment can be adopted, which does not need third-party transit, features fast arrival speed and low service charge.

When multiple agencies are involved, you shall make sure the consignee information on the foreign exchange payment document is consistent with that on the customs declaration form, to avoid foreign exchange receipt and payment suspense accounts that damage the enterprise's foreign exchange registration list rating. For small and medium-sized import enterprises, the agency can complete foreign exchange settlement and account balancing operations, to make sure the receipt and payment data match the customs declaration data, preventing the enterprise from being listed as a key verification target by the foreign exchange administration authority.

When multiple agencies are involved in the imported connector import process, the rights and responsibilities scope of each agency shall be clarified and written into the service agreement, to avoid responsibility shifting after problems occur. For intellectual property related issues, imported connectors shall be attached with the brand authorization document from the original manufacturer, and the authorization document shall be submitted to the customs declaration agency for record filing, to avoid customs detention of the goods which is identified as infringing goods.

If multiple agencies are employed, a non-disclosure clause shall be specified in the agreement to prevent the procurement price and cooperation information of the original manufacturer from being leaked, which will cause dissatisfaction of the original manufacturer. Meanwhile, the liability for breach of contract shall be clarified: all losses caused by wrong information transmission of the corresponding agency shall be borne by that agency, to prevent the enterprise from undertaking unnecessary losses.

When imported connectors are subject to customs inspection, if multiple agencies are involved, no one will be arranged to follow up on site easily, which leads to inspection delay and generates extra costs. Before the inspection, the original manufacturer invoice, packing list and product manual shall be prepared in advance, and one single agency shall arrange staff to cooperate with the inspection on site.

If sample submission for identification is required, the sample extraction requirements shall be confirmed in advance, to avoid wrong identification results caused by non-compliant sampling that affect customs clearance. When multiple agencies are involved, a specially assigned person for inspection docking shall be designated in advance, and all documents shall be prepared and stored in a unified place, to avoid different agencies looking for documents separately that delay inspection progress and cause unnecessary customs clearance delays.

The configuration of agency quantity for imported connector import shall be determined in combination with annual import volume, procurement mode and inventory turnover demand. For large enterprises with annual import volume exceeding 1000 tons, 2 to 3 agencies can be assigned separately to handle import businesses of different producing areas to disperse risks. For small and medium-sized enterprises with annual import volume below 200 tons, only 1 full-link agency is enough to reduce docking cost.

If JIT production mode is adopted, the assigned agency shall have fast customs clearance capability. The response speed of single agency docking is far faster than that of multi-agency docking, which can better meet the delivery requirement of JIT and avoid production shutdown caused by material shortage. The agency configuration can be adjusted according to the quarterly import volume change instead of being fixed, to flexibly adapt to business demands.

Most imported connectors are anti-static electronic components, which do not need special dangerous goods packaging, so no separate special packaging agency is required. For sea transportation, it is only necessary to adopt moisture-proof and anti-static packaging. If multiple agencies are involved, the packaging requirements may not be delivered in place, leading to non-compliant packaging that causes goods damage due to moisture, or chip damage caused by electrostatic discharge during container unstuffing.

The packaging of conventional imported connectors only needs to meet international transportation standards, with anti-static foam for buffering and outer moisture-proof film. Only when the imported connector is equipped with a battery module, UN dangerous goods packaging is required, and separate packaging compliance verification is needed at this time, which can be handled by the full-link agency without hiring an extra agency.
