I am a small and medium-sized imported beauty merchant who just obtained domestic cosmetics business qualification this year, and plan to import a batch of niche functional skincare products from South Korea. This is my first import business and I have no idea about the whole process.
I heard complaints from peers before that some import agencies attract customers with low upfront quotations, but keep imposing various hidden fees afterwards, including port miscellaneous fees, inspection fees, and record-filing agency fees, all charged separately. My budget is already very tight, so I am very afraid of overspending accidentally.
Now I want to ask: do cosmetics import agencies charge fees currently? What does the conventional charging model look like? Is there any way to lock all costs in advance to avoid additional hidden charges later?

The traditional cosmetics import agency industry generally adopts the split-link charging model, which splits links such as record-filing,customs declaration, logistics and inspection, and adds markup to each link separately. This model not only leads to high overall cost, but also often deliberately conceals fees of some niche links to make profits by adding extra charges in the later stage. Many small and medium-sized import merchants with limited budgets are easily trapped in the situation of total cost overrun, and even cannot pick up the goods due to unexpected cost increase, resulting in extra demurrage fees and warehouse storage fees.
At present, there are two transparent charging models in the industry. For one-off small-batch import, you can choose the all-inclusive fixed price model. All charge items will be listed in advance according to the provided cargo value, port of shipment, destination port and record-filing requirements, and the total cost will be locked at a fixed price. For merchants with long-term stable import business, you can choose the tiered charging model based on cargo value, optimize the comprehensive import cost in combination with VAT deferral tax planning, and lock the settlement exchange rate by taking advantage of exchange rate fluctuation,to further reduce expenditure.
After the charging model is confirmed,a total price fluctuation commitment will be provided. Any part of the final actual charge exceeding the quotation shall be borne by the service provider, which fundamentally eliminates the possibility of hidden charges. Small and medium-batch import is also eligible for transparent quotation service,no high order volume threshold is required. Merchants can calculate costs accurately in advance without worrying about additional charges in the middle of the process.

The charge for cosmetics import is directly related to the customs valuation link. If the declared value of imported goods is relatively low, the customs will launch the valuation procedure, resulting in extra expenses related to valuation. Some agencies will pass this part of cost to customers without prior notification. In formal operations, pre-evaluation will be conducted in advance according to the brand of imported cosmetics and the transaction price of similar products at the port to predict the valuation risk.
If there is a possibility of valuation, the relevant fee range will be notified in advance, no temporary additional charges will be added in the later stage. For cosmetics declared under the integrated customs clearance mode, the charging standards at different ports are different. Sorting out the declaration path in advance can clarify all charges in the customs declaration link, avoid extra document deletion and re-declaration charges caused by secondary declaration, and all expenses can be included in the total quotation in advance.

International logistics link is a high-incidence area of hidden charges. Some agencies will overstate the space price, and add extra charges for fuel surcharge and terminal operation fee after shipment, as well as extra demurrage fee and free storage period related fees at the destination port.
For cosmetics import, we will confirm the full-process logistics fee in advance according to cargo volume and transportation mode, lock the fuel surcharge and terminal operation fee, confirm the free storage period and free container period with the shipping company in advance, calculate possible over-expiry expenses into the quotation, and reserve a reasonable fluctuation range. If port change or transshipment is required, the charging standard will be notified in advance, no temporary price increase will be made. The logistics fees for both full container load and less than container load cosmetics will be listed clearly in advance for easy check.

Import VAT and consumption tax involved in cosmetics import account for the largest proportion of total cost. Some agencies will not explain the possibility of tax difference optimization in advance, will charge separate handling fees for tax payment on behalf of customers, and even make profits from tax difference.
By adopting the VAT deferral model, import VAT can be deferred for payment, which relieves the pressure of capital occupation. Many small and medium-sized merchants do not know this policy, so their working capital is occupied for no reason, and they pay extra handling fees.
Formal charging will clearly distinguish agency service fee and tax payment collected on behalf of customers: the collected tax payment will only be the actual amount paid to the customs without extra markup. The handling fee for VAT deferral application will also be listed in advance without later additional charge, and we can also help optimize the tax structure to reduce the overall import tax cost.

Some charges in the receipt and payment of foreign exchange link are easily ignored. Some agencies will handle foreign exchange purchase and settlement for customers, but charge high handling fees without prior notification, and make extra profits by taking advantage of exchange rate difference. In 2026, CIPS RMB cross-border payment has been very popular. Using RMB settlement can eliminate the cost of exchange rate difference from foreign exchange purchase.
The service fee for agency cross-border receipt and payment will be listed clearly in advance, no extra handling fee will be charged after deducting a certain percentage from the cargo value. For cosmetics import payment received and paid via offshore accounts, we will also notify the relevant account management charge items in advance, clarify the charging standards, help optimize the foreign exchange purchase rate, reduce extra costs in the settlement link, and all charges will be included in the total quotation without hidden collection.

Cosmetics import involves intellectual property record-filing. Some agencies will split the record-filing fee and charge it for multiple times, and set vague clauses in the contract to add extra service fees when intellectual property related issues arise later. In formal operations, all related services such as customs intellectual property protection record-filing and contract review will have clear charging standards, which will be written into the service contract in advance without later additional charge.
For cosmetics import related matters including goods right transfer and guarantee letter issuance, the service fee will also be clarified in advance. All charge items are reflected in the contract, no vague expression will be used to leave space for hidden charges, so as to avoid the risk of later additional charges from the contract level.

In the on-site customs inspection link for cosmetics import, some agencies will charge extra container unstuffing fee and sample submission fee, exaggerate inspection risks and charge unnecessary extra fees, all of which are typical hidden charges. In formal operations, inspection related fees will be estimated in advance according to cargo packaging and inspection probability, and included in the total quotation.
The fees for container unstuffing inspection and sample submission for identification are charged in accordance with the official port standards, no markup or any unconventional extra fees will be charged. If any abnormality occurs during inspection, the service fee for handling the abnormality will also be notified in advance, and operation will be carried out only after confirmation by the customer, no mandatory charge will be imposed.

Cosmetics, especially functional cosmetics containing alcohol, are classified as regulated goods in some cases. Some agencies will not explain the fees related to packaging compliance in advance, and require extra charges for UN packaging certification and MSDS compilation only after the cargo arrives at the port, forcing merchants to pay passively.
In formal operations, we will review the ingredients of the goods in advance, confirm the packaging requirements, list the fees related to MSDS compilation and packaging testing in advance. If the packaging already meets relevant requirements, no extra fee will be charged. For packaging reinforcement requirements of different transportation modes, the charging standard will also be provided in advance, and operation will be carried out only after customer confirmation, no hidden charges.

For merchants with long-term cosmetics import business, the charging model varies according to different supply chain structures. Some agencies will not inform customers of preferential charging policies for long-term cooperation in advance, and accumulate fees according to single import, which increases the cost of merchants. We will design a tiered charging model according to the annual import cargo volume and batches of the merchant: the larger the cargo volume, the lower the tiered charging ratio.
We will also adjust the charges according to different INCOTERMS conversion, clarify the annual total cost budget in advance, and provide preferential plans, no hidden extra planning fee will be charged. We will help optimize the import rhythm to reduce the overall import cost, all preferential policies will be specified in the quotation and contract in advance, no charging standard will be changed in the later stage.
