I am the head of a foreign trade enterprise engaged in the export of light industrial products, mainly exporting to Southeast Asia and Europe, with 20 to 30 shipments per month. We used to handle customs declaration on our own, and recently plan to entrust professional customs brokers due to the increase in order volume.

However, I have no idea about the charging standards of export customs brokerage services at all. I heard from peers that some charge per shipment, some charge proportionally to the cargo value, and some will add extra fees such as inspection fees, urgent handling fees and so on.

I am particularly worried about being ripped off, such as possible hidden consumption, large differences in charges between different ports, and whether there will be different charges for our general cargo and a small number of fragile goods. I want to know how export customs brokerage services are charged, what items are included, whether there is a unified charging specification, and how to judge whether the charges are reasonable.

There is no unified pricing for export customs brokerage services. The mainstream charging models in the 2026 market are divided into three categories: per-shipment billing, proportional billing based on cargo value, and all-inclusive package price, which are applicable to different business scenarios.

Per-shipment billing is usually applicable to small-batch,high-frequency orders. The basic fee covers core services such as document review, customs declaration form submission, and customs inspection assistance, with a per-shipment fee ranging from 300 to 800 yuan. Additional fees will be charged for urgent handling,cross-regional ports and other situations. Proportional billing based on cargo value is mostly for large-value orders, with the proportion generally between 0.1% and 0.3%,and the minimum charge no less than 200 yuan, which is suitable for high-value cargo.

Hidden consumption needs to be guarded against: Formal brokers will clearly list all charging items before signing the contract, including inspection fees, manifest fees, courier fees and so on. Some non-standard brokers will split conventional services to charge separately.

The reasonableness of charges can be judged from three dimensions: Compare quotations from more than 3 local brokers to confirm whether the service scope matches,Check whether there is an officially publicized charging standard,Negotiate package discounts based on your own order volume. Enterprises with a monthly order volume of more than 20 shipments can get a discount of about 20%.

In addition, after the reform of integrated customs clearance in 2026,the difference in charges for cross-port customs declaration has been greatly reduced. The charge gap between different ports in the same city is no more than 100 yuan. For fragile goods requiring special reinforced packaging, only additional packaging material fees are charged, and no additional customs brokerage service fee is added.

For disputes over customs brokerage charges, first of all, the hidden costs in the price review link should be clarified. The 2026 customs price review system has achieved national networking.

If the declared price of the customs declaration form deviates from the average price in the customs database by more than 10%, a price review query will be triggered. At this time, the broker needs to provide transaction price certificates, supplementary explanations of trade contracts and other materials.

This part of the service usually charges additional fees. Some brokers include it in the basic charge, while others charge separately, with the fee ranging from 300 to 800 yuan.

In addition, the handling fees for abnormal situations such as declaration deletion and re-submission, secondary declaration should be clearly agreed before signing the contract, generally charged at 500 to 1500 yuan per shipment. If customs investigation and assistance are involved, the fee will be further increased.

For special businesses such as export return, port change, and trade term change, the fee will be calculated separately based on the actual workload. It is recommended to clarify the charging standards for abnormal situations in the contract to avoid subsequent disputes.

It should also be noted that some brokers provide pre-declaration verification services to check errors in customs declaration forms in advance and reduce the risk of declaration deletion. This part of the service is a value-added service, and whether it is charged needs to be confirmed in advance, generally 200 to 500 yuan per shipment.

Customs brokerage charges are highly bound to international logistics routes. The global shipping space shortage has eased in 2026, but logistics surcharges for different routes will still affect the overall quotation of customs brokers.

For example, for goods exported to Europe via China-Europe Railway Express, the customs brokerage fee is about 20% lower than that of sea freight, because the document process of the railway express is simpler, and there is no need to submit complex materials such as ocean bills of lading.

In addition, the application service for free storage period and free demurrage period is a value-added service of customs brokers. Some brokers provide it for free, while some charge a service fee of 50 to 200 yuan.

If the goods need to change ports or containers, the customs broker needs to update the customs declaration information and modify the manifest data simultaneously. This part of the fee will be charged according to the actual operation volume, generally ranging from 300 to 1000 yuan.

In terms of cargo right control, services such as bill of lading endorsement and telex release application provided by brokers are usually included in the basic charge.

However, if it involves complex scenarios such as third-party cargo right transfer and cross-company cargo right transfer, additional handling fees may be charged. It is recommended to clarify the service scope before signing the contract to avoid additional expenses.

Customs brokerage charges are directly related to cross-border tax planning. The VAT deferment policy has been fully implemented in the EU in 2026.

If customers choose to use the VAT deferment service, the customs brokerage fee will be adjusted accordingly, because additional processing of VAT declaration related documents and submission of deferment filing materials to EU customs are required. Generally, the additional charge for VAT deferment service is 100 to 300 yuan per shipment.

In addition, the review service for cross-border related transaction pricing is a value-added service. Brokers will assist customers in preparing related transaction documents and providing pricing reasonableness explanations to avoid tax queries during customs price review.

The charge for this part of the service ranges from 500 to 1500 yuan. If customers need BEPS risk investigation, brokers will provide special consulting services, which are charged by project, generally between 3000 and 8000 yuan.

It should also be noted that if the declaration service for non-resident enterprise withholding tax is handled by the customs broker together, additional fees will be charged. It is recommended that customers clarify their tax needs in advance and negotiate preferential prices for packaged services with the broker.

Customs brokerage charges are directly linked to cross-border payment and receipt compliance. The CIPS RMB cross-border payment system has covered more than 90% of global trading partners in 2026.

If customers choose to use RMB for settlement, the customs brokerage fee will be 5% to 10% lower than that of US dollar settlement, because the document process for RMB settlement is simpler, and there is no need to submit traditional materials such as foreign exchange verification forms.

In addition, services such as SWIFT message analysis and offshore account management are value-added services. Brokers will assist customers in reviewing payment and receipt documents and checking compliance risks to ensure compliance with foreign exchange management regulations.

The charge for this part of the service ranges from 200 to 500 yuan per shipment. If customers need foreign exchange settlement and exchange rate optimization, brokers will provide special services, which are charged at 0.05% to 0.1% of the transaction amount, with a minimum charge of no less than 200 yuan.

It should also be noted that some brokers provide supporting services for foreign exchange receipt verification, which are included in the basic charge.

However, if it involves cross-month declaration and abnormal foreign exchange receipt handling, an additional fee of 300 to 800 yuan will be charged. It is recommended to clarify the service scope before signing the contract to avoid hidden consumption.

Customs brokerage charges are related to the macro supply chain architecture design. The global trade pattern has changed in 2026. If customers need to optimize the supply chain layout, such as transferring production bases to Southeast Asia, the customs brokerage fee will be adjusted according to the new trade route.

For example, the customs brokerage fee for exports from Southeast Asia to Europe is 10% to 15% lower than that from domestic exports, because the customs clearance process in Southeast Asia is simpler.

In addition, the conversion service for CIF/FOB trade terms is a value-added service. Brokers will assist customers in adjusting trade terms, updating customs declaration information, and recalculating costs.

The charge for this part of the service ranges from 200 to 500 yuan per shipment. If customers need to design inventory linkage strategies and cross-border supply chain risk assessment, brokers will provide special consulting services, which are charged by project, generally between 3000 and 8000 yuan.

It should also be noted that some brokers provide supporting services for international trade structure design, which are included in the packaged services.

However, if it involves complex supply chain optimization schemes and cross-regional trade layout planning, additional fees will be charged. It is recommended to confirm the service scope and charging standard with the broker in advance to achieve the optimal cost.
