I operate a domestic private label snack food business, and plan to mass export our flagship product, Czech Bear Beer, to local distributors in the Czech Republic, Europe this year. We have been focusing on domestic sales previously and have never handled export business before.

We have contacted several small agents and their quotations vary greatly. I also heard that a peer in the industry had goods detained by customs due to unqualified documents, waited for more than half a year for tax rebate without success, and incurred tens of thousands of yuan in additional port demurrage charges, so I am very uncertain now.

I do not know what the whole process of agent export is like, what materials need to be prepared in advance, how to avoid common pitfalls. I also want to clarify how to calculate the cost and whether the tax rebate can be received on time, and learn about the specific operation of agent export services.

We will break down the operation arrangements for Czech Bear product agency export from full-process nodes. The first step is pre-document review. We will check the food inspection and quarantine certificate, certificate of origin, qualification documents of the manufacturing factory of the export products,as well as the CE certification and food contact material safety test report required by the EU in advance. We will also verify the import qualification of local Czech distributors, and screen out problems of document inconsistency and missing in advance,so as to avoid being stuck in customs declaration at the port of departure and failure to clear customs after arrival.

Next is core node connection. After completing the document review,we will simultaneously coordinate domestic customs declaration, space booking, commodity inspection application. After the domestic trailer transport and customs declaration are completed,we will synchronize the bill of lading information and electronic customs declaration data to the overseas customs clearance contact person at the first time, and pre-declare the manifest information to the Czech customs in advance,so as to shorten the customs clearance waiting time after arrival and avoid unnecessary port demurrage charges.

We prepare corresponding contingency plans for common abnormal situations in advance. For issues such as document correction, customs inspection and label rectification,we will reserve a 3-day buffer time in advance, and arrange pre-inspection of labels at the domestic port of departure. Unqualified labels will be rectified directly in China,so as to avoid high labor and storage costs caused by rectification after arrival at the port.

The last step is compliant implementation. After the goods are cleared,we will sort out the full set of tax rebate documents within 15 working days after the completion of foreign exchange collection, and submit them to the tax authority. We will follow up the entire letter verification process to ensure that the tax rebate is received on time. All nodes in the whole process have dedicated personnel to synchronize the progress,so you do not need to contact multiple departments, and only need to communicate with one exclusive project specialist.

For food products exported to the Czech Republic, you need to prepare the product procurement contract, ex-factory price details and domestic sales records in advance during the customs valuation link, to prove that the declared price meets the requirements of the actual transaction price, and avoid being judged by the customs as having a low price and triggering the valuation procedure. In case of valuation disputes, you need to submit complete price certification materials within 10 working days to cooperate with the customs to complete price consultation.

Under the integrated customs clearance mode, the pre-valuation result of the domestic port of departure can be applied to other ports across the country without repeated declaration. In case of pending account or order rejection, you can correct the document information at the first time to quickly delete the original declaration and re-declare, which will not affect the overall shipping schedule.

For full container load goods exported to the Czech Republic, priority is given to direct routes transiting in Hamburg, with the voyage controlled at about 32 days. The free storage period at the transit port can be extended to 7 days upon application. In case of space overbooking and container rolling, 2 spare spaces can be reserved in advance, which will not delay the delivery time.

For less than container load goods, try to book space 10 days in advance to avoid the increase of LCL freight in peak season. After container detention fee is incurred, you can apply to the shipping company for a reduction of about 1/3 of the fee with the booking agreement. After the bill of lading is issued, check the goods description and shipping mark information at the first time, and modify the bill of lading directly if there is any error to avoid obstruction of customs clearance.

For exports to the Czech Republic, you can apply for EU VAT deferral, so you do not need to pay VAT in advance at the time of customs clearance, and can deduct it when making quarterly tax declaration, which can effectively revitalize cash flow and reduce capital occupation cost.

If you export through an agent, you need to sort out the transaction structure in advance to avoid unreasonable pricing of cross-border related transactions, which will trigger BEPS anti-avoidance investigation. Relevant taxes and fees for non-resident enterprises can be planned in advance to reduce the overall tax cost and ensure that the revenue meets expectations.

For export foreign exchange collection, you can choose CIPS RMB cross-border payment, which does not need to go through third-party transfer. The arrival speed is 1-2 working days faster than SWIFT, and the handling fee is also lower.

The settlement exchange rate can be locked in advance to avoid losses caused by exchange rate fluctuation. The foreign exchange settlement and account reconciliation for agency export need to ensure the authenticity of the transaction background.

All receipt and payment information must match the customs declaration and contract information, so there will be no abnormal verification by the State Administration of Foreign Exchange. The fund transfer of offshore accounts also complies with the latest compliance requirements.

When signing an export contract with a Czech distributor, you need to focus on checking soft clauses of the letter of credit, such as clauses requiring the inspection certificate issued by the buyer for negotiation, which need to be revised before signing. The force majeure clause should clearly cover port congestion, logistics delay, policy change and other situations to provide a guarantee.

For transfer of goods ownership, you need to clarify the bill of lading endorsement process, and require the other party to issue a bank guarantee to avoid non-payment after receiving goods. At the same time, you can complete the intellectual property customs filing in advance to avoid product counterfeiting and infringement.

During the domestic export food inspection link, you need to prepare the seal, product inspection report, packing list and contract in advance. The authenticity of the seal needs to be checked in advance to avoid time delay caused by seal damage and re-sealing.

During the unstuffing inspection, try to place the products with the shipping mark facing outward to facilitate customs inspection. Sort out the goods in advance before machine inspection to avoid mixed placement of goods triggering manual inspection.

After receiving the inspection notice, interpret the requirements at the first time. For products that need to be sent for inspection and identification, prepare the manufacturer's test report in advance to shorten the testing process.

Czech Bear Beer is a liquid fragile product, so the packaging needs to be moisture-proof and reinforced, with moisture-proof buffer wooden plates padded at the bottom, and EPE buffer materials added between bottles to avoid breakage caused by bumps during transportation. Export food packaging must comply with EU safety standards for food contact materials.

MSDS must be prepared in accordance with the latest EU requirements, with all ingredient information clearly marked. Wooden packaging must undergo IPPC fumigation treatment and be affixed with a fumigation mark to avoid being required by the customs to destroy the packaging after arrival, which will incur additional costs and delays.

Agency export tax rebate requires consistency of four streams, that is, the information of contract stream, goods stream, fund stream and invoice stream are completely matched, so as to avoid triggering tax letter verification. Sort out the purchase contract, export goods packing list, export goods transport documents, customs declaration form and export invoice in advance, and complete the document filing.

Conduct verification in time after the completion of foreign exchange collection. Complete data verification in advance during pre-declaration, and modify errors in time when found.

Cross-month declaration can also be operated normally, which will not affect the tax rebate progress. As long as the operation is compliant, the tax rebate will be received on time.

If you export to the Czech Republic on a long-term and stable basis, you can optimize the supply chain structure, change the trade term from FOB to CIF, control logistics and insurance by yourself, and reduce the overall logistics cost.

You can reserve part of the inventory in the Polish overseas warehouse according to the order cycle of Czech distributors, shorten the delivery cycle and improve user experience. The cost actuarial model can dynamically calculate the cost of each link, adjust the quotation in time according to the changes of exchange rate and freight rate, and ensure the stability of overall revenue.
