We are a newly established foreign trade agency company that has only engaged in export agency business before. Now we have received an import agency demand from a domestic client, who asks us to import a batch of industrial components from Southeast Asia. We have no prior experience in import agency process and are very confused now: First, we are not sure what compliance documents to prepare, and how to supplement incomplete materials provided by the client?

Then we heard that customs valuation control will be stricter in 2026, what should we do if the declared price is suspected to be on the low side and we need to pay supplementary tax? Besides, how to calculate the free storage period and container demurrage in the logistics link, and can we avoid high expenses in advance?

In addition, we have no idea about cross-border settlement and tax compliance, and are afraid of violating regulatory rules. Now we want to know the specific steps of the whole process from order receiving to delivery, as well as the common pitfalls, is there a complete practical guideline for us?

First of all, complete the pre-preparation work for import agency, confirm the trade terms (FOB and CIF are still the mainstream in 2026) with the principal, and collect a full set of compliance documents simultaneously: commercial invoice, packing list, ocean bill of lading, certificate of origin, and entry inspection and quarantine certificate for corresponding categories (additional provision is required for statutory inspection products). At the same time, complete pre-classification of HS code through the customs intelligent classification system, which has an accuracy rate of over 95% in 2026. Pre-review in advance can reduce the risk of document modification in subsequent steps.

The connection of core customs clearance nodes is the key. The first step is to exchange the bill of lading for delivery order, lock the free storage period and free detention period of the shipping company in advance, generally 7 to 14 days of free period can be applied for. Overdue will generate high port demurrage and container demurrage expenses. In the declaration link, true transaction supporting materials including purchase and sales contract, foreign exchange payment voucher, etc. shall be submitted to avoid customs valuation query. In the tax payment link, you can choose the VAT deferral policy promoted nationwide in 2026 to relieve the pressure of capital occupation. Meanwhile, confirm the regulatory conditions of the goods in advance, such as whether an automatic import license is required, and confirm the application with the principal in advance.

Emergency plans for abnormal situations shall be prepared in advance. In case of customs inspection, sort out the technical parameters of the goods and full purchase-sales process materials in advance to cooperate with the inspection. If abnormal seal is found, contact the shipping company and customs immediately to confirm the ownership of the goods. If the valuation application is not approved, submit third-party price appraisal report and market data of the same period to apply for consultation,so as to avoid supplementary tax risk.

The last step is logistics pickup and compliance closure. After picking up the goods,do a good job in goods storage management, and complete foreign exchange settlement and document filing simultaneously. The 2026 CIPS cross-border settlement system can realize full-process traceability to ensure the compliance of foreign exchange receipt and payment. The whole process requires real-time progress synchronization with the principal to ensure transparent information at every node, avoid connection loopholes, and guarantee the smooth implementation of the entire import agency business.

The core of solving customs valuation problems in import agency is to ensure that the declared price conforms to the definition of transaction value, that is, all the consideration actually paid or to be paid for the goods, including the packaging fee, royalty and other parts not included in the declared price. In 2026, the customs intelligent valuation system will compare the prices of the same period in the global trade database, and trigger a query if the declared price deviates from the normal range. In this case, complete transaction documents including contract, payment voucher, freight and insurance documents shall be provided.

For related party transactions, prepare contemporaneous documents to prove that the pricing conforms to the arm's length principle. Pre-classification of HS code shall be combined with the 2026 updated tariff notes, and self-test through the intelligent system can reduce document modification. In case of inspection, cooperate to provide goods technical manuals and purchase-sales materials to ensure smooth process.

The logistics link of import agency needs to select the optimal route according to the properties of goods. In 2026, the coverage rate of direct routes from Southeast Asia to China exceeds 90%, and the shipping schedule is 2-3 days shorter than that of transit routes. Book the space 2 weeks in advance, especially in the peak season of e-commerce stocking in the second half of the year.

Confirm the consignee change demand in advance for bill of lading endorsement and transfer, and issue an endorsement letter of indemnity to avoid goods ownership disputes. The free storage period can be applied for 14 days. If the customs clearance cycle is long, you can apply to customs for extension with reasonable reasons. Different shipping companies have different demurrage standards, so it is necessary to clarify the expense bearer with the principal in advance to avoid subsequent disputes.

The tax link of import agency involves customs duty, value-added tax and consumption tax. In 2026, the customs duty of some encouraged imported goods is reduced by 2 to 5 percentage points, and the latest tariff rate can be queried in advance. The VAT deferral policy has covered all national ports, where value-added tax is temporarily not paid at the time of import, and declared after the goods are sold, which relieves capital pressure.

If the goods are used for domestic resale, the special customs import value-added tax payment receipt shall be kept for input tax deduction. Cross-border related party transactions need to prepare contemporaneous documents in accordance with the latest 2026 BEPS requirements to avoid tax risks, and complete document filing to ensure consistency of contract flow, goods flow, capital flow and document flow.

Foreign exchange settlement for import agency shall comply with the 2026 cross-border receipt and payment regulatory requirements, ensure true transaction background, and consistency of contract, invoice and logistics documents. The CIPS system has realized data interconnection with customs, so the amount of foreign exchange receipt and payment must match the total transaction value of the customs declaration to avoid discrepancy.

Offshore account settlement shall comply with CRS declaration requirements to avoid regulatory inquiries. Forward foreign exchange settlement and sale can be adopted to lock exchange rate risk and reduce fluctuation losses. In case of foreign exchange control, file with the foreign exchange administrative department in advance to ensure smooth settlement, and keep transaction vouchers throughout the process for future verification.

The import agency contract shall clearly specify the rights and obligations of both parties, including expense bearing, goods ownership, liability for breach of contract, etc. Avoid soft clauses for letter of credit settlement, confirm the document clauses for L/C issuance in advance to avoid non-payment. For force majeure events such as port strike and lockdown, issue certificates in time and negotiate for solutions.

Goods ownership transfer is completed through bill of lading endorsement to ensure legality. For goods involving intellectual property rights, complete customs recordation in advance to avoid import of infringing goods, and keep relevant supporting documents to cope with potential disputes.

For on-site customs inspection, the accuracy of the machine inspection system is further improved in 2026, and abnormal results will trigger manual inspection. Prepare goods technical materials, purchase-sales contract, packing list and other documents in advance to cooperate with inspection. If damaged seal is found, take photos for record immediately and contact the shipping company and customs for confirmation.

If the goods are inconsistent with the declaration information, communicate with the principal in time to adjust the declaration information and avoid cargo detention. The inspection samples shall be packaged in accordance with customs requirements to ensure authenticity, and the laboratory test report shall be submitted in time after issuance to complete the inspection process.

Imported goods packaging shall meet the 2026 international transportation standards. Industrial components shall be packed with moisture-proof and shock-proof packaging materials.

Dangerous goods shall be packed in accordance with UN standards, with classification appraisal report and MSDS documents provided. In 2026, the International Maritime Organization updated the packaging requirements for dangerous goods, for example, lithium batteries shall use explosion-proof packaging.

The shipping mark shall be clearly marked with consignee, goods name, quantity and other information to avoid mis-delivery. The supply chain planning of import agency shall combine the inventory demand of the principal to formulate the optimal procurement and transportation scheme. In 2026, the digital supply chain system can track the location and status of goods in real time. Adopt JIT inventory strategy to arrange the arrival time according to the production plan, so as to reduce inventory backlog.

For seasonal commodities such as holiday gifts, plan the transportation time in advance to ensure arrival in peak season. Select the settlement time according to exchange rate fluctuation to reduce exchange rate risk. At the same time, integrate logistics, customs clearance and settlement resources to optimize the overall supply chain cost and improve business efficiency.
