I am a manufacturer of small and medium-sized home furnishing exports. This year, I started planning to develop overseas clients independently, no longer relying on the original trading company for shipments, and intend to find an export agency company to handle customs clearance, logistics, tax refunds, and other links. I have consulted three agencies so far, and the quotes vary significantly: some charge a service fee based on 1% of the export value, some charge per shipment at 800 RMB per ticket, and others quoted a basic service fee but mentioned possible extra operation fees.

Previously when affiliating with a trading company, I was charged document fees and expedite fees outside the contract several times, which unreasonably compressed the already low profits. Now I just want to clarify the charging rules of export agency companies in 2026, what items are included in regular charges, how to calculate the overall cost in advance, and how to avoid the pitfalls of hidden charges.

Traditional export agency charging models mostly adopt a "low basic quote + hidden additional fees" structure. Many institutions use basic service fees far below the market trend to attract clients to sign, but subsequently add high extra fees in document preparation, expedited clearance, tax refund financing, amendment of documents, etc. The final overall agency cost is 10%-30% higher than the quoted price, and it is easy to delay shipment schedules due to fee disputes,or even trigger compliance issues, directly compressing trade profits.

In 2026,the industry's mainstream transparent charging models are mainly divided into two categories. One is to charge service fees based on export value, with charging range for ordinary goods being 0.5%-1% of the value, covering all basic agency link services, the other is fixed charging per shipment, with fees ranging between 500-1000 RMB per ticket, suitable for export orders with low value and high frequency.

Industry conventional rules dictate that only actual expenses incurred during customs inspections such as stuffing/unstuffing fees and handling fees,as well as certification and document preparation fees for special goods, belong to extra charges. All other basic services should be included in the basic fee. To control costs, you can choose the adaptive model based on your annual export volume: for annual export value exceeding 5 million RMB,the total cost based on value extraction is lower, for annual export value below 5 million RMB with many order batches, choosing fixed per-shipment charging is more cost-effective.

Before cooperation, require the agency to provide a complete fee list, and explicitly write all charging items and exemption clauses into the cooperation contract to isolate hidden charging risks from the source. Calculate the overall agency cost every quarter, and adjust the charging model based on volume changes to ensure long-term cost stability and controllability.

All basic operations for conventional export customs clearance should be included in the basic service fee of export agency, and extra fees are charged only when non-routine operations occur. Common situations requiring extra charges include deletion and re-declaration, secondary declaration, and handling of valuation disputes. The industry standard charging range is 300-1000 RMB per order, adjusted according to operation complexity.

During cooperation, it is necessary to confirm in advance: whether all conventional operations within the integrated customs clearance process are included in the basic fee, to avoid splitting conventional operations into extra charged items. If there is a pre-classification dispute, the charging standard for classification consultation needs to be clarified in advance to avoid temporary price increases later.

Most charges in the export logistics link are actual expenses. Some agencies add a 5%-10% operation fee on top of the shipping company's public quote, which is a common industry situation and needs to be confirmed in advance regarding the markup ratio. For FCL export, confirm whether the booking fee and terminal handling charge are included in the basic agency fee or require extra payment.

Regarding demurrage and detention fees, confirm in advance whether the application for free storage and free time is included in the basic service, as some agencies list this service as an extra charge. Before shipment, verify the fee list for all logistics links and confirm the standards for all additional charges to avoid unexpected extra fees after shipment that push up costs.

Charges for cross-border tax-related services need to distinguish between basic services and customized planning services. The basic service fee for export agency only includes routine export tax declarations and does not include customized planning services such as VAT deferment and cross-border tax structure design.

If you need to handle VAT registration and declaration in the destination country, or apply for VAT deferment, you need to confirm the service charging standard in advance. Such services are generally charged per time or per year, not based on a percentage of value. Some agencies split routine tax declaration into extra charged items, so it is necessary to check the service scope in advance and clarify the tax service content included in the basic service fee to avoid duplicate charges.

Charges in the cross-border payment and settlement link mainly come from bank fees. Export agency institutions generally collect and pay on behalf of clients, and some institutions add a settlement and exchange service fee of no more than 1% on top of bank fees, which needs to be confirmed in advance. If using CIPS RMB cross-border settlement, some institutions charge a fixed settlement service fee per transaction, generally ranging from 100-300 RMB per transaction, and the charging rules need to be clarified.

For non-routine operations such as SWIFT message modification and inquiry, some institutions charge extra service fees, which need to be agreed in advance to avoid temporary price increases. All charges for payment and settlement should be queryable via bank receipts, so that charges are transparent and traceable.

All charging items, charging standards, and exceptional charging situations must be explicitly written into the cooperation contract to avoid vague clauses such as "other fees to be negotiated separately," preventing unreasonable additional charges later. For special services such as letter of credit operation and guarantee issuance, confirm the charging standard in advance.

Some agencies charge service fees based on a certain percentage of the L/C amount, generally between 0.1%-0.3%, which needs to be agreed clearly in advance. If it involves additional services such as intellectual property customs recordal, the charging amount must also be clarified in advance, and charging items must not be arbitrarily added outside the contract. Vague charging clauses are the main source of subsequent charging disputes and must be agreed clearly in advance.

Charges in the customs on-site inspection link are mainly actual expense items. Stuffing/unstuffing fees, handling fees, and inspection fees are fees paid directly to the port or third-party institutions. The agency only collects and pays on behalf and should not add extra service agency fees. Some institutions add inspection accompaniment service fees, which is unreasonable charging. Conventional export agency service itself includes on-site accompaniment and response to inspections.

If inspection requires repacking, the repacking cost belongs to actual expense items, and the charging standard needs to be confirmed in advance. Require the agency to provide charging vouchers to avoid inflated quotes earning price differences. All actual expense items must provide corresponding payment vouchers to ensure the authenticity of charges.

Charges related to export tax refunds need to be clearly distinguished. Basic tax refund declaration, document filing, and pre-declaration verification should all be included in the basic service fee of export agency. Only tax refund financing services will charge extra capital occupation fees.

The charging standard for capital occupation fees is generally collected at a monthly interest rate of 0.3%-0.8% of the financing amount, and the interest rate and settlement method need to be agreed in advance. Regarding tax verification letter handling, routine letter responses should be included in the basic service fee.

Only when complex cross-region letters require organizing a large amount of supplementary materials will a small amount of extra fees be charged. Before cooperation, confirm the charging scope of all services related to tax refunds to avoid splitting basic services into charges.

You can adjust the charging model based on the structure of annual export orders to optimize overall agency costs. If the order structure is multi-batch and small value, choosing the fixed per-shipment charging model results in lower overall costs.

If it is few batches and large value, choosing the value-based service fee model is more cost-effective. You can agree on a tiered charging mechanism with the agency; when the annual export volume reaches the agreed scale, the service fee ratio is lowered to further reduce costs.

Regularly review annual export data, adjust the charging model based on changes in order structure, recalculate the overall agency cost once a year, and switch to a more suitable charging scheme in a timely manner. In the long run, this can reduce the total agency cost by 10%-20%.
