I am a financial specialist at a foreign trade company. Our company recently entrusted an export agency to handle the export business of a batch of electromechanical products, and the counterparty charged a sum of agency service fee. I have no idea how to record this entry at all.

I have only handled accounting for self-operated exports before. Does the accounting of agency service fees involve value-added tax deduction and linkage with export tax rebate? In addition, if the agency company collects ocean freight and insurance premiums on our behalf, how should these expenses be accounted for separately?

I recently heard that new tax policies for cross-border service fees will be released in 2026. Will it affect our accounting treatment? I am worried that non-standard accounting will affect subsequent export tax rebate declaration, and even trigger tax risks, and hope to get detailed practical guidance.

First of all,the core prerequisite must be clarified for the accounting treatment of export agency service fees: the formal service agreement signed with the agency company is the core document for entry, which shall specify details such as the amount of service fee, scope of services (whether it includes collection and payment on behalf of others),and invoice issuance information. The 2026 cross-border service value-added tax policy clearly stipulates that export agency services belong to cross-border taxable behaviors exempt from value-added tax,so the invoice issued by the agency company shall be a value-added tax ordinary invoice under tax exemption, which cannot be used for input tax deduction.

Secondly, accounting journal entries need to be divided into two scenarios: if only pure agency service fee is charged, the entry is recorded as debiting "Sales Expenses - Export Agency Service Fee" and crediting "Bank Deposits",if the agency company collects advance paid expenses such as ocean freight and insurance premiums on behalf of the enterprise, separate accounting is required: when receiving the collected funds, debit "Bank Deposits" and credit "Other Payables - Collection and Payment on Behalf of Others",when actually paying to the freight forwarder and insurance company, debit "Other Payables - Collection and Payment on Behalf of Others" and credit "Bank Deposits". These advance paid expenses shall not be included in the enterprise's cost or income accounting.

Third, attention shall be paid to the linkage with export tax rebate: export agency service fee belongs to the sales expense of the enterprise, which can be deducted before enterprise income tax. The agency agreement, service fee invoice, payment voucher and other documents shall be retained for future reference. If the agency company also provides additional services such as customs declaration and inspection, the rationality of expense splitting shall be noted to avoid the tax authority questioning the authenticity of the expenses.

Finally, the new 2026 policy requires that the reference documents for cross-border services be retained for at least 7 years. All documents of the whole process of agency services shall be archived uniformly, including customs declaration form, bill of lading, agency agreement, expense payment voucher, etc。to ensure that compliant materials can be quickly provided during tax verification. If the invoice information issued by the agency company is found inconsistent with the actual services, the counterparty shall be required to correct it in time, otherwise the compliance related to pre-tax deduction and tax rebate will be affected.

The accounting treatment of export agency service fees must first match the document flow of customs declaration. After the 2026 customs clearance integration reform, the agency service expenses must correspond to the trade terms and transaction methods on the customs declaration form. If the export agency service fee includes miscellaneous fees in the customs clearance process, the split shall be clearly specified in the agreement to avoid confusion with the self-operated expenses of the cargo owner.

If the amount of the customs declaration form does not match the amount of the expense invoice, contact the agency company to adjust the invoice issuance information immediately, otherwise the requirement of "four flows consistency" cannot be met during tax document verification. Meanwhile, the charging standard of agency services shall comply with relevant provisions of customs valuation, so as to avoid valuation doubts caused by abnormal expenses which affect customs clearance efficiency.

The collected logistics-related expenses such as ocean freight and insurance premiums must be strictly separated from the export agency service fee. In 2026, the international ocean freight rate tends to be stable, but the freight inquiry records, freight forwarder's quotation sheet and actual payment voucher still need to be retained. If the transaction term is CIF, the cargo owner shall include ocean freight and insurance premium into the total declared value of customs declaration, but the part collected by the agency shall be accounted for separately to avoid repeated inclusion in costs.

At the same time, the consignee information on the bill of lading must be consistent with the entrusting party in the agency agreement, to ensure a clear corresponding relationship between cargo ownership and expenses. If abnormal situations such as port change and container roll-over occur, the expense details shall be updated in time, and relevant vouchers for accounting treatment shall be adjusted to ensure the authenticity and accuracy of logistics expenses.

The tax declaration of export agency service fees must strictly follow the 2026 cross-border service tax policy. Pure agency service fee falls into the scope of VAT exemption, which shall be filled in the corresponding column of tax-free sales amount when filing VAT declaration, and the filing documents for cross-border services shall be retained at the same time. If the agency company also collects other taxable service fees, such fees shall be accounted for separately and VAT shall be paid as required.

When filing enterprise income tax declaration, the agency service fee can be deducted in full before tax, but legal and valid vouchers including agency agreement, invoice and payment voucher shall be provided to avoid non-deduction caused by incomplete vouchers. If the agency service involves cross-border related party transactions, pricing filing shall be completed in advance to prevent BEPS-related tax risks.

The collection and payment of foreign exchange for export agency service fees shall comply with cross-border compliance requirements. In 2026, the linkage mechanism between CIPS and SWIFT is further improved. The foreign exchange payment for agency service fee must have a real trade background, and provide relevant documents such as agency agreement and customs declaration form.

If settled in RMB, the foreign exchange collection and payment path must comply with regulatory requirements, so as to avoid capital return or abnormal fluctuation. Meanwhile, the payment time of agency service fee shall match the service completion time, to ensure the timeliness and accuracy of accounting treatment. If abnormal foreign exchange payment occurs, contact the bank and foreign exchange administrative department immediately to rectify and comply with relevant regulations in time.

Relevant agreements for export agency services shall clarify expense clauses to avoid subsequent accounting disputes. The agreement shall specify details such as billing standard, payment method, and invoice issuance time of service fees, and agree on the accounting method of collection and payment on behalf of others. In case of expense disputes, the clauses in the agreement are the core basis for accounting adjustment and legal rights protection.

In addition, the agreement shall clarify the document retention responsibilities of both parties, to ensure complete materials can be provided during subsequent tax verification and tax rebate declaration. If the agreement involves clauses such as liquidated damages and late payment penalty, such items shall be accounted for separately and included in the non-operating income or expense accounts, to avoid confusion with normal agency service fees.

Relevant expenses generated from on-site customs inspection shall be included in the accounting scope of export agency service fees. If additional service fees, container unstuffing fees and other expenses are generated during inspection, the agency company shall be required to provide corresponding expense details and payment vouchers to ensure the authenticity and rationality of the expenses.

Meanwhile, relevant documents such as inspection notice and test report shall correspond to the expense invoice, to ensure that the accounting treatment is consistent with the actual situation of customs inspection. If abnormal situations occur during inspection, relevant contents of accounting treatment shall be adjusted in time, to avoid affecting the accuracy of financial statements due to expenses not recorded in time. In addition, all documents related to inspection shall be retained for customs and tax verification.

If the export agency service involves special packaging expenses, such expenses shall be accounted for separately and included in the category of agency service fees. In 2026, the packaging requirements for dangerous goods and special cargoes are further stricter, and the packaging expenses shall comply with UN packaging standards and relevant regulations. The agency company shall be required to provide packaging test report, expense details and other materials to ensure the authenticity and compliance of packaging expenses.

At the same time, the invoice information of packaging expenses must be consistent with the actual service content, to avoid inconsistency between invoice and business. If the packaging expense is borne by the cargo owner himself, it shall be accounted for separately and included in the cost category of the goods, to avoid confusion with agency service fees which affect the compliance of export tax rebate.

In the export tax rebate audit process, the compliance of agency service fee is one of the key verification contents. It shall be ensured that the accounting treatment of export agency service fee is consistent with the declared data of export tax rebate, including expense amount, invoice information, payment voucher, etc. If there is a difference between the expenses collected by the agency company and the total customs declaration value for export tax rebate, reasonable explanations and relevant vouchers shall be provided.

Meanwhile, the whole-process documents of agency services shall be complete, including agency agreement, customs declaration form, bill of lading, expense invoice, etc., to meet the requirements of tax document verification. If abnormality is found in accounting treatment, adjustments shall be made in time and relevant materials shall be supplemented to ensure the compliance and accuracy of export tax rebate declaration.
