We are a factory specializing in household goods, and recently received two small-batch orders from Southeast Asia. Since we only do domestic sales before and have no self-operated export qualification, nor have we done foreign trade exports before, our entire team has no experience in export-related processes.

We are afraid of making operational mistakes, either being detained at the port and incurring additional costs, or failing to get tax refunds and losing costs, or even touching compliance red lines. We heard that finding an agency for export is more worry-free, but we don’t know how the entire process works, what materials need to be prepared at each link, and what risk points need to be noticed in advance. Could you please clarify the specific operation methods and precautions of agency export for us?

Agency export operations are carried out in a full-link process, which is core divided into four stages. The operational key points of each stage are broken down as follows:

The first stage is pre-document review. The shipper needs to prepare basic documents in advance such as goods sales contracts, commercial invoices, packing lists, customs declaration power of attorney, and goods declaration elements. The agency will first review consistency between document information and actual goods, focusing on verifying the correctness of commodity classification by commodity code,so as to avoid customs clearance obstruction and schedule delay due to amendment.

The second stage is core node connection. After completing document review, the agency will simultaneously book space, handle customs declaration, and arrange loading for logistics,as well as handle forex receipt and payment procedures. All nodes will confirm the progress 3 working days in advance to avoid connection errors such as customs declaration not completed after space confirmation. For special goods that need commodity inspection and dangerous goods declaration, complete corresponding procedures in advance before proceeding to subsequent links.

The third stage is contingency preparation. For possible abnormalities such as customs inspection, container reloading, and document information errors, prepare alternative reloading plans and document modification paths in advance. For inspection links, prepare goods description documents in advance, cooperate with customs inspection, and shorten the abnormal processing cycle to the minimum.

The fourth stage is compliance implementation. After goods clearance and departure, the agency will sort out the complete set of tax refund documents to handle export tax refund, complete forex verification, and finally transfer the tax refund funds on time. All operations in the entire process are filed for future verification by tax and customs authorities, and ensure four flows alignment to eliminate compliance risks at the source.

Verifying commodity classification in advance is a core point in customs declaration links. Many unprofessional operations will make mistakes in classification links. Different codes correspond to different regulatory conditions and export tax rates. Once classified incorrectly, it will directly lead to order rejection and resubmission of deleted declarations; in serious cases, it will be identified as false declaration, affecting the enterprise's customs credit rating.

During operation, refer to the latest 2026 Customs Tariff of Import and Export to adjust and verify the composition, purpose, and processing method of commodities to confirm the accuracy of classification. If there is a classification dispute, apply for advance ruling in advance to avoid problems during customs clearance. Under the unified customs clearance mode, classification standards are unified across all ports in China. Advance verification can reduce subsequent disputes, and all declaration data must fully match the manifest data to avoid account suspension due to data mismatch.

The logistics link of agency export requires advance confirmation of the rights and obligations corresponding to trade terms. For FOB terms, confirm the booking deadline of the designated shipping company with the overseas buyer in advance to avoid being unable to declare customs after exceeding the closing time.

For CIF terms, reserve space in advance and lock space 7 working days in advance during peak seasons. For container reloading, negotiate with the shipping company in advance to reserve emergency space. For container detention fees and free storage period, apply to the port in advance to extend the free storage period to reduce additional costs.

For transshipment goods, confirm the transshipment requirements of the transit port in advance to avoid additional costs due to goods detention at the transit port. After the bill of lading is issued, verify the bill of lading information immediately to confirm that the core information is completely correct to avoid additional costs and delivery delays caused by amendment.

If the export destination is the EU, UK and other regions, VAT deferral can be applied to optimize cash flow reasonably. VAT deferral does not need to prepay VAT at the import link, and is postponed to quarterly tax declaration, which can reduce capital occupation and exchange loss. For different export modes, tax structure needs to be sorted out in advance to avoid tax adjustment caused by unreasonable cross-border related party transaction pricing.

The 2026 global BEPS 2.0 has been fully implemented, and all cross-border transactions need to meet the arm's length principle, pricing shall be in line with market fair level, and contemporaneous documents shall be retained to respond to subsequent tax authorities' transfer pricing investigation. Relevant income of non-resident enterprises needs to be pre-withheld income tax in advance, and preferential conditions shall be sorted out in advance to reduce tax costs compliantly.

Cross-border forex receipt and payment need to meet the current compliance requirements of the State Administration of Foreign Exchange. Forex receipt and payment information must fully match the export customs declaration information.

Each receipt of foreign exchange must correspond to the corresponding export goods information to avoid wrong remittance and exchange loss. Now CIPS (Cross-Border Interbank Payment System) RMB cross-border payment can be selected to avoid SWIFT intermediate fees and delays, reducing exchange rate fluctuation risks.

RMB settlement does not need to buy and sell foreign exchange, which can reduce exchange loss, and the settlement speed is faster, generally arriving in 1-2 working days. If receiving foreign exchange through an offshore account, timely complete forex receipt and payment declaration, retain corresponding transaction documents to meet the bank's compliance verification requirements, and avoid account freezing affecting fund use.

The core requirement for the tax refund link of agency export is to meet four flows alignment, namely, the flow of goods, invoices, funds, and contracts are completely consistent. All documents need to be sorted out and filed on time, including export customs declaration form, export invoice, goods purchase invoice, forex receipt voucher, and agency export agreement, which need to be retained for 10 years to meet the tax authorities' verification requirements.

If receiving tax inquiry letters, cooperate with providing corresponding documents to prove the authenticity of transactions, and avoid tax refund failure due to failed inquiry. Tax refund declaration needs to be completed within the VAT declaration period in April of the year following the export of goods.

If overdue, tax refund cannot be enjoyed. Need to confirm the declaration deadline in advance, complete pre-declaration verification in advance, and eliminate declaration errors to avoid delaying declaration.

After receiving the customs inspection notice, confirm the inspection type immediately, whether it is machine inspection or manual container inspection. If it is machine inspection, prepare the packing list of goods in advance, mark the placement of goods in each container, to facilitate image comparison of machine inspection.

If it is manual container inspection, arrange cargo surveyors to participate on site, cooperate with customs to open and inspect containers, and verify goods information. Need to check the authenticity of the seal in advance, confirm that the seal number matches the information on the customs declaration form.

If the seal is damaged, contact customs to re-seal immediately. If customs require inspection for identification, provide product descriptions and relevant qualification documents in time, follow up the identification progress, and complete subsequent processing with customs immediately after receiving the identification report.

For agency export, a formal agency export agreement shall be signed to clarify the rights and obligations of both parties. For goods quality, delivery time, tax refund transfer, and breach of contract clauses, clear agreements shall be made to avoid subsequent disputes. If payment is by letter of credit, review the letter of credit terms in advance to exclude soft clauses, such as unreasonable clauses requiring customer inspection certificate for document presentation, to avoid discrepancies leading to failure to settle foreign exchange.

For the transfer of cargo ownership, clarify the time point of cargo ownership transfer in the agreement, corresponding to the endorsement transfer rules of the bill of lading, to avoid cargo ownership disputes. If involving intellectual property rights, complete intellectual property customs protection filing in advance to avoid goods being detained by customs.
