I run a small and medium-sized factory producing outdoor rattan furniture. We have just developed two stable North American wholesale clients this year, and received orders totaling nearly one million US dollars.
We used to supply goods to domestic trading companies for domestic sales, and this is the first time we connect with overseas clients and receive export orders by ourselves, with no self-operated export qualification. We previously cooperated with a small agent to test operate a small batch of goods, which were almost detained by customs due to document information discrepancies, and the subsequent export tax refund has been delayed for almost three months.
Now I am very worried that if problems occur again, I have to pay high liquidated damages to clients and cannot get the due tax refund. I would like to ask what exactly should be done to do well in agent export trade, avoid all kinds of pitfalls and smooth the whole process?

For the full-link operation of agent export trade, the first step is to implement the details of pre-document review, verify the legitimacy of the consignor's supply source and the supervision requirements for the corresponding export commodities in advance, and check one by one whether the product name, quantity and declared value information on the purchase and sales contract, commercial invoice and packing list are completely consistent. For branded goods and goods requiring commodity inspection, verify the validity of the brand authorization letter and commodity inspection clearance form in advance,to avoid being stuck in the customs clearance link and delaying the shipping schedule due to invalid documents or information discrepancies.
Clarify rights and responsibilities and coordinate time limits at core nodes. The agent is responsible for coordinating the whole process of customs clearance, logistics and tax refund, and the consignor shall provide authentic product samples and complete document information on time. Both parties shall agree on the feedback time limit of each node in advance: generally, all document recheck shall be completed 48 hours before the cargo enters the port, and the final declaration information shall be confirmed 12 hours before customs declaration,to avoid additional costs caused by temporary document amendment.
Develop an exception handling plan in advance. For common exceptions such as customs inspection, shipping space rolled over by the carrier, and document information correction, agree on the response time limit and responsibility division of all parties in advance, and clarify the rules for bearing additional costs caused by exceptions,to avoid mutual shirk of responsibility after problems occur, which leads to the expansion of additional losses such as port detention fees and customer liquidated damages.
The final implementation must meet the compliance requirement of "four flows consistency",ensure that the information of cargo flow, capital flow, invoice flow and contract flow is completely corresponding and matched, and meets the verification requirements of customs supervision and export tax refund. After the whole process is completed,do a good job in document filing in time, and keep all documents on file for subsequent verification,to finally achieve compliant implementation, ensure that the consignor smoothly obtains tax refunds, and the business progresses stably.

For the declaration link, priority is given to completing pre-declaration through the Single Window in advance, check the matching degree between the declaration code and commodity attributes, to avoid price review abnormalities or customs detention caused by code classification errors. In case of price review disputes, prepare purchase and sales contracts, foreign exchange payment vouchers, and contemporaneous export quotation records of the same product in advance, to prove the authenticity of the declared value.
For export declaration under the national integrated customs clearance, confirm the consistency of information between the main declaration port and the transit port in advance, to avoid system document pushing abnormalities caused by information asynchrony. In case of declaration deletion and resubmission, complete the correction 15 days before the cargo departs from the port, to avoid affecting the subsequent tax refund process. All declaration information shall keep modification records, forming a complete logical closed loop for verification.

Book shipping space 10 days in advance, confirm the free storage period and free detention period of the carrier. For large batches of cargo, you can apply for extending the free period, to reduce possible container detention fees and port storage fees later. If transit is required at the port of destination, priority is given to choosing direct shipping routes.
For transit routes, confirm the transit time at the transshipment port, to avoid delayed delivery caused by cargo backlog at the transshipment port. Check the consignee information and cargo description information as soon as the bill of lading is issued, arrange to send the original bill of lading or telex release after confirming there is no error. If endorsement and transfer of the bill of lading is required, confirm that the endorsement format meets the requirements of the consignee's bank, to avoid being unable to clear customs and pick up the cargo due to bill of lading errors.

After receiving the customs inspection notice, check the container number and seal number of the goods to be inspected as soon as possible, prepare the full set of documents in advance and hand them to the on-site customs officer for verification. If devanning inspection is required, arrange devanning personnel and lifting equipment in advance, to shorten the waiting time for inspection.

When signing contracts with agents and overseas clients, carefully check the soft clauses of the letter of credit, such as the requirement for a certificate issued only by the institution designated by the client. Such clauses shall be modified in time, to avoid being unable to settle foreign exchange due to discrepancy of the customer inspection certificate.
The contract shall clarify the scope of force majeure clauses, and clarify the responsibility division after abnormal situations occur. For cargo ownership transfer, clarify the time node and conditions for transfer.
For letters of guarantee involved, clarify the effective conditions and validity period of the letter of guarantee, to protect your own cargo ownership and payment collection rights. For branded goods, complete the customs protection record of intellectual property rights in advance, to avoid infringement risks.
