I am a finance staff of a small and medium-sized trading enterprise that has just started agency import business. Last month, we helped the client import a batch of consumer electronic components. A total of more than ten types of fees were incurred in the whole process, including agency fees, import duties, port handling fees, logistics delivery fees, and B/L replacement fees.

Now, I am completely stuck with accounting at the end of the month. I asked several peers, and some said agency fees should be recorded in administrative expenses, others said they should be included in goods procurement costs, and still others said different types of expenses should be recorded separately.

Our company was just reminded by the tax authority last month that our accounting was non-compliant. With the upcoming quarterly advance tax declaration, we urgently need to correct the accounts. We would like to know which accounting subjects each type of agency import fee should be classified under and if there are clear compliance standards?

A common misunderstanding in accounting agency import fees for many enterprises is uniformly recording all fees in administrative expenses or fully including them in inventory procurement costs, without distinguishing the nature of the expenses and business models, and relying entirely on experience for entry.

Wrongly classifying expenses will directly lead to distortion of current period profits and deviations in inventory cost accounting. During corporate income tax final settlement and tax inspections,it is easily deemed non-compliant in accounting, triggering tax adjustments, late payment penalties,or even fines. Long-term incorrect accounting will also affect the annual review of the enterprise's import and export qualifications, creating unnecessary obstacles for subsequent business operations.

For self-operated import business, customs duties, consumption taxes, port handling fees, and logistics fees are directly included in the goods procurement cost.

Agency service fees charged by the agency company are classified as intermediary service fees and recorded in current administrative expenses. If it is an agency import on behalf of the client, the collected and paid fees are recorded in receivables/payables subjects, while only the agency fees are recorded in main business income.

Enterprises with wrongly recorded accounts need to complete red reversal and re-entry before the declaration period, retain expense lists and agency agreements for future reference, and establish a pre-audit process for classified expense entry to long-term avoid such risks,in line with the latest fiscal and tax regulatory requirements for 2026.

If there is an outstanding balance in agency import fees, the responsible party for the fees must be clarified first. If the fees are borne by the client, incorrectly recording them in the enterprise's own business subjects will result in the outstanding balance remaining unwritten off for a long time.

The additional valuation fees arising during the price verification process must be distinguished between whether they are borne by the enterprise itself or the client. Those borne by the enterprise are included in current profits and losses, while those borne by the client are recorded in receivables/payables subjects.

For additional logistics fees such as container detention fees, port detention fees due to extended free storage period, and port change fees, the responsible party must be identified for entry: if the fees arise from the freight forwarder's liability and are not borne by the enterprise, no entry is required; if the fees arise from the enterprise's own adjustment of transportation plans, they are recorded in current operating expenses. Basic logistics fees such as B/L replacement fees, bill endorsement fees, and container pickup fees are uniformly included in goods procurement costs for self-operated import business.

Additional agency operation fees for transit transportation are recorded in current profits and losses based on frequency, and large single fees can be allocated to the corresponding goods' costs. Logistics fee bills and liability division documents must be retained as entry basis to respond to subsequent inspections.

Agency service fees generated under VAT deferral methods are additional fees from compliance planning, which can be recorded in current profits and losses without being included in goods costs. For agency import fees in cross-border related-party transactions, the arm's-length principle must be complied with, pricing must be reasonable, and related-party transaction agreements and pricing explanation documents must be retained to avoid being deemed as base erosion.

Withholding tax for non-resident enterprises entrusting agency import is recorded in receivables/payables subjects without affecting the enterprise's own profits. For tax inspections, the entry vouchers for agency import fees must include the agency invoice, expense detail list, and entrustment agreement; any missing document will trigger tax adjustments.

Exchange differences and foreign exchange purchase fees arising from cross-border payment of agency import fees: exchange differences are included in goods procurement costs, while purchase fees are recorded in current financial expenses. CIPS RMB cross-border payment fees are handled consistently with purchase fees, recorded in financial expenses.

Settlement fees for foreign exchange in agency import are additional foreign exchange settlement fees, recorded in current financial expenses without adjusting goods costs. All financing settlement fees during foreign exchange receipt/payment are not capitalized into goods costs but recorded in current profits and losses, with bank statement data consistency ensured for entry.

Extra fees from breach of agency import agreements: if caused by the enterprise, recorded in non-operating expenses; if caused by the agency party, compensation received is offset against corresponding current expenses.

Bank fees for L/C settlement are recorded in financial expenses as settlement fees. For ownership transfer-related agency import business, ownership change registration fees are included in goods costs for self-owned goods, or in receivables/payables subjects for agency business borne by the client.

Customs inspection fees such as container unloading, sampling inspection, and seal replacement: if the inspection result is compliant and the fees are borne by the enterprise, they are included in goods procurement costs for self-operated business or in receivables/payables subjects for agency business. If the inspection result deems goods non-compliant and related return fees are incurred, they are recorded in non-operating expenses.

Machine inspection fees are included in port handling fees uniformly without separate classification. Inspection notices and payment vouchers must be retained as entry basis for data consistency with financial records.

Agency import materials for subsequent export tax rebate production: all agency import fees are included in materials procurement costs to ensure accurate value calculation for export tax rebate, complying with four-way consistency inspection requirements. During tax letter verification, agency import fee entry vouchers must match purchase contracts, payment vouchers, and customs declaration data; incorrect subjects will lead to verification failure and delayed export tax rebate.

For cross-month entry of agency import fees after export tax rebate declaration, adjust corresponding input VAT and materials costs to avoid input VAT transfer errors. Agency import fee invoices must be included in document filing materials to ensure compliance.
