I am engaged in domestic high-end home furnishing retail. We expanded the original imported furniture product line this year. Previously, we relied on suppliers for direct shipping, and this time we plan to procure full container loads on our own.
We do not have self-owned import qualification, nor have we operated the full process of agency import before. Last week I consulted two small agencies, and the quotation difference was nearly 30,000. One said it includes customs clearance but did not clarify hidden fees, and the other could not even tell clearly what documents need to be prepared.
I am afraid of falling into traps, either incurring a lot of extra costs due to customs detention and port demurrage, or leaving follow-up hidden dangers due to non-compliance. I would like to ask how to conduct agency import of products, and whether there are clear operation guidelines and risk prevention and control methods.

For the full process of agency import of products, the first step is to conduct pre-arrival document review. Check the certificate of origin, packing list, commercial invoice, trade contract of imported goods,as well as the market access qualification of corresponding products in advance. For imported wooden furniture, extra check of phytosanitary certificate is required, and confirm in advance that the products meet the current domestic formaldehyde environmental standards,so as to avoid being stuck directly in the customs clearance link due to missing documents, inconsistent information or products failing to meet access requirements.
The second step is to do a good job in core node connection. In the case of no self-owned import qualification, the agency will complete the operating entity filing in advance, sign a standardized import agency agreement, clarify the rights and responsibilities of both parties and all fee breakdowns, and avoid hidden consumption from the root. Then connect with overseas suppliers to arrange booking and shipment. Complete the pre-processing of bill of lading exchange 3 working days before the goods arrive at the port, complete the declaration of tax-related elements in advance, and simultaneously connect with the quarantine department to make pre-inspection arrangements. Reserve 1-2 days of buffer time between core nodes to avoid extra storage charges caused by connection errors.
The third step is to preset exception response plans in advance. For possible customs valuation queries, random inspection selection, and document supplementation requirements, prepare supporting materials such as procurement payment vouchers and brand owner quotations in advance. For products involved in inspection, sort out qualified third-party test reports in advance to avoid delaying customs clearance time due to temporary material supplementation.
Finally, complete compliance implementation. Complete release after tax payment, arrange goods pickup and delivery to the warehouse in time, simultaneously sort out and file a full set of customs declaration, inspection declaration and tax payment documents, and reserve them for more than 3 years for subsequent verification. The whole process adopts node-based management and control, which can eliminate more than 90% of common import risks in advance.

When handling the agency import customs declaration link, first confirm that the declared value of the goods complies with customs valuation rules. The import agency agreement shall clarify the responsibility allocation for customs declaration. In case of valuation disputes, prepare foreign exchange payment vouchers, original factory invoices and price comparison materials of the same industry in the same period in advance. Under the integrated customs clearance mode, declaration data of national ports are shared, and any declaration error will affect the enterprise credit rating.
If there is a situation of order rejection or pending account, check the document logic immediately, find the data contradiction point, complete the deletion and resubmission of declaration in time, to avoid port demurrage fees caused by overdue. Agency import customs declaration must ensure that the declared information is completely consistent with the actual goods, and the product name, specification, place of origin, and transaction method cannot be declared incorrectly, and small errors may also lead to follow-up audit risks.

For agency import of full container load goods, priority is given to direct shipping routes to avoid routes with more transshipment ports, so as to reduce the risk of container rollover and port change. When signing the transportation contract, clarify the number of days of free storage period and free detention period.
For full container load import, you can apply to the shipping company for an extension of 3-7 days of free detention period to avoid high container detention fees. If title transfer is involved, confirm that the bill of lading consignee meets the requirements, and clarify whether bill of lading endorsement transfer is required.
If customs clearance cannot be completed in time after the goods arrive at the port, arrange yard transfer in advance to avoid overdue storage charges. Plan the logistics route in advance according to the arrival time of the goods and the delivery address, and give priority to customs clearance at the port close to the warehouse to reduce the terminal land transportation cost.

For agency import, you can apply for VAT deferment according to the actual business situation to reduce capital occupation cost, especially for full container load high-value imported goods. VAT deferment allows enterprises to delay the payment of import value-added tax and optimize cash flow. If it is agency import of cross-border related party transactions, make reasonable pricing in advance, comply with the arm's length principle, and avoid being identified as tax base erosion and leading to tax adjustment.
For agency import supplied by non-resident enterprises, clarify the payment responsibility of withholding tax in advance to avoid tax back payment and fines caused by unclear responsibilities later. All tax operations shall retain complete vouchers to meet the requirements of subsequent verification.

Agency import payment and receipt of foreign exchange shall rely on compliant channels. With the further improvement of CIPS coverage in 2026, priority use of RMB settlement can lock the exchange rate and avoid exchange rate fluctuation risks. Payment and receipt of foreign exchange shall correspond to the actual trade background, ensure that the payment and receipt amount matches the value of the goods, and avoid data deviation leading to SAFE early warning.
If you use an offshore account for settlement, complete the account compliance filing in advance, complete foreign exchange settlement and account reconciliation in time, and retain complete SWIFT messages to meet the requirements of compliance verification. All operations shall comply with the current cross-border foreign exchange receipt and payment supervision regulations.

A standardized agency agreement must be signed for agency import, clarifying the scope of rights and responsibilities of both parties, especially the title ownership, customs clearance responsibility, cost bearing and default clauses shall be clearly written, so as to avoid no basis for recourse after disputes. If you pay by letter of credit, review the letter of credit terms in advance to eliminate soft clause traps.
For imported products involving intellectual property rights, verify the brand authorization documents in advance to confirm that there is no intellectual property infringement in China. If necessary, you can require the supplier to issue a letter of guarantee to avoid disputes over customs protection of intellectual property rights.

After the agency imported goods are selected for on-site inspection, prepare the paper and electronic versions of the full set of documents in advance, and cooperate with customs officers to check the goods information. When checking the container seal, confirm that the seal number is consistent with the label on the bill of lading, and check whether the seal is complete and undamaged.
If devanning inspection is required, arrange devanning personnel and site in advance to avoid extra costs caused by waiting. If laboratory testing and appraisal is required, confirm the testing requirements in advance, cooperate with the customs to complete sampling, follow up the appraisal progress, and complete the follow-up process immediately after getting the report to avoid goods in the port.

For the packaging of imported wooden furniture, confirm that the wooden packaging meets the IPPC mark requirements. Wooden packaging without IPPC mark will be required to be destroyed by the quarantine authority, resulting in extra costs. The humidity is high during sea transportation, so do a good job in moisture-proof packaging, add moisture-proof film inside the goods, and reinforce the outside, so as to avoid cargo damage during long-distance transportation.
For high-end furniture with glass components, add cushioning materials and do a good job in center of gravity protection to avoid damage caused by transportation bumps. All packaging requirements shall be communicated and confirmed with overseas suppliers in advance to avoid rectification after arrival at the port.

Although agency import business does not involve export tax rebate, it is necessary to ensure that all documents meet the requirements of four-flow consistency, that is, the consistency of contract flow, goods flow, capital flow and invoice flow, so as to avoid affecting the enterprise's own import and export credit rating due to inconsistent data. If the enterprise carries out export business later, it will not trigger tax inquiry due to previous abnormal import operations.
All agency import documents shall be sorted out and filed, and retained for no less than 3 years to meet the verification requirements of customs and tax authorities. Payment vouchers and invoice receipt vouchers shall be stored correspondingly to avoid logical contradictions.

For full container load import agency, you can optimize the inventory linkage strategy according to the procurement cycle, plan the arrival time in advance, avoid the peak shipping season with space shortage, and reduce the booking premium cost. Incoterms can be selected according to the actual situation.
If you want to independently control the logistics cost, you can choose FOB terms, and the domestic agency will arrange booking to grasp the logistics progress throughout the process. If you want to fix the total cost, you can choose CIF terms to lock all logistics and insurance costs in advance. You can build a dynamic cost actuarial model according to the monthly import volume, adjust the procurement and customs clearance rhythm, and optimize the overall supply chain cost.
