Our company is a small and medium-sized e-commerce enterprise that has just started import business. We import about 3 batches of snack foods from Southeast Asia every month. Previously, we entrusted customs brokers to make declarations and completed foreign exchange purchase and tax payment by ourselves. Last month, due to delayed foreign exchange purchase, we paid the tax half a day late, which resulted in a declaration surcharge.

The goods were detained at the port for three days, and we paid a large amount of penalty to our buyers. In addition, as the RMB exchange rate fluctuates greatly recently, every time I purchase foreign exchange temporarily, I hit the peak rate, which brings a lot of extra unnecessary costs. I heard from peers that we can ask an agent to pay the tax on behalf, but I do not know how the specific operation works, what conditions need to be met, and whether there are compliance risks. Could you please explain the specific operation methods, as well as the ways to control costs and avoid risks?

The full process of tax payment on behalf starts from pre-document review. At the stage of signing the agency import agreement,it is required to review the import qualification of the principal, the origin information of goods, and the customs estimated tax accounting list in advance,to confirm that the estimated tax amount is consistent with the pre-entry information in the customs system, and avoid the problem of disjointed fund scheduling caused by excessive gap between actual tax payable and the estimated amount.

The core operation nodes are divided into three closely connected links. The first step is the estimated tax pre-deposit verification: the principal transfers the estimated tax amount to the compliant settlement account designated by the agent in advance, and the agent completes the verification of fund source and amount on the same day,and submits tax payment filing information to the customs simultaneously. The second step is online tax payment at the customs side: after the customs issues the tax payment notice, the agent completes direct tax payment through China International Trade Single Window immediately, and obtains the customs tax payment confirmation receipt in real time. The third step is voucher return and account settlement: the agent sends the original customs tax payment voucher back to the principal within 1 working day after tax payment, and the difference of pre-deposited fund is refunded or supplemented back to the original account on the same day.

Buffer time needs to be reserved for the connection of core nodes. The principal is required to complete the pre-deposit at least 1 working day in advance,to reserve operation space for customs system data synchronization, and avoid tax payment timeout caused by system delay. For abnormal contingency plans: if the tax amount is adjusted due to customs price verification, the principal will be notified of the difference immediately, and supplementary payment or refund will be completed within 2 hours, which will not delay the customs clearance process. If the tax payment status is not updated due to customs system lag,the agent will contact the on-site customs for manual verification immediately, and update the system status synchronously.

The final compliance implementation requires full matching of capital flow, document flow and goods flow. All transfer records and tax payment vouchers are archived uniformly, and kept for three years for verification by the customs and State Administration of Foreign Exchange. The whole process complies with the latest 2026 cross-border trade compliance requirements, with no compliance risks.

The most common problem in the process of tax payment on behalf is tax suspense accounts, which is mostly caused by the mismatch between the agent's tax payment information and customs declaration form information. Once a suspense account occurs, it is required to sort out the tax payment voucher, customs declaration form and agency agreement immediately, go to the on-site customs tax window for verification, and modify the corresponding information to unlock the account.

In daily operations, it is necessary to check in advance that the business unit code on the customs declaration form is consistent with the tax payment account filing information, and one tax payment corresponds to one customs declaration form. Do not combine multiple orders for one tax payment, otherwise the system cannot identify and match the records, resulting in suspense accounts and affecting customs clearance efficiency.

If the tax amount changes due to price verification adjustment, it is required to modify relevant information of the customs declaration form before making tax payment. Do not pay tax in advance, otherwise the subsequent tax refund process will be lengthy and delay goods customs clearance.

Enterprises with long-term high-frequency import can apply for VAT deferral for agency import tax payment on behalf, which can defer tax expenditure and optimize the enterprise's cash flow. In 2026, the application scope of VAT deferral has been expanded in many major ports in China.

Eligible enterprises whose imported goods are used for domestic sales or deep processing for export can submit applications. With VAT deferral, enterprises do not need to pay value-added tax actually at the import link, and can directly deduct the tax when filing value-added tax returns subsequently.

This reduces capital occupation cost, and can lower the enterprise's financial cost under the current market environment with large exchange rate fluctuations. To apply for VAT deferral, relevant materials such as import qualification certificate, agency agreement and tax compliance statement need to be prepared in advance and filed with the customs.

The capital flow of tax payment on behalf must meet the compliance requirements of foreign exchange administration. The remark column of the fund transferred from the principal to the agent should clearly mark "tax payment on behalf for import of XX batch", each fund corresponds to one customs declaration form, and do not mix goods payment and tax payment.

The payment can be made in RMB or foreign currency. In 2026, tax payment on behalf settled through CIPS does not generate extra exchange difference cost for foreign exchange purchase, with higher settlement efficiency than SWIFT, and the arrival time is stably within 2 hours.

If foreign currency is used for tax payment, the agent can conduct forward exchange settlement in advance to lock the foreign exchange purchase rate on the day, to avoid extra costs caused by exchange rate fluctuations. All foreign exchange payment information will be submitted to the State Administration of Foreign Exchange as required, with no compliance problems.

When entrusting an agent to pay tax on behalf, the rights and responsibilities must be clearly stipulated in the agency import agreement, including the refund and supplement time limit for estimated tax deviation, the liability for breach of contract of overdue tax payment, the delivery time and method of tax payment vouchers, to ensure there is agreement basis when disputes arise.

If the principal requires the agent to make special treatment of the tax fund, a formal power of attorney affixed with the official seal of the principal shall be issued and archived for future reference, to avoid disputes over fund ownership. The division of liability for wrong tax payment shall be stipulated: if wrong payment or late payment is caused by the agent's operational error, the agent shall bear the corresponding declaration surcharge and losses, to clarify the boundary of rights and responsibilities and protect the legitimate rights and interests of both parties.

For enterprises that import more than 5 batches per month, the overall cost of choosing agency tax payment on behalf is lower than self-tax payment. The agent can conduct centralized bulk foreign exchange purchase and forward exchange settlement, to obtain a more favorable foreign exchange purchase rate than small and medium-sized enterprises, and save the operation time of the enterprise's financial staff, thus reducing labor costs. Enterprises can choose one-off tax payment on behalf or annual framework tax payment on behalf according to their own capital turnover situation.

The annual framework tax payment on behalf can enjoy a more favorable service rate, and lock the exchange rate cost in advance, which is suitable for enterprises with long-term and stable import business. Enterprises shall select the appropriate mode according to their own import volume and capital turnover rate, and do not blindly choose agency tax payment on behalf. For small-batch occasional import, self-tax payment is more appropriate, while for high-frequency bulk import, agency tax payment on behalf is more cost-effective.

The efficiency of agency tax payment on behalf directly affects port pickup timeliness. Completing tax payment on behalf in advance can avoid container detention charge and port demurrage generated due to unpaid tax after goods arrive at the port. The agent can connect with the shipping company and terminal in advance, obtain the estimated arrival time in advance, and complete tax pre-deposit and filing in advance.

After the goods arrive at the port and the customs issues the tax notice, the agent pays the tax immediately, which supports the fastest same-day tax payment and same-day goods pickup, greatly shortening the residence time of goods at the port and saving unnecessary container detention charge and port demurrage expenditure. If the shipping schedule is advanced, the agent can coordinate priority treatment of tax payment, and coordinate the terminal to arrange priority goods release, to avoid extra unnecessary costs caused by delayed tax payment, and reduce hidden costs in the import logistics link.

The value-added tax payment voucher of agency import tax payment on behalf can be used for export tax refund deduction. It is necessary to ensure that the business unit information on the payment voucher is consistent with the tax refund declaration information. If the agent is the business unit, it is required to apply for dual-title tax payment voucher in time to facilitate the principal to use it for deduction and tax refund.

All capital flows must be corresponding: the principal pays the tax to the agent, and the agent pays the tax to the customs, forming a clear capital path that meets the "four flows in consistency" verification requirements, so as to avoid the situation that the export tax refund process is blocked due to mismatched capital flow during tax verification. It is required to uniformly file the agency agreement, payment voucher and tax payment voucher, and keep the records for no less than 10 years to meet relevant requirements of tax refund verification.
