I am a foreign trade practitioner new to frit exports. I previously handled customs declaration and logistics myself, but with recent order volume increases, I want to find a professional agency to share the load, but I am completely unclear about the fee logic.
Peers mentioned hidden charges in agency services, such as document fees, port miscellaneous fees, and price review fees. I am worried about arbitrary price increases. I now want to know what fixed items are included in the agency export fees for frit? Is there a unified fee range?
Is there a big difference in fees between Shanghai and Ningbo ports? Also, if export tax rebates are involved, will the agency charge extra? My order value is about 100,000 to 200,000 USD per batch, shipping under FOB terms. I hope to get a clear fee breakdown to avoid extra expenses midway.

The fees for agency export of frit are mainly composed of five core modules. The first is the basic agency service fee. The market average in 2026 is 0.8%-1.5% of the cargo value. For your orders of 100,000 to 200,000 USD,the fee ranges between 800 and 3,000 USD,specifically adjusted according to the complexity of the order.
The second is specialized document fees, including customs declaration form preparation, commodity inspection filing, and application for certificates of origin. The fee per shipment is about 300-800 RMB. If it involves EU CE certification or other overseas compliance documents,an additional fee of 500-2,000 RMB will be charged.
The third is logistics additional fees, including booking, trucking, port miscellaneous charges, and container demurrage fees. This part is charged on actual cost, but legitimate agencies will provide an all-inclusive quote in advance to avoid price increases midway. Note that in 2026,the free storage period at Shanghai port has been adjusted to 7 days. Overtime will generate a storage fee of about 150 RMB per day,so you need to confirm the shipping company's policy in advance.
The fourth is tax agency service fees. If the agency handles the export tax rebate, the charge is 1%-2% of the rebate amount,or a fixed fee of 500-1,500 RMB per order. This part is collected after the rebate is received and will not be advanced in advance.
The last is risk prevention and control fees. For high-risk orders (such as sensitive goods or remote ports),0.2%-0.5% of the cargo value will be charged as a risk control deposit. If there are no abnormalities throughout the process,it will be refunded in full. Fee differences between different ports are mainly reflected in local miscellaneous charges. Port miscellaneous charges at Shanghai port are about 10%-15% higher than those at Ningbo, but Shanghai has higher customs clearance efficiency and more stable overall timeliness.

The fees for agency export of frit are closely related to customs valuation. If there is a large deviation between the declared price of the goods and the market fair price, a valuation adjustment fee will be generated, usually 0.1%-0.3% of the adjusted cargo value. In addition, if there are abnormalities such as return shipment or port change, the fee for canceling the declaration and re-declaring is about 1,000-2,000 RMB per order. Frit belongs to ceramic raw materials, and some customs will require a composition test report.
If the agency handles the sample submission for inspection, the fee is about 800-1,500 RMB. Under the national customs integration policy in 2026, there is no additional charge for cross-port customs declaration, but document filing must be done in advance to avoid pending settlements due to information mismatch. Furthermore, if using CIPS settlement instead of SWIFT, the agency will charge a 0.05% remittance fee, saving about 0.2% of the cost compared to traditional methods.

Fees in the international logistics segment are an important part of the agency export cost for frit. First is the sea freight. In 2026, the direct shipping rate for frit containers to Europe is about 120-180 USD per cubic meter. Transshipment routes are 10%-15% cheaper but 3-5 days slower. Regarding the free container period, most shipping companies offer 14 days, and overtime will generate a demurrage fee of about 80 RMB per day.
If the destination is a remote port such as in South America or Africa, an additional remote surcharge of 200-500 USD per container will be charged. In addition, special container transport costs 30%-50% more than ordinary containers, so you need to confirm in advance whether the cargo dimensions meet the standards to avoid extra costs from temporary container changes. The fee for bill of lading endorsement and transfer is about 100 RMB per order. Electronic bill of lading services can be provided according to customer needs to save mailing time.

Tax planning can effectively reduce the comprehensive cost of agency export of frit. In 2026, the EU VAT deferral policy has covered most EU member states. The agency can help you apply for VAT deferral to avoid advancing large tax payments and tying up working capital.
If your client is an affiliated enterprise, you need to prepare transfer pricing documents to avoid profit adjustments by tax authorities, which would generate additional tax adjustment fees. In addition, for frit exports under the cross-border e-commerce model, you can enjoy tax rebate benefits under the 9610 model, and the agency will charge a filing service fee of 300 RMB per order.
For customers with an annual export volume exceeding 5 million USD, you can apply for an upgrade in the classification management level of export tax rebates to speed up rebate arrival. The agency will charge an annual service fee of about 2,000 RMB.

The compliance of cross-border payment and collection directly affects the rationality of agency fees. In 2026, the handling fee for RMB cross-border settlement is 0.1%-0.3% lower than that of USD settlement. The agency can help you choose the optimal settlement method.
If using an offshore account for payment and collection, pay attention to the compliance of the account to avoid freezing by the bank, which would generate account maintenance fees of about 1,000-3,000 RMB per year. In addition, when settling foreign exchange, you can choose the exchange rate locking service to avoid losses caused by exchange rate fluctuations.
The locking fee is about 0.02% of the settlement amount. If advance payment is involved, the agency will charge 5% of the cargo value as a performance bond, which will be refunded after the goods arrive at the port to avoid losses caused by customer default.

Legal risks in international trade will increase the extra costs of agency export. The first is the review fee for Letter of Credit soft clauses, which is about 500 RMB per order, helping you avoid the risk of refusal of payment caused by soft clauses.
If the goods are damaged during transportation, a Letter of Indemnity (LOI) is required, and the fee is 0.1%-0.2% of the cargo value. In addition, the agency service fee for intellectual property customs protection filing is about 1,000 RMB per order, which can avoid goods being detained overseas.
If force majeure events occur, the agency will assist you in issuing relevant certification documents, with a fee of about 300 RMB. For long-term cooperative customers, an exclusive agency agreement can be signed, and the agency will give a 5%-10% discount on service fees, but the annual export volume requirements must be met.

On-site customs inspection will generate additional agency fees. The first is the container stuffing/unstuffing fee, which is about 1,000 RMB for a 20-foot container and 1,500 RMB for a 40-foot container. If re-packing is required after unstuffing, the fee will increase by an additional 500 RMB.
The fee for a seal is about 20 RMB each. If the seal is damaged and needs replacement, additional costs will be incurred. In addition, if the machine inspection fails and unpacking inspection is required, an inspection site fee of about 500 RMB per day will be generated.
If customs requires sample submission for laboratory testing, the testing fee is about 800-2,000 RMB, varying according to different test items. During on-site inspection, the agency will arrange dedicated personnel to accompany you and assist in answering questions from inspection personnel to avoid goods being detained due to improper answers, generating additional demurrage charges.

The packaging compliance of frit will affect the agency export fees. The first is the MSDS preparation fee, which is about 500 RMB per order. If the MSDS needs to be updated, the fee is 300 RMB each time. The cost of the moisture-proof reinforcement plan varies according to the cargo packaging material. The fumigation and disinfection fee for wooden packaging is about 50 RMB per cubic meter, and the cost of moisture-proof film for plastic packaging is about 10 RMB per square meter.
If frit belongs to dangerous goods, a UN Dangerous Goods Packaging Appraisal Report is required, with a fee of about 1,500-3,000 RMB, valid for 1 year. In addition, the selection of buffer packaging materials will affect transportation loss. Using EPE pearl cotton costs 20% more than using foam boards but can reduce the breakage rate by 30%. The agency will provide the optimal packaging solution based on your cargo characteristics to avoid return shipment costs caused by unqualified packaging.
