I am the import business lead of a cross-border trading company. I just took over the company's import division, and I was previously engaged in domestic trade, so I am completely unfamiliar with the product categories covered by import agency services. The scattered freight forwarders I previously cooperated with can only handle a small number of categories.

Now the company plans to expand import business covering pre-packaged food, precision mechanical equipment, special chemical products, and small retail goods for cross-border e-commerce. I do not know which products can be imported through import agency, what are the differences in agency requirements for different categories, or whether there are qualification thresholds.

I am also worried that improper category selection will lead to customs clearance delays or compliance issues. I hope to systematically understand the specific product lines covered by import agency services, the operational differences and precautions for different categories, sort out the scope of categories that we can cooperate with, and avoid potential risks.

The product lines of import agency services mainly cover three core categories: general goods, special goods, and cross-border e-commerce commodities, with obvious differences in operation logic, compliance requirements and service details among each category.

General Goods are the most common category for import agency, covering pre-packaged food, daily consumer goods, general mechanical equipment spare parts, etc. The pre-audit process needs to confirm the consistency of basic documents such as commercial invoice, packing list,ocean/air waybill. Core links include manifest declaration and online tax payment. For scenarios with inconsistent manifest information, the contingency plan provides a modification application channel within 2 hours. The compliance requirement ensures that the declared elements of goods completely match the actual product name and quantity.

Special Goods include hazardous chemicals, precision instruments, large complete sets of equipment, etc. Import agency for such products requires pre-qualification review in advance. Additional pre-submitted documents include MSDS report, hazardous goods classification appraisal certificate, special equipment inspection certificate, etc. Core links include hazardous goods declaration and filing, and seal verification during on-site inspection. For cargo detention scenarios,we coordinate with on-site inspection specialists to complete emergency sample testing to ensure fast release of goods.

Cross-border E-commerce Commodities mainly refer to small retail goods and goods imported under bonded stocking mode. The service priority focuses on three-information matching compliance. The pre-audit process needs to confirm the consistency of e-commerce platform orders, payment vouchers and logistics manifests. Core links include bonded warehouse filing and manifest verification and release. For scenarios of suspended manifest accounts,a fast traceability and adjustment channel is provided. The compliance requirement strictly abides by the tax policies for cross-border e-commerce retail imports.

In addition, some niche categories such as artworks and antiques require additional approval documents from cultural authorities, and we can also provide full-process agency services to ensure that import demands of all categories are implemented in compliance with regulations.

For import agency customs declaration of different categories, the core differences focus on price verification standards and document requirements. For general goods, the price verification takes the actual transaction price as the core, and only the purchase contract and invoice are required to complete price verification. For categories such as special chemicals and precision equipment, additional component testing reports, technical parameter manuals, and third-party authoritative price certificates are required to avoid customs queries on abnormally low declared prices.

The RCEP framework's preferential certificate of origin policies will be further refined in 2026. For eligible goods, the origin declaration can be submitted in advance on the single window to enjoy tariff concessions, which is particularly prominent in the import of general consumer goods and can effectively reduce import costs.

If there is suspended price verification, supporting materials related to the goods including historical purchase records, industry pricing standards, and supplier quotation letters shall be supplemented and submitted within 7 working days to prove the rationality of the declared price. Some regulated categories such as radio equipment and medical devices need to complete pre-registration with relevant competent authorities, otherwise they cannot pass customs declaration review.

For secondary declaration, deletion and re-declaration scenarios, it is necessary to sort out the error nodes of the original declaration in advance to avoid repeated problems, and at the same time apply to customs for late fee reduction, on the premise that it can be proved that the error is unintentional and does not cause loss to customs supervision.

The differences of import agency logistics solutions for different categories are mainly reflected in transportation routes, cargo right control and cost control. For general goods, direct sailing routes can be selected to reduce transit cost, and the free storage period can usually be applied for 7-14 days. In case of space congestion, cabin can be locked in priority to avoid container roll risk.

Meanwhile, long-term freight agreements can be signed with shipping companies to lock in the annual transportation cost. For special goods such as large equipment and hazardous chemicals, shipping companies with special transportation qualifications shall be selected, and the lifting capacity of loading and unloading ports and hazardous goods storage conditions shall be confirmed in advance, and longer free container period can be applied for, which is usually extended to 21 days to avoid high container detention charges.

For cross-border e-commerce commodities, it is necessary to match the bonded warehouse distribution routes, and give priority to the direct mail dedicated line or bonded warehouse stocking mode to ensure the timeliness of three-information matching. Endorsement of bill of lading shall be adjusted according to trade terms: the buyer endorses the bill of lading under FOB terms, while the seller endorses it under CIF terms.

If cargo right transfer is involved, the endorsement process of the bill of lading shall be confirmed in advance to avoid cargo right disputes. When there is a requirement for port change, the application shall be submitted 72 hours before the ship arrives at the port, and the customs clearance requirements of the new port shall be confirmed at the same time to avoid additional port change fees and port detention charges.

The differences of tax planning for import agency of different categories are mainly reflected in deferred VAT payment, related party transaction pricing and application of tax incentives. For general goods, import VAT can be directly applied for deferred payment. You only need to check the VAT deferral option during declaration, no advance tax advance payment is required, which effectively eases the capital pressure of enterprises, especially suitable for small and medium-sized trading enterprises.

For special goods such as precision equipment and chemical products, related party transaction pricing filing shall be completed in advance to ensure that the transaction price conforms to the arm's length principle, so as to avoid BEPS risks and withholding tax disputes. If technical service fees from overseas suppliers are involved, non-resident enterprise withholding tax shall be withheld and paid.

The new cross-border e-commerce retail import tax policy issued in 2026 has adjusted the dutiable price threshold of single item. The import tax of cross-border e-commerce commodities shall be implemented in strict accordance with the new policy, and the consistency of three information shall be ensured to avoid tax audit.

For special categories such as artworks and antiques, consumption tax and tariff shall be levied at import links, and approval documents from cultural authorities shall be provided at the same time. Tax planning shall be combined with the valuation and transaction background of artworks to avoid double taxation. In addition, the import tax preferential policies in some free trade zones can be applied to specific categories, and it is necessary to confirm in advance whether the enterprise meets the access conditions.

The compliance differences of foreign exchange receipt and payment for import agency of different categories are mainly reflected in settlement methods, message specifications and exchange rate optimization. For general goods, conventional T/T and L/C settlement methods are available, and SWIFT messages shall accurately fill in information such as product name, quantity and amount to ensure consistency with the customs declaration form and avoid foreign exchange refund caused by inconsistent messages.

For special goods such as large equipment and chemical products, installment payment method shall be adopted. For each payment, corresponding progress report, acceptance certificate and quality inspection report shall be provided to avoid compliance risks caused by inconsistency between foreign exchange receipt and payment and actual goods progress.

Cross-border e-commerce commodities shall be settled through the CIPS cross-border RMB payment system to ensure that the three documents (order, payment, logistics) are consistent with the foreign exchange receipt and payment information, and avoid suspended foreign exchange settlement. The use of offshore accounts shall strictly comply with foreign exchange administration regulations, and unauthorized receipt and payment of foreign exchange operations are prohibited.

If third-party payment is involved, the compliance qualification of the payment institution shall be confirmed. Exchange rate optimization for foreign exchange purchase can lock exchange rate risks through forward foreign exchange settlement and sale products, which is especially suitable for large-value import transactions.

With large exchange rate fluctuations in 2026, locking the exchange rate in advance can effectively reduce exchange loss. In addition, regular reconciliation of foreign exchange receipt and payment shall be carried out to ensure that the capital flow, goods flow and document flow of each transaction are consistent.

The differences of legal risks of import agency for different categories are mainly reflected in contract clauses, cargo right control and intellectual property protection. The import contract for general goods shall specify quality standards, delivery time and liability for breach of contract, focusing on avoiding soft clauses of letter of credit such as vague inspection standards and unreasonable payment conditions.

A third-party performance bond can be adopted to ensure the performance of the seller and avoid the risk of losing both goods and payment. For special goods such as precision equipment and hazardous chemicals, clauses on equipment installation and commissioning, after-sales service and liability division for hazardous chemical leakage shall be additionally agreed to clarify the compensation liability and emergency handling procedures of both parties, so as to avoid subsequent disputes.

For cross-border e-commerce commodities, intellectual property protection clauses shall be clearly specified to ensure that imported goods do not infringe on third-party trademark rights and patent rights. The seller shall be required to provide intellectual property authorization certificates, and the compensation liability for intellectual property infringement shall be stipulated in the contract.

Cargo right transfer shall be completed through bill of lading endorsement, and the legality and transferability of the bill of lading shall be confirmed to avoid cargo right disputes. Force majeure clauses shall clarify the scope of application, such as epidemic situation, port strike, customs inspection delay and other scenarios, and agree on the handling procedures after the occurrence of force majeure, such as delayed delivery and reduction. In addition, for large-value import transactions, the seller can be required to provide a performance bond to reduce transaction risks.

The differences of on-site inspection for import agency of different categories are mainly reflected in inspection proportion, container unstuffing requirements and sample submission procedures. The inspection proportion of general goods is relatively low, which is usually random sampling. The goods can be released after passing the machine inspection. If the machine inspection result is abnormal, container unstuffing inspection is required, which usually takes 2-4 hours.

The stacking mode of goods shall be sorted out in advance to facilitate customs inspection. For special goods such as hazardous chemicals and precision equipment, the inspection proportion is relatively high. MSDS report, packaging inspection certificate and technical parameter manual shall be prepared in advance, to cooperate with customs to identify the authenticity of seals and check hazardous goods labels.

The inspection priority of cross-border e-commerce commodities is the consistency of three information. Orders, payment vouchers and logistics manifests shall be sorted out in advance to cooperate with customs for unpacking inspection.

If the inspection notice requires sample submission, the samples shall be sent to the designated inspection institution within 72 hours to ensure that the inspection results meet the requirements. Machine inspection passing skills shall be adjusted according to the packaging type of goods. For example, buffer reinforcement shall be done in advance for fragile goods to avoid damage during machine inspection.

During on-site inspection, personnel shall accompany customs officers throughout the process to answer questions in time, so as to avoid cargo detention caused by poor communication. In addition, image and video materials of the whole inspection process shall be kept as evidence for subsequent appeal.
