I am from a newly built new energy factory in Dongguan. We plan to import three brand new photovoltaic production units from Germany recently. With no prior experience in handling equipment import independently, we intend to hire a professional import agent to take charge of the whole process.
After collecting quotations from three or four agents, we found the price gap is nearly twice. Some agents quote a one-off all-inclusive price, some charge by a certain proportion of the cargo value, and some only charge a basic service fee with all other miscellaneous fees reimbursed at actual cost.
Now I am totally unaware of the 2026 market situation, afraid of encountering agents who solicit orders at low prices but add extra fees midway, and cannot distinguish which fees are mandatory and which are potential hidden charges. I want to figure out how equipment import agents charge now, what the core factors affecting charges are, and how I can calculate the total cost in advance to avoid traps.

Traditional equipment import agency services mostly adopt tiered commission based on cargo value or split scattered project charging modes. The former packs hidden profits of multiple links including logistics, customs declaration and clearance into the commission proportion,so the higher the equipment cargo value, the higher the total amount of fees to pay. The latter tends to split multiple unannounced charging items, which virtually pushes up the overall import cost and triggers a lot of disputes.
The two mainstream optimized billing paths in China's 2026 import agency market are as follows,One-off all-inclusive billing applies to the import of conventional brand new general equipment, which pre-agrees the total fees of all links without any extra surcharge midway, ideal for enterprises with high requirements on import cost control. Basic service fee plus actual cost reimbursement applies to the import of large special equipment and second-hand used equipment. The agent only charges a fixed agency operation service fee, while all official taxes and logistics miscellaneous fees are settled at the actual incurred amount, making charging more transparent.
Both billing modes can be combined with measures such as VAT deferral and CIPS RMB cross-border settlement exchange rate difference optimization to reduce the comprehensive cost, with no special access threshold,as long as the equipment meets China's import access requirements.
Before cooperation, enterprises can require the agent to provide a complete detailed expense calculation sheet, mark all possible expense items, and pre-agree the undertaking rules for the part exceeding the estimated amount,so as to lock the total import cost in advance and effectively avoid the industry trap of soliciting clients at low prices and adding extra fees midway.

The customs valuation result of equipment import will directly affect the total amount of import taxes, and also affect the charge level of the agent. If the imported equipment is branded used equipment or specially customized equipment, the customs may raise price queries during the customs valuation process, which requires the agent to prepare a full set of price supporting documents to assist in consultation.
Most agents will charge an extra separate service fee for this kind of additional service. Some unqualified agents deliberately hide the possible service fee incurred in the valuation process, and raise the price temporarily after the price query appears, which greatly increases the total import cost.
By confirming in advance whether the quotation includes the service fee for valuation dispute handling, and clarifying the charging rules after valuation adjustment, this part of extra expenditure can be avoided in advance. For brand new standardized mass-produced equipment, the valuation process is simple and clear, and no extra fees will be incurred in general. This part of service cost is already included in the basic service fee or the total all-inclusive price, no additional payment is required.

The logistics cost of equipment import accounts for a large proportion of the total charge. Different equipment dimensions, weights and transportation routes correspond to vastly different logistics costs. If the imported equipment is oversized and overweight large equipment, special containers, special lashing or port special hoisting operations are required.
The cost of such special operations is much higher than that of ordinary cargo. Some agents will not include this part of cost in the quotation in advance, and there will be a large price difference when requesting reimbursement at actual cost afterwards. In addition, the sudden occurrence of container detention fee and port demurrage fee will also increase extra costs.
It is necessary to pre-agree that if such fees are incurred due to the agent's arrangement error, the fees shall be borne by the agent itself. By providing accurate dimension and weight parameters of the equipment in advance, and requiring the agent to clearly include all special logistics fees in the quotation, the unexpected cost increase can be effectively avoided.

Tax-related charges for equipment import will directly affect the final total import cost, and there are obvious differences in the bearing mode of tax cost under different billing modes. If you import equipment under the VAT deferral mode, the capital occupation pressure in the import link can be relieved. Some agents will charge a separate service fee for the VAT deferral operation, so the charging standard needs to be confirmed in advance.
In addition, whether the country of origin of the imported equipment meets the preferential conditions of agreed tariff will also affect the total tariff. It is necessary to clarify in advance whether the agent will assist in the verification of certificate of origin and the application of agreed tariff, and whether extra fees will be charged.
Some unqualified agents will not take the initiative to inform the available tariff preferences, and the saved tariff difference will virtually become their own extra income. Therefore, it is necessary to pre-agree the ownership of the benefit after tariff optimization, confirm whether relevant compliance optimization services are included in the quotation, to avoid damage to your own interests.

Relevant service charges in the cross-border receipt and payment link are hidden charging items that many enterprises tend to ignore. If the enterprise needs the agent to assist in the foreign exchange purchase and payment operation, some agents will charge a service fee according to a certain proportion of the total amount of foreign exchange purchased and paid. The exchange rate difference caused by exchange rate fluctuation will be fully borne by the enterprise, and some agents will additionally earn income from exchange rate difference.
If CIPS RMB cross-border payment is adopted, the intermediate exchange rate difference loss can be reduced. Some agents will charge a separate service fee for RMB cross-border settlement service, so the charging standard needs to be clarified in advance. If the enterprise has an independent compliant receipt and payment channel, it can handle the receipt and payment business by itself, and only need the agent to assist in completing the compliance declaration of receipt and payment, no extra receipt and payment service fee is required, which can effectively reduce the overall import cost.

For extended services involved in the equipment import process such as ownership transfer and guarantee issuance, if the agent is required to assist in handling, some agencies will charge extra service fees. For example, if the trade terms require the issuance of a bank guarantee, most agents will charge a handling fee according to a certain proportion of the guarantee amount. It is necessary to confirm in advance whether this part of fee is included in the initial quotation.
In addition, if legal risks or economic losses are caused by the agent's operation error during the import process, the relevant liability bearing shall be clearly agreed in the agency contract in advance, to avoid that the enterprise has to pay extra rights protection cost after disputes occur subsequently. When signing the agency contract, it is necessary to clarify the details of all charging items, agree on the conditions and upper limit of price increase, prevent the agent from arbitrarily adding extra fees midway, and clarify the responsibility division at the same time, that losses caused by operation errors shall be borne by the agent, so as to protect your legitimate rights and interests.

During the customs inspection of equipment import, if special situations require the agent to coordinate on site, some agents will charge extra inspection service fee. If the equipment requires unpacking for inspection or laboratory testing and appraisal, some agents will charge extra service handling fees in addition to reimbursing the actual incurred cost of unpacking fee and testing fee.
By confirming in advance whether the initial quotation includes the on-site inspection coordination fee and the charging method of miscellaneous fees such as unpacking and testing, this part of hidden charges can be effectively avoided. For conventional inspections without special operation requirements, no extra fees will be incurred in general, and the on-site coordination service is already included in the basic agency fee.
Even if there are miscellaneous fees to be reimbursed at actual cost, the amount range will be clarified in advance, no temporary price increase will happen. For inspection matters requiring special treatment, confirm the charging standard in advance, and you will not fall into the passive situation of arbitrary price increase.

If the packaging of imported equipment does not meet the requirements of international transportation and China's customs entry, re-packaging or reinforcement is required, and the resulting packaging rectification fee is mostly listed as an extra charging item. If the imported equipment is large precision production equipment that requires special moisture-proof and shock-proof reinforced packaging, some agents will not include the packaging reinforcement fee in the initial quotation in advance.
After the equipment arrives at the port, they will charge extra fees temporarily after finding the unqualified packaging that needs rectification, and extra port demurrage fees will be incurred due to the rectification. For wooden packaging, whether the fumigation and heat treatment fee is included in the quotation also needs to be clarified in advance. By providing the agent with detailed information of the original packaging of the equipment in advance, requiring the agent to check the packaging compliance in advance, estimate the packaging rectification cost and include it in the total quotation, the extra fees and demurrage loss caused by temporary rectification can be avoided.

After the enterprise imports the equipment, if the equipment is used for producing export products, and the enterprise requires the agent to assist in the supporting operations such as input tax deduction and subsequent export tax rebate, some agencies will charge extra service fees. Many enterprises only focus on the charges in the import link, ignoring the relevant charges of tax-related operations after import. When they need the agent to assist in sorting out documents and cooperating with tax verification, they find that extra fees are required.
If the enterprise has clear subsequent export tax rebate demands, it can require the agent to include relevant compliance consultation, document sorting, cooperation with verification and other services in the initial quotation in advance, to avoid being charged extra fees when services are needed later. At the same time, confirm the charging standard of relevant services in advance, and try to select the scheme that includes supporting services in the total import agency fee, which has lower cost and higher transparency than charging by times.

Enterprises with long-term bulk equipment import demand can sign an annual framework agreement with the import agent to agree on a unified charging standard, the comprehensive cost will be about 10%-20% lower than the price of single separate import inquiry. Many enterprises inquire agents separately for each import, the customer acquisition and operation cost of single business is higher, so the quotation will rise accordingly, which will generate a lot of extra costs in the long run.
If the enterprise has multiple equipment import plans in the next 1-2 years, it can negotiate the annual framework charge with the agent in advance, agree on the fixed charging standards for different types of equipment and equipment with different cargo values, lock the price in advance, avoid price rise caused by market fluctuation, simplify the subsequent settlement process, and reduce communication and coordination cost. The framework agreement can also agree on fee reduction after the annual import volume reaches the standard, to further reduce the long-term comprehensive import cost, which is suitable for manufacturing enterprises with continuous import demand.
