I am the head of a small smart wearable device factory in Shenzhen. We just received an order for 1,000 sports watches from a German client last week, and this is our first export business. We have found a local agency but still feel uncertain. Yesterday the client urged us to arrange shipment, and the agency said we need to prepare the customs declaration form, MSDS and certificate of origin first, but I don't know how far in advance these documents should be submitted.
In addition, I heard that poor coordination between logistics and customs declaration easily leads to port detention. Our goods are shipped to Hamburg by sea, with only 7 days of free storage period. What should we do if we are delayed and have to pay container detention charges?
As for tax refund, the client said the payment will be made in two batches, will this affect the tax refund? Besides, is CE certification mandatory for the EU? We have only obtained domestic certifications before, will our goods be seized if we miss this certification? Please help me sort out these key points, thank you!

The core of export agency business lies in the accurate connection of full-chain nodes, and operations in 2026 shall be adjusted in line with the latest policies. Start with Preliminary Document Verification: The commodity code for smart wearable devices shall be confirmed as 85176290 (functional codes were updated by the customs in 2026),and the function description on the customs declaration form shall be consistent with the actual product (such as whether it is equipped with heart rate monitoring function). The MSDS shall comply with the 2026 version of EU CLP Regulation (the warning for lithium batteries shall be marked "WARNING: May cause fire/explosion"). The certificate of origin shall be submitted through the Shanghai Customs Electronic Filing System 3 days in advance (no hard copy is required,so as to avoid logistics delay).
For the connection of key nodes, attention shall be paid to Synchronization of Logistics and Customs Declaration: After booking the shipping space, the shipping company's pickup order and container number shall be sent to the agency within 1 hour. The pre-entry of the customs declaration form shall be completed 24 hours before shipment (the shipping companies have strict requirements on space locking in 2026,and delay will lead to container rolling). The direct sailing schedule to Hamburg is 18 days, and the bill of lading confirmation time limit between the agency and the shipping company shall be confirmed (within 12 hours, otherwise amendment fee will be incurred).
Contingency plans shall cover Inspection and Port Detention Risks: In case of customs inspection,2 samples of each product type and the 2026 version of EMC test report shall be prepared in advance. On site, check that the seal number is consistent with that on the customs declaration form. If the seal is damaged, contact the shipping company immediately to re-seal the container. For port detention, the Port of Hamburg supports online application for extended free storage period in 2026 (maximum 3 days,at a cost of 200 EUR per container),and the application shall be submitted 2 days before the free storage period expires.
For the final compliance implementation, attention shall be paid to Foreign Exchange and Certification: For payment made in two batches, the contract basis for batch foreign exchange payment shall be specified in the agency agreement (the State Administration of Foreign Exchange requires declaration for each transaction in 2026,and no basis will lead to delayed settlement of foreign exchange). The valid electronic CE certification file of 2026 shall be provided (the EU customs electronic verification system will directly retrieve the file, and no file will lead to customs seizure).

The core of customs declaration in 2026 is Accuracy of Commodity Code and Consistency of Electronic Documents. For smart wearable devices, attention shall be paid to: the functions under code 85176290 (such as whether it is equipped with GPS) shall fully match the description on the customs declaration form. The customs has launched the AI document review system in 2026, and code errors will directly trigger document return. In addition, the electronic filing of the certificate of origin shall be consistent with the origin information on the customs declaration form. If the certificate of origin is issued by a third party, it shall be associated and filed in the customs system in advance. In case of valuation dispute, export invoices of similar products in the latest 3 months shall be provided (the customs requires provision of electronic invoice chain in 2026), so as to avoid customs clearance delay caused by inconsistent valuation.

For route optimization of sea freight to Hamburg, attention shall be paid to Cost Balance between Direct and Transshipment Services: In 2026, the direct sailing schedule from Shanghai to Hamburg is 18 days, and the transshipment sailing schedule is 22 days, but transshipment can save 15% of freight when direct shipping space is tight. In terms of free storage period, the Port of Hamburg unifies the free storage period for goods exported from China to 7 days in 2026. If the goods are lithium batteries (UN3480), the shipping company shall be informed in advance (UN3480 belongs to Class 9 dangerous goods and requires special shipping space). In addition, attention shall be paid to bill of lading endorsement: If the client pays by letter of credit, "blank endorsement" shall be made on the bill of lading (the agency shall affix its official seal). Shipping companies support electronic bill of lading endorsement in 2026, no hard copy document is required.

The core of export tax refund is Four-Stream Consistency (contract, invoice, logistics, capital), and the change in 2026 is the VAT Deferment Policy: Smart wearable devices belong to electromechanical products, and can enjoy export VAT deferment (no need to pay first and then refund), but the VAT deferment application shall be submitted within 15 days after customs declaration. In addition, for payment made in two batches: Declaration shall be made in the foreign exchange system after each batch of foreign exchange payment, and the declared amount shall be consistent with the amount on the customs declaration form (if inconsistent, a supplementary contract for batch payment shall be provided). The tax refund declaration shall be submitted within 30 days after the goods are loaded (the tax system automatically verifies the declaration time limit in 2026, and overdue will affect the tax refund).

The compliance key points of foreign exchange settlement are Declaration Per Transaction and Capital Flow: The State Administration of Foreign Exchange requires all export payments to be settled through the CIPS system (RMB or Euro) in 2026, and collection through offshore accounts is prohibited. If the client pays in two batches, the proportion of each batch of payment shall be specified in the agency agreement (such as 30% advance payment, 70% against copy of bill of lading), and corresponding logistics documents (copy of bill of lading or waybill) shall be provided when making payment. In addition, for exchange rate optimization, banks support forward foreign exchange settlement in 2026 (lock the exchange rate to avoid losses caused by Euro fluctuation), and the agency can assist clients to choose the appropriate settlement time (such as settlement when the Euro exchange rate rises).

The core of the agency agreement is Risk Division and Clear Clauses: The responsibilities of the agency (customs declaration, logistics, tax refund) and fees (customs declaration fee, logistics fee, agency fee) shall be specified in the agreement. CE Certification Liability Clause shall be added in 2026 (if the agency fails to remind the client to provide valid CE certification resulting in customs seizure, it shall bear the losses). In addition, the force majeure clause shall cover Port Congestion and Customs Inspection Delay (the congestion rate of the Port of Hamburg reached 15% in 2026, and the liability division for delay shall be clarified). For property right transfer, it shall be specified in the agreement that the agency will endorse the bill of lading to the client only after the client pays off the payment (to avoid the client taking delivery of the goods without payment).

The key points of response to customs inspection are Rapid Cooperation and Complete Documents: Customs inspection in 2026 mostly adopts machine inspection plus sampling, and sampling will be carried out if abnormal conditions are found in machine inspection (1-2 units for each product type). Samples shall be prepared in advance (placed at the door of the container for easy inspection). If samples are sent to the laboratory for testing, the product test report shall be provided (the EU requires EMC and LVD reports in 2026), and the testing time is about 3-5 days. In addition, attention shall be paid to seal management: Record the seal number when loading (take photos for storage), confirm that the seal number is consistent with that on the customs declaration form after inspection. If the seal is damaged, contact the shipping company immediately to re-seal the container (the cost is about 50 EUR).

The packaging of smart wearable devices (with lithium batteries) shall meet the UN3480 Dangerous Goods Packaging Requirements: The EU requires lithium batteries to be packaged separately in 2026 (each battery is wrapped in an anti-static bag), and the packaging box shall be marked with UN3480 mark and warning words. In addition, attention shall be paid to moisture-proof packaging: The climate in Europe is humid, so 2-3 packs of desiccant shall be placed in each packaging box, and the packaging box shall be reinforced with corrugated paper (to avoid damage during transportation). For MSDS preparation: It shall include the chemical composition, voltage, capacity and other information of the battery (required to be in EU CLP format in 2026), and shall be filed in the customs system in advance.

For the management of tax refund documents, attention shall be paid to Four-Document Consistency (contract, invoice, logistics document, foreign exchange receipt): Random spot checks will be carried out in tax correspondence adjustment in 2026, and it shall be ensured that the documents for each batch of goods are complete (the contract shall be signed and sealed by both parties, the invoice shall be a value-added tax ordinary invoice, and the logistics document shall be sealed by the shipping company). In addition, attention shall be paid to cross-month declaration: If the goods are loaded in January and the tax refund declaration is made in February, an explanation shall be provided when declaring (the system supports cross-month declaration in 2026, but the reason for delay shall be provided). Document filing shall be completed within 15 days after the tax refund is processed (scan and archive all documents for tax inspection convenience).

For supply chain optimization of export agency, attention shall be paid to Linkage of Inventory and Logistics: The "pre-inventory" mode can be adopted in 2026 (part of the goods are placed in the Shanghai bonded warehouse in advance), and the goods are directly shipped from the bonded warehouse after receiving the order, saving customs declaration time (no VAT is required for shipment from bonded warehouse). In addition, for trade term selection: If the client requires CIF Hamburg, the freight and insurance premium shall be calculated (the marine insurance rate is about 0.1% in 2026), and the insurance coverage shall be specified in the contract (covering damage and loss during transportation). For cost calculation: The agency fee (about 1.5%-2% of the goods value), logistics fee (about 8%-10% of the goods value), and tax refund income (about 13% of the goods value) shall be calculated to ensure profit margin.
