I am a new practitioner in foreign trade, with a batch of general cargo and a batch of chemical dangerous goods to be exported to Germany. I originally planned to handle customs declaration and logistics on my own, but peers told me that hiring an export agency is more hassle-free.

However, I have no idea how export agencies generally charge. I am afraid of encountering unscrupulous agencies with arbitrary charges, and also worried about miscalculating costs leading to profit shrinkage, for example, are service fees, customs declaration fees, port charges and other items all included?

Will there be extra surcharges for dangerous goods? Can you elaborate on the composition of charges, differences under different scenarios, and whether there are hidden charging pitfalls?

Export agency fees usually consist of three major categories: basic service fees, special operation fees, and compliance supporting fees. Traditional self-operated models often incur hidden costs due to non-standard documents and unfamiliarity with processes, such as port detention fees caused by incorrect customs declaration forms, and losses from delayed tax refunds, which may exceed 10,000 RMB per shipment.

Basic service fees are charged at 0.1%-0.3% of the cargo value, the billing base is mostly FOB value, some agencies set a minimum charging standard,as low as 500 RMB per shipment. The special operation fees for general cargo and dangerous goods differ significantly, the special operation fee for dangerous goods is 50%-100% of the basic service fee, covering extra service costs such as dangerous goods declaration, special container scheduling,on-site loading supervision, etc.

Compliance supporting fees include customs declaration fees, port charges, foreign exchange settlement fees, etc. CIPS cross-border RMB settlement can optimize exchange rate difference costs in 2026,some agencies include this item in the basic service fee,so it is necessary to confirm in advance whether hidden items such as document amendment fees, inspection assistance fees are included. The VAT deferral supporting service charges a small management fee, usually 0.02% of the cargo value, which can greatly reduce the capital occupation cost in the early stage.

To judge the reasonableness of charges, you need to consider the service scope: whether it covers full-process services such as document pre-review,customs consultation, tax refund follow-up,etc. At the same time, you need to confirm whether there are additional clauses such as minimum charges, urgent service fees,to avoid unscheduled cost expenditures in the later stage.
