Reliable sourcing and import agency services.
I’m a small-scale supplier who has been in cross-border trade for only two years, previously handled customs declaration and exports through freight forwarders on my own. Recently, orders have increased, and I’ve also taken on several large orders requiring tax rebates, doing it myself often leads to errors.
Last time, shipping schedules were delayed due to document issues, and I was charged substantial liquidated damages. Now I want to find an export agent for assistance, but I’ve looked through lots of materials and got more confused—some say they are divided into full-authority agency and partial agency, others say classified by trade method.
I can’t figure out what the actual classifications are, nor which classification’s services are suitable for small and medium suppliers like me. Could you please explain it clearly to me?

Currently, export agents are mainly divided based on two core dimensions. The first dimension is by service authority, which can be divided into full-authority export agent and partial export agent.
Full-authority export agents cover the entire process from order receipt, document preparation, customs declaration, logistics, collection to tax rebate,no need for enterprises to set up dedicated foreign trade teams, suitable for small and medium suppliers or enterprises that have just started export business. Partial export agents cover only one or more links, for example, only act as agent for customs declaration and tax rebate, only suitable for enterprises that already have foreign trade teams and only need to supplement some capabilities.
The second dimension is by trade subject, which can be divided into general trade export agent and buying export agent. General trade export agent exports in the name of the agent, can apply for export tax rebate normally, compliant with regulations and is the current mainstream legal model. Buying export means borrowing the head office of another enterprise for export, cannot apply for tax rebate,is currently not compliant with cross-border trade compliance requirements of 2026,and is not recommended.
For selection, first organize the business capabilities already possessed, then match the corresponding classification’s services. Small and medium suppliers with tax rebate orders should give priority to full-authority general trade export agent, which can minimize their own operational costs and compliance risks to the greatest extent.

Classified by customs clearance subject attributes, export agents can also be divided into two categories: customs clearance agent and comprehensive trade agent. Customs clearance agent is only responsible for completing customs declaration, inspection connection and other customs clearance link operations, does not undertake responsibilities related to the trade subject, the authenticity of all documents and the ownership of goods are the responsibility of the client. Agents of this category usually charge lower, but clients need to complete subsequent links such as collection and tax rebate on their own.
Comprehensive trade agent takes the agent as the trade export subject, undertakes the main responsibility of the customs clearance link, is responsible for document review, compliant declaration, requires clients to provide real and complete goods ownership materials, transaction contracts and other materials, comply with current customs integration supervision requirements, can effectively reduce the probability of abnormal situations such as price review disputes, order deletion and re-declaration. In case of customs clearance anomalies, the agent is responsible for docking with customs for handling, no need for the client to be present.
