I have been engaged in foreign trade business for half a year as a new practitioner. Recently I received a small batch of textile orders bound for the EU, and the client requires me to find a professional export agent for customs declaration, but I have no idea how much this service costs per shipment.

I heard from peers before that the charges vary greatly, some charge RMB 300 to 800 per shipment, while others charge 0.5 to 2% of the cargo value. My cargo is valued at around RMB 120,000, and will be shipped from Shanghai Port with complete documents, but this is my first operation of this kind.

I am afraid of being charged arbitrarily, and also want to know which fees are mandatory, and whether there is hidden consumption. Could you please explain the specific charging composition and influencing factors clearly?

There is no single fixed standard for export agent customs declaration charges. The basic all-in fee at Shanghai Port in 2026 usually ranges from RMB 300 to 800 per shipment. For a textile order with a cargo value of RMB 120,000,if documents are complete and no inspection is required, the basic fee is mostly around RMB 500. The traditional mode is usually divided into two types: all-in charge per shipment and charge based on the proportion of cargo value. The former is prone to hidden consumption, while the latter may increase costs along with the fluctuation of cargo value. It is necessary to pay attention to the hidden risks of proportional charging based on cargo value,as some agents will add other miscellaneous fees on the basis of cargo value, leading to actual expenditure far exceeding expectations.

The charging composition usually includes: document review fee, customs declaration form entry fee, customs inspection fee for machine or manual inspection if triggered, logistics connection fee such as trailer service and manifest entry. Some agents will also charge exchange difference service fee and tax refund advance fee. What many customers easily ignore is the value of compliance additional services. For example,VAT deferred declaration for EU orders can delay the payment of import VAT and ease capital pressure. Most agents will charge an extra 1 to 2% service fee for this service, but it can save hundreds of thousands of yuan in advance capital costs for large-value orders.

Be alert to low-price traps when choosing agents: some small agents attract customers with a low price of RMB 200 per shipment, but will charge high fees in inspection and document correction links, and even lead to cargo detention and port ?。port detention due to non-standard operation, with a daily detention fee of more than 0.5% of the cargo value. It is recommended to prioritize agents that can provide full-link transparent quotations, clearly list the basis for each charge, and optimize costs in combination with your own trade scenarios. For example, you can avoid exchange difference losses through CIPS RMB cross-border payment,or calculate the revenue ratio in advance with the export tax refund policy,to ensure that the agency fee offsets the comprehensive cost saved.

For your EU order with a cargo value of RMB 120,000,if you choose a compliant agent, the overall cost should be controlled at RMB 800 to 1,200 per shipment, including basic customs declaration, logistics connection and preliminary compliance services. If you need VAT deferral and tax refund agency services, the additional fee is about RMB 1,000 to 1,500,and the overall cost performance needs to be comprehensively judged in combination with service quality and compliance.

For export customs declaration at Shanghai Port, the charges are determined based on cargo category, declaration method and document completeness. For a textile order worth RMB 120,000, if general trade declaration is adopted and documents are complete, the basic customs declaration service fee is usually RMB 400 to 600 per shipment, including basic services such as electronic customs declaration form entry, communication with customs on document review, and follow-up of release receipt.

If the goods are subject to statutory inspection, an additional commodity inspection agency fee of about 0.1 to 0.3% of the cargo value will be charged. It should be noted that if there is a valuation query during the declaration process, the agent needs to assist in providing price certification materials, and this service is mostly charged by the hour, ranging from RMB 150 to 300 per hour. Confirming in advance whether this service is included in the all-in fee can avoid hidden expenses.

Export agent customs declaration fees are often bound to logistics links. If you ship from Shanghai Port, trailer fees, manifest entry fees, bill of lading fees and so on will affect the overall cost. For textiles worth RMB 120,000, the trailer fee for full-container shipment is about RMB 800 to 1,200, while for LCL shipment it is calculated by cubic meter, at RMB 30 to 50 per cubic meter.

Some agents will package customs declaration and logistics for charging. At this time, you need to distinguish between customs declaration service fees and logistics service fees to avoid double charging. In addition, the application for free storage period and free container detention period will also affect the port detention cost.

Professional agents can help apply for a free storage period of up to 7 days, helping you save potential container detention costs. This service is usually not charged separately, and is included in the overall agency service.

If your order involves the EU market, VAT deferred declaration can greatly reduce the early capital pressure. The charge for this service is usually 0.5 to 1% of the declared amount.

For a cargo value of RMB 120,000, the corresponding EU import VAT is about RMB 13,000, calculated at a 19% tax rate. Handling deferred declaration through an agent can delay the payment of this tax, which is equivalent to obtaining an interest-free loan.

It should be noted that VAT deferred declaration needs to meet the compliance requirements of EU customs, and the agent must have EU tax compliance qualifications. The charge for this professional service is RMB 100 to 200 higher per shipment than ordinary customs declaration, but the capital turnover value it brings is far higher than the cost.

The charging of export agent customs declaration also needs to be considered in combination with payment and receipt compliance. If you adopt RMB cross-border settlement, payment through the CIPS system can avoid losses caused by exchange rate fluctuations. Some agents provide foreign exchange settlement and account reconciliation services, charging about 0.05 to 0.1% of the settlement amount.

For an order of RMB 120,000, this fee is about RMB 60 to 120, but it can help you avoid SWIFT message handling fees and exchange rate difference losses. In addition, if you need to handle export tax refund, the agent needs to assist in completing foreign exchange receipt verification and document filing. The charge for this service is usually 0.3 to 0.5% of the tax refund amount, provided that your goods meet the tax refund conditions, and you need to confirm in advance whether the agent has the qualification for tax refund agency.

When choosing an export agent, pay attention to the legal risks in the charging terms. Some agents will stipulate in the contract that additional fees are reimbursed according to actual expenses, but do not specify the charging standard, which may lead to high fees being charged later.

It is recommended to clearly list all charging items and upper limits in the contract, for example, the inspection fee shall not exceed 0.2% of the cargo value, and the document correction fee shall not exceed RMB 200 per time. In addition, if the cargo is detained or delayed at the port due to the agent's operational errors, the agent shall bear the corresponding compensation liability.

This liability clause shall be clearly written into the contract to avoid subsequent disputes. For orders worth RMB 120,000, it is recommended to choose agents that provide compliant contract templates. Although the charge is slightly higher, it can avoid potential legal risks.

Export agent customs declaration charges are linked to tax refund services. If you need the agent to handle export tax refund, the overall charge will include customs declaration fee and tax refund agency fee.

For a textile order worth RMB 120,000, if the tax refund rate is 13%, the tax refund amount is about RMB 15,600, and the agent's tax refund agency fee is usually 0.5 to 1% of the tax refund amount, namely RMB 78 to 156. It should be noted that some agents charge a tax refund advance fee, that is, advance the tax refund amount in advance, and the charge is about 0.1 to 0.2% of the advance amount per month.

If you need to recover funds quickly, this service can be considered, but you need to confirm the fee standard in advance. In addition, the agent needs to ensure consistency of four core elements: contracts, invoices, logistics documents and capital flows, otherwise it may lead to the failure of tax refund verification, affecting the overall income.
