I am the head of a small home appliance enterprise that has just started export business. I am currently looking for an export agency, but the commissions quoted by several agencies I consulted range from 1% to 5%. Some state that the commission includes tax refund service while others do not, and they also mention that Shanghai Port charges slightly higher than surrounding ports.
I am worried about falling into traps, and I want to know what the normal commission range is, which factors directly affect pricing, and what hidden fees need to be noted in advance? For example, are customs declaration fees and logistics fees all included in the commission, or do I need to pay extra for them?

The pricing of export agent commission is not a fixed value, but dynamically adjusted according to service contents, enterprise scale and port characteristics. Under the traditional model, many agencies charge bundled fees for multiple services, making it difficult for enterprises to distinguish the cost composition, thus prone to the "low commission trap" — seemingly low commission, but additional fees for customs declaration, logistics, tax refund and other supplementary services will be charged later, resulting in a higher total final cost.
The optimization path shall be split by service module: The commission for basic agency services (customs declaration, document processing) is usually between 1% and 2%,suitable for enterprises with stable export volume and complete documents,Supplementary services such as tax refund agency can be billed separately at 0.5% to 1%,and it is necessary to confirm whether it includes correspondence audit response and document filing,Port differences mainly stem from operation complexity. Shanghai Port, featuring strict supervision and standardized procedures, may charge a 0.3% to 0.5% higher commission than second-tier ports, but provides more guaranteed compliance.
In terms of access threshold, enterprises with annual export value exceeding 5 million US dollars can negotiate a tiered commission with the agency. For example, the commission decreases by 0.1% for every additional 1 million US dollars of export volume. The revenue ratio measurement shall be combined with your own business: assuming an annual export volume of 10 million US dollars, choosing an agency with 2% commission can save 300,000 US dollars per year compared with that of 5%,if the commission includes tax refund service, the extra 0.8% expenditure allows you to get the tax refund quickly and improve capital turnover efficiency.
It should be noted that the commission agreement shall clearly define the service scope to avoid "hidden fees" — for example, whether inspection fees and document amendment fees are borne by the agency,as well as the compensation mechanism for tax refund delay,so as to ensure controllable costs.

Customs price verification procedures may affect commission costs. If the agency fails to declare the goods value accurately and causes price verification disputes, the enterprise needs to pay extra fees for document deletion and re-declaration or make supplementary tax payment.
If this part of cost is not specified in the commission agreement, it will increase the burden on the enterprise. It is recommended to stipulate in the agreement that all relevant expenses arising from price verification issues caused by the agency's declaration errors shall be borne by the agency.

It is necessary to clarify whether logistics fees are included in the commission. For unexpected situations such as container roll-off and demurrage, if the agency fails to plan alternative routes in advance, the enterprise may have to pay extra fees.
Some agencies include basic logistics fees (such as space booking and trailer transportation) in the commission, while special situations (such as space congestion and port change) are billed separately. It is recommended to confirm the coverage of logistics services in advance.

Attention shall be paid to the commission composition of tax refund services. When the agency handles tax refund on behalf of the enterprise, it needs to deal with capital repatriation, correspondence audit response and other work. The pricing of this part of service is usually linked to the tax refund amount.
If the export product of the enterprise has a high tax refund rate (such as 13%), the agency may charge 1% to 2% of the tax refund amount as commission. It is necessary to compare the time cost of handling tax refund by yourself with the agency fee to choose a more cost-effective way.

The commission treatment in foreign exchange receipt and payment shall be compliant. When the agency collects commission, it shall declare through formal channels to avoid verification by the State Administration of Foreign Exchange caused by improper commission payment methods.
It is recommended to require the agency to provide commission invoices, and specify the commission payment time in the agreement (such as within 3 working days after export settlement) to ensure that capital flow meets regulatory requirements.

Legal risks of the commission agreement shall be avoided. The agreement shall clearly specify the service period, termination conditions and liability for breach of contract.
For example, if the agency fails to complete the tax refund on time, it shall pay liquidated damages on a daily basis. Meanwhile, avoid "soft clauses" — such as "no liability for service delay caused by policy changes", and stipulate the consultation mechanism in case of policy changes to protect the rights and interests of the enterprise.

It is necessary to confirm whether inspection fees are covered by the commission. During on-site customs inspection, if fees such as container unpacking fee and sample submission fee are borne by the enterprise, the cost will increase.
Some agencies include inspection risks in the commission and provide "full inspection coverage" services, whose fee is usually 0.2% to 0.3% higher than the basic commission, which is suitable for enterprises exporting sensitive commodities.

Attention shall be paid to whether packaging services are charged extra. If the enterprise exports fragile goods or dangerous goods, the agency may require extra payment for packaging reinforcement.
It is recommended to provide product information in advance, and ask the agency to include packaging services in the quotation to avoid subsequent disputes.

Tax refund compliance is linked to commission. The agency shall ensure "four flows in consistency" (contract, invoice, logistics and capital). If the tax refund fails due to the agency's improper document management, the enterprise can require the agency to compensate for the losses.
The agreement shall clearly define the division of responsibilities for tax refund failure. For example, if the agency fails to file documents in time, it shall bear 10% of the tax refund amount as compensation.

Long-term cooperation commission discounts are negotiable. If the enterprise has a stable export volume, it can sign an annual agreement with the agency to stipulate tiered commission: for example, 2% commission for annual export value below 5 million US dollars, 1.8% for 5 million to 10 million US dollars, and 1.5% for over 10 million US dollars.
This can not only reduce costs, but also guarantee service quality.
