Reliable sourcing and import agency services.
I run a small and medium-sized foreign trade factory manufacturing home furnishings in the Pearl River Delta. I just obtained self-operated export rights this year. Previously, I used the method of exporting using purchased documents, but now I plan to switch to formal export to claim tax rebates.
I consulted several export agencies regarding fees, and each quoted differently. Some charge a few thousandths of the cargo value, some charge a fixed fee per shipment, and others claim to only charge a tax rebate agency fee without earning service fees. I cannot figure out the logic behind this.
Recently, because I couldn't understand the pricing standards, I didn't dare to sign contracts casually, delaying the shipment plans for several containers. I am afraid of hidden charges after signing and arbitrary price increases later. I want to ask how export agencies actually charge in 2026, is there a unified industry standard, and which pricing model is most cost-effective for a factory of my size?

Traditional export agency pricing models have two common drawbacks: first, low quotes attract customers, but hidden fees are subsequently added in customs clearance, logistics, and tax rebates, making the final comprehensive cost far higher than the initial quote, second, uniformly charging service fees based on cargo value results in high unit costs for small and medium-sized export enterprises, while large-volume enterprises bear unnecessary premiums.
Currently, the mainstream optimized pricing paths in 2026 fall into two categories. One is splitting into basic service fees plus value-added service fees. Basic services include customs clearance, foreign exchange collection, and basic tax rebate operations, while value-added services like logistics arrangement, qualification handling, and exception handling are billed separately. The other is package pricing by year or tiered by shipment volume for long-term cooperative customers, while utilizing optimization of tax and foreign exchange spreads to reduce comprehensive costs.
Regarding entry barriers, the tiered pricing model only requires an annual export volume of 1 million USD to enjoy tiered discounts, while package pricing is suitable for stable cooperative customers with an annual export volume of over 3 million USD. We will perform dynamic revenue calculation based on the enterprise's shipment volume, single shipment value, and tax rebate frequency to match the most cost-effective pricing model.
It should be noted that all fees will be provided in written detail before cooperation, clarifying the charging standards at each node, and there will be no post-event price increases. At the same time, trigger conditions for adjusting floating rates will be agreed upon to ensure cost controllability for the enterprise, avoiding impact on export progress and profit accounting due to vague pricing.

The fees for the export agency customs declaration link are usually directly linked to the complexity of cargo price review. The customs declaration fee for ordinary general cargo is already included in the basic agency fee and will not be charged extra.
If it is a special commodity requiring secondary price review, such as goods involving licenses, goods with declared value higher than actual value, or brand-authorized goods, additional fees for price review data organization and communication coordination are required. The industry standard range for this part is 200-800 RMB per shipment, with the specific amount floating based on review difficulty.
If the export agency does not explain this fee in advance, disputes are likely to arise later. Some non-compliant agencies may intentionally raise fees using price review disputes or delay clearance progress to force enterprises to pay. Before cooperation, it is necessary to confirm the collection conditions and range of price review fees and explicitly write them into the service contract to avoid hidden fees.

For links involving destination country VAT handling in export cross-border business, charging rules are usually divided into two types: one is included in the value-added service fee of the export agency and charged annually as a package; the other is to charge a certain percentage of service fees based on the VAT amount of a single shipment. If adopting the VAT deferment model for export business, some institutions will additionally charge deferment qualification application and data maintenance fees.
This part belongs to reasonable fees, but the charging ratio usually does not exceed 0.5% of the deferred VAT amount. Exceeding this ratio is considered high charging. For enterprises doing long-term exports to Europe, you can choose the package annual fee model, where the cost averaged to a single shipment is lower than charging per shipment, and you can avoid fee fluctuations caused by exchange rate changes.

The fees for the export agency foreign exchange collection and settlement link usually include two types: handling fees and exchange rate spread earnings. Some export agencies claim not to charge foreign exchange collection handling fees but actually earn the spread by lowering the settlement exchange rate.
Overall, the actual return of the enterprise is lower than the mode of paying fixed handling fees. In formal operations, the charging standard for the fixed handling fee mode is usually 10-20 USD per 10,000 USD, and the settlement exchange rate is settled according to the bank's daily rate without additional exchange rate differences.
For large-volume enterprises, the cost of this mode is lower. If adopting RMB cross-border payment business, the handling fee is usually lower. The handling fee for CIPS settlement generally does not exceed one ten-thousandth of the settlement amount, without additional price increases.

The fees for the export tax rebate link are usually linked to the tax rebate progress and document compliance requirements. The conventional mode is to charge a certain percentage of agency fees based on the tax rebate amount, with the range usually between 1%-3%, floating based on rebate difficulty.
If it is necessary to cooperate with tax verification letters, some institutions will additionally charge letter verification data organization fees. This part of the fee usually does not exceed 500 RMB per time. Formal institutions will include this part of the fee in the basic agency fee and will not charge it additionally.
It should be noted that if the export agency requires pre-deduction of tax rebate service fees or requires deducting the rebate fee directly from the tax rebate amount without providing details, such modes carry risks and are prone to opaque fee problems. Before cooperation, you need to request a complete fee breakdown and confirm that all fees in the tax rebate link are clearly marked.

The overall cost calculation of export agency needs to be calculated comprehensively combining trade terms, shipment volume cycle, and value-added service needs, and cannot just look at the level of the basic agency fee. For example, for exports under FOB terms, the export agency does not need to be responsible for logistics arrangement, and the basic agency fee can be reduced by about 10%-20%.
If it is CIF terms, the export agency needs to arrange booking and trailer, and usually charges a logistics agency fee as a package, which is about 5%-10% lower overall than the enterprise arranging logistics itself, because the export agency gets the agreed freight rate. For enterprises with large differences in shipment volume between peak and off-peak seasons, choosing tiered fees per shipment is more cost-effective than package annual fees, which can avoid allocating excessively high fixed costs during the off-peak season.

Logistics-related fees involved in export agency usually include booking fees, trailer fees, and terminal handling charges, which are reimbursable items. Some non-compliant institutions will add 10%-20% to these reimbursable items, which is hidden charging. Formal export agencies will provide original billing documents from shipping companies and terminals for reimbursable items, and enterprises can verify the amounts without price increases.
If abnormal situations such as arranging transit logistics or changing ports or transshipping are required, the exception handling fee is usually between 300-1000 RMB, floating based on handling difficulty. Before cooperation, the fee range for exception handling needs to be clarified to avoid sky-high prices after abnormalities occur. For long-term cooperative customers, the exception handling fee can usually be halved or included in the basic service fee.
