I work as the financial staff of a small foreign trade enterprise. Recently, our company's export business has grown, and we have engaged several agency service providers to handle customs declaration, logistics and tax refund related work. However, we have long faced confusion in posting agency fees.

Some agencies issue invoices under the category of "agency service fee", some split the total amount into separate customs declaration fee and logistics fee, while others include tax refund service fee in the invoice. Previously we randomly recorded all these fees under "selling expenses", which was pointed out as non-standard item classification in the tax audit last month, and may negatively affect our export tax refund process.

Now we are not clear about how to distinguish these expense types, which expenses are deductible, and which ones require separate accounting. We are also worried that incomplete vouchers may lead to subsequent compliance risks. Can you explain clearly how to post export agency fees correctly to meet all regulatory requirements?

Prior to posting export agency fees, you need to clarify the full composition of the expenses, which usually covers sub-items such as customs declaration service fee, logistics agency fee,and tax refund handling fee. Different sub-items correspond to different accounting items: customs declaration and logistics agency fees are recorded under "Selling Expenses - Transportation and Agency Fees". If the tax refund handling fee is directly tied to export tax refund,it can be recorded under "Other Receivables - Export Tax Refund" or "Selling Expenses",and the specific selection shall be determined according to the provisions in the signed service contract.

In the pre-review phase, you need to confirm whether the agency contract clearly breaks down expense details, and whether the content of issued invoices is fully consistent with the contract terms. At the connection of core business nodes, all payment vouchers must match corresponding invoices and contracts,to ensure four-stream consistency (consistency of contract stream, invoice stream, capital stream and business stream). If any invoice does not match the actual service delivered, you should require the agency company to reissue a correct invoice in time,so as to avoid being identified as non-compliant during tax audits.

For abnormal contingency plans,if the agency company cannot issue detailed itemized invoices, you should supplement a formal service list as an attachment, which clearly specifies the amount and use of each sub-item. For final compliance implementation, you need to keep all relevant vouchers (contracts, invoices, payment slips, service lists) for no less than 5 years,to prepare for tax correspondence audit and external inspection.

Special reminder: If the agency fee involves foreign exchange payment,it shall be converted into RMB for posting at the exchange rate on the actual payment date, and the generated exchange difference shall be recorded under "Financial Expenses - Exchange Gain or Loss",to prevent account errors caused by exchange rate fluctuations.

As a sub-item of export agency fee, the customs declaration service fee shall be posted with the invoice remarks column filled with required information including customs declaration number and export date. If the customs declaration service provided by the agency company contains expenses related to customs valuation, these expenses shall be listed separately to avoid being confused with other agency fees.

In accordance with the latest 2026 regulations of the General Administration of Customs of China, the content of customs declaration service fee invoices must correspond to the declaration elements on the customs declaration form, otherwise the consistency between customs clearance data and financial data may be compromised, leading to abnormalities in subsequent tax audits. It is recommended to check whether the customs declaration form number matches the information in the invoice remarks before posting, to ensure full traceability of all related data.

Logistics agency fees shall be posted with clear distinction between direct sailing and transshipment services. If additional fees such as container demurrage and free storage time extension at terminal are included, these fees shall be accounted for separately, with the detailed expense list provided by the logistics service provider attached.

In the 2026 international logistics market, additional fees at transshipment ports fluctuate significantly, so such expenses shall be confirmed according to the actual incurred amount when posting, to prevent account deviation caused by estimated expense entries. In addition, agency fees related to bill of lading endorsement transfer must correspond to the document of goods title transfer, to ensure consistency between capital stream and goods title stream, and avoid the lack of financial vouchers when goods ownership disputes occur.

For the value-added tax part contained in export agency fees, if the agency service provider is a general taxpayer, the input tax can be deducted with the official special VAT invoice. It should be noted that if the tax refund handling fee falls under the category of "brokerage agency service", its corresponding input tax is deductible; if it falls under "other modern services", the deductibility shall be judged according to the specific service content.

Under the 2026 cross-border tax policies, relevant BEPS provisions require that the pricing of agency fees between related enterprises must comply with the arm's length principle, to prevent the arrangement from being identified as profit transfer by tax authorities. It is recommended to keep comparative materials of the market price of corresponding agency services for inspection by tax authorities.

Foreign exchange payment for cross-border export agency fees shall be processed through the CIPS or SWIFT system, and the bank payment slip and foreign exchange declaration form shall be attached when posting. Under the 2026 foreign exchange control regulations, the foreign exchange payment for agency fees shall be marked as "export agency service fee", and be fully consistent with the service content specified in the signed contract.

If there is a difference between the actual paid amount and the invoice amount, you need to provide an exchange rate conversion statement or a supplementary agreement, to avoid being identified as abnormal foreign exchange payment by the State Administration of Foreign Exchange. Besides, if the agency fee is paid through an offshore account, you must confirm that the account information is consistent with the registered information of the agency company, to prevent the offshore account from being frozen.

The composition and payment conditions of agency fees shall be clearly specified in the agency service contract, and the posting of expenses must be based on the signed contract. If there are soft clauses in the letter of credit specified in the contract (such as "the payment of agency fee is subject to the precondition that the buyer receives the goods"), you need to confirm whether all payment conditions are satisfied when posting, to avoid legal risks caused by premature expense posting.

Under the 2026 Incoterms rules, agency fees under CIF trade terms shall be accounted for separately from freight and insurance premiums, to ensure consistency between the adopted trade terms and corresponding financial treatment. It is recommended to keep the original contract and all modification records for use when legal disputes arise.

The recorded export agency fees shall be fully consistent with the tax refund related documents. If the agency fee includes tax refund handling service, you need to specify this service content in the tax refund declaration.

Under the 2026 export tax refund policies, the four-stream consistency verification rule requires that the payer of the agency fee must be the same entity as the export enterprise, and all capital return must be processed through corporate public accounts, to avoid private account transfer of funds. In addition, you need to provide the contract, invoice and payment voucher of the agency fee when the tax authority launches a correspondence audit.

Failure to provide these materials will delay the tax refund progress. It is recommended to archive and keep all relevant materials of agency fees together with export customs declaration forms, bills of lading and other documents when filing tax refund documents.

From the perspective of supply chain cost optimization, export agency fees shall be allocated to each corresponding order according to service type, to facilitate accurate cost accounting. In the 2026 foreign trade market, centralized procurement of agency services can reduce the unit service cost, and the total agency fee shall be allocated according to the number of orders when posting.

In addition, when converting between CIF and FOB trade terms, the accounting method of agency fees needs to be adjusted accordingly: agency fees under CIF terms include relevant logistics expenses, while agency fees under FOB terms only cover port related services such as customs declaration. It is recommended to build an agency fee allocation model to distribute costs based on the volume, weight or total value of each order, so as to improve the accuracy of financial data.
