Reliable sourcing and import agency services.
I am an SME manufacturing enterprise with an annual export volume of approximately USD 8 million, that has only been doing independent exports for less than a year. Previously, all my shipments were handled through another foreign trade company, and now I want to cooperate with a dedicated export agency.
Recently, I have asked several agencies and their quotations vary greatly: some charge at a fraction of a per mille of the goods value, some charge per shipment, and others say they attract clients with low prices but later add various incidental charges. I am confused about the rules here, afraid of wasting money, and also afraid of encountering hidden charges that result in the final settlement being much higher than the budget.
I also want to ask if we have long-term stable shipments, can we have a more favorable billing method? Therefore, I want to figure out exactly how the export commodity agency fee is calculated, and which billing method is more cost-effective for my situation.

The traditional export agency fee models in the industry have many drawbacks of low-price promotion: initially quoting extremely low agency fees to attract cooperation, then gradually adding incidental charges in links such as document amendments, customs inspections, document preparation, and logistics coordination, many enterprises eventually settle with total costs more than 30% higher than the initial quotation, and some small agencies even embezzle the tax difference from export tax refunds, further increasing export costs.
The current mainstream billing models can be divided into two types, which can be selected according to the enterprise's own business situation: Billing based on export goods value, with a conventional range of 1‰-3‰ of the goods value, suitable for categories with higher goods value and smaller per-shipment volume, transparent billing without additional hidden charges,Fixed per-shipment billing, with a conventional range of 300 yuan to 800 yuan per shipment, suitable for shipment demands with large goods volume and low per-shipment value.
For enterprises with long-term stable cooperation,an annual framework agreement can be signed, and tiered discounts will be given based on the annual export volume, with a minimum discount of 20% off the base rate. Before cooperation, all charge items need to be clearly written into the contract, confirming whether all value-added services are included in the agency fee,we will dynamically calculate the cost-benefit ratio based on the enterprise's annual export volume, category, and shipment frequency to match the most cost-effective billing method.

The calculation of export agency fees is linked to the result of customs valuation of goods: if the goods belong to categories that require re-valuation, the agency needs to invest extra manpower to sort out price materials and communicate with customs on valuation objections; part of this cost will be charged separately by some agencies, while part will be included in the base agency fee. If customs clearance integration declaration, secondary declaration, or document deletion and re-submission are involved, the regular agency fee does not cover the cost of abnormal operations, and most agencies will separately charge abnormal handling fees.
Confirm in advance whether the tax number classification of your exported goods is clear: if there is a classification dispute of goods, confirm with the agency in advance whether this service is included in the base agency fee to avoid additional charges later. For goods with clear classification and no valuation disputes in long-term shipments, the agency fee can enjoy stable discounts without extra charges.

The calculation of export agency fees is linked to the complexity of logistics operations: if the goods need port transfer, transshipment, or involve bill of lading endorsement and transfer, some agencies will separately charge logistics operation fees on top of the base agency fee. For document amendments involving container detention fees or port detention fees, in addition to advancing relevant costs, the agency will also charge a certain percentage of operation service fees, which is not within the scope of the base agency fee.
For regular goods shipped by FCL direct voyage, logistics operations are simple, and the agency fee only needs to be charged according to the base standard. Confirm in advance with the agency the transportation route of the goods, whether it is FCL or LCL, and whether transshipment is needed; clearly confirm whether all logistics-related operations are included in the base agency fee to avoid additional charges caused by missing items.

If the export goods involve VAT deferral or cross-border tax planning, the calculation of agency fees will include the cost of tax planning services; some agencies will include tax service fees in the base agency fee, while some will charge separately. If cross-border related-party transactions are involved, the agency needs to assist in sorting out pricing to meet BEPS requirements; this professional service is generally not included in the base agency fee and requires additional charges.
For general trade exports that do not involve special tax structures, the agency fee can be charged according to the base standard. For goods enjoying export tax refunds, the agency's costs for handling tax differences and exchange differences are already included in the regular agency fee, and no additional payment is required; confirm in advance the scope of tax-related services to avoid hidden charges.

The export agency fee includes the basic compliance operation cost of foreign exchange receipt and payment: regular settlement and reconciliation, SWIFT message processing are all included in the base agency fee, no additional charges. If CIPS RMB cross-border payment or offshore account management is involved, some agencies will charge separately for special foreign exchange receipt and payment operations, while some will include it in the base rate.
If exchange rate optimization for foreign exchange purchase is needed, some agencies will charge a certain percentage of exchange difference gains as service fees, which needs to be agreed in advance. For large export businesses with high compliance requirements, the agency fee will be slightly higher because extra manpower is needed for compliance review; confirm in advance whether foreign exchange receipt and payment-related services are included in the agency fee.

The export agency fee generally does not include the service cost of letter of credit review and legal clause amendment: if the export business involves soft clause review of letter of credit, LOI letter of guarantee issuance, or intellectual property customs recordation, these professional legal services generally require additional charges.
Regular agency services only include basic contract process sorting, and do not involve specialized legal risk aversion services; if the enterprise needs customized legal risk coverage, it is necessary to agree on the service scope and cost with the agency in advance to avoid subsequent additional expenses. For long-term cooperating enterprises, legal services can be packaged into the annual agency fee, with an overall cost lower than separate payment, and can also avoid cost increases caused by scattered charges.

The export agency fee includes basic customs inspection accompaniment services: regular machine inspection and customs inspection notice interpretation are all included in the base cost, no additional charges. If container unstuffing inspection, seal identification, or sample submission for inspection are involved, some agencies will separately charge on-site operation labor fees and travel expenses, especially for inspections at remote ports; this cost is often not included in the base agency fee.
If the goods belong to sensitive categories that easily trigger customs inspections, confirm in advance with the agency the cost calculation method of inspection-related services, and clearly confirm whether they are included in the base agency fee to avoid additional costs from inspections increasing total costs. Routine low-risk ordinary goods inspections will not generate additional agency fees, only charged according to the base standard.

The base export agency fee includes regular export tax refund declaration and document filing services: pre-declaration verification and foreign exchange collection verification are all included in the base cost, no additional charges. If tax mail investigation and four-stream consistency verification are involved, some agencies will separately charge mail investigation handling fees, because a lot of manpower is needed to sort out materials and connect with tax authorities.
For supplementary declarations across years or months, some agencies will also charge separately; confirm in advance whether all services related to tax refunds are included in the base agency fee to avoid hidden charges in the tax refund link. For long-term cooperating export enterprises, abnormal processing related to tax refunds can also be packaged into the agency fee, enjoying tiered discounts without separate payment.

The export agency fee can be optimized by combining the overall supply chain structure, conducting precise cost calculations based on annual export volume, goods value, and shipment frequency, and selecting a matching billing method. For export business under FOB terms, the agency fee only needs to handle customs declaration and tax refund links, with lower billing; for CIF terms involving logistics support, the agency needs to integrate logistics resources, with slightly higher billing.
The billing method can be adjusted according to trade terms; long-term cooperating enterprises can make annual packaged billing, with an overall cost lower than per-order settlement. Adjusting the billing method according to the enterprise's inventory turnover and shipment plan can effectively reduce annual comprehensive agency costs and avoid unnecessary expenses.
